A RESOLUTION AUTHORIZING THE CITY MANAGER TO
PURCHASE IN LIEU OF CONDEMNATION A. TWO STORY
APARTMENT BUILDING COMPRISED OF FOUR EFFICIENCY
APARTMENTS AND TWO ROOMS ON THE, FIRST FLOOR.
AND TEN ROOMS ON THE SECOND FLOOR COMPRISED OF
FOUR THOUSAND NINE HUNDRED ANT) FIFTY SQUARE FEET,
LOCATED ON A LOT COMPRISED OF FOURTEEN TPOUSAN1'
FOUR HUNDRED AND EIGHTY-FIVE SQUARE FEET PLUS
DOCK. SPACE, OF APPROXIMATELY TWELVE HUNDRED SnUAR.E
FEET WHICH CONTAINS EIGHTEEN SLIPS LOCATED AT
176 NORTHWEST NORTH RI\7ER. DRIVE, MIAMI , FLORIDA,
FOR THE SUM. OF TWO HUNDRED AND THIRTY THOUSAND
($230 , 000) DOLLARS FROM COMMUNITY DEVELOPMENT
FUNDS TO COVER THE COST OF ACQUISITION OF FEE
SIMPLE TO THIS PROPERTY, AND OTHER COSTS INCIDENTAL
TO THE ACQUISITION.
WHEREAS, the property located at 176 Northwest North River
Drive, Miami, Florida, is nronosed to be acauir.ed for the
development
of a Latin Specialty Center for the use of the citizens in the Miami
Areas; and
WHEREAS, ' the Office of Community Development has approved
the acquisition of this property to provide a Latin Specialty Center
in the Riverfront area and concurs with the recommendation to acquire
this parcel; and
WHEREAS, the necessary monies for said acquisition are
available in the Fourth Year Funding of Community Development
Projects; and
WHEREAS,' this acquisition was done in accordance to the
Land Acquisition Policies under -Community Development Programs,
include the cost of relocation and assistance, if reouired, as
detailed in the Real Property Acquisition Policies Act of 1970; and
WHEREAS, the owners of the property have by Agreement
dated the 6th day of December, 1979, offered to convey fee simple
title to this property to the City of Miami, Florida, for the
negotiated price, of Two Hundred and Thirty Thousand ($230,00n)

WHEREAS, it is deemed in the best interests of the City
of Miami, Florida, to acquire the pronerty at this time through
purchase in lieu of condemnation;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA.:
Section 1, The City Manager be and he is hereby authorized
and directed to purchase the property located at 176 Northwest North
River Drive, Miami, Florida, legally described as:
Strip lying between N.W.N. River Drive and
River and lying South on N.W. 2nd Street,
North B/L extended and North of Southeasterly
B/L of Lot 14 extended and riparian right,
Miami North Block 109, Plat Book B, Page 41 1/
of the Public Records of Dade County, Florida. —
for the development of a Latin Specialty Center, for the sum of Two
Hundred and Thirty Thousand ($230,000) Dollars.
Section 2. The sum of Two Hundred and Thirty Five Thousand
($235,000) Dollars be and it is hereby allocated from the Fourth Year
Community Development Funds to cover the cost of acquisition of fee
simple title to this property and other costs incidental to this
acquisition.

By Memorandum dated September 24, 1979, Community. Development authorized the
appraisal process and the ultimate approval to acquire the property located
at 176 N.W.N. River Drive, Miami, Florida, for a Latin Specialty Center in
the Miami Riverfront Area.
Funds are available for this acquisition from the City of Miami's Fourth Year
Community Development Program - (Project Budget: $395,000).
Solicitations for appraisal proposals were sent to seventeen MAI Appraisers,.
with three (3) responses. The Appraiser selected was the lowest appraisal
received.

Improvements:
A two story apartment building comprised of four efficiency apartments
and two rooms on the first floor and ten rooms on the second floor,
with dock space comprised of 18 slips totalling approximately 1,200
square feet for the dock space and the building comprising 4,950
square feet.
Cost to. Acquire:
$230,000 - Two Hundred and Thirty Thousand Dollars
The negotiated price of $230,000 was made and, accepted subject to the final
approval of the City Commission. It is recommended that the City acquire this
parcel for the negotiated price of $230,000, as it would be more costly to
acquire by condemnation. The Department of Community Development concurs with
this recommendation.
This acquisition was transacted in accordance to the Land Acquisition Policies
under the Community Development Program which include the cost of relocation
assistance, if required, as determined in the Real Property Acquisition Policies
Act of 1970.
