WHEREAS,
RESOLUTION NO. 8 O - 6
A RESOLUTION AUTHORIZING THE CITY MANAGER TO
AWARD A SECOND CASH PRIZE OF $2,500.00 FOR
THIRD PLACE IN THE LATIN COMMUNITY RIVERFRONT
PARK DESIGN COMPETITION, IN ACCORDANCE WITH
THE RECOMMENDATION OF THE COMPETITION JURY
USING COMMUNITY DEVELOPMENT PROGRAM FUNDS TO
FUND SUCH CASH PRIZE.
the Latin Community Riverfront Park has been designated a
Category "B" project as defined in Ordinance No. 8965, adopted July 23, 1979;
and
WHEREAS, the City Manager
has been authorized to conduct a Design
Competition for this project and to
award prizes for first, second and
third place, in succession, as follows: $5,500.00, $3,500.00, and $2,500.00,
and
WHEREAS, the City Manager has been authorized to expend the amount
of $11,500.00 for the prizes using Community Development Program funds for
this purpose; and
WHEREAS, the City Manager has been authorized to appoint an impartial
Jury consisting of five (5) members to rank the winning designs; and
WHEREAS, the Jury has been appointed, the Competition has been
conducted and the Jury has reported to the City Manager; and
WHEREAS, the Jury has recommended to the City Manager that two cash
prizes in the full amount of $2,500.00 be awarded for third place.
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF

Resolution No. 79-579
Memo dated 12/17/79, from the Jury
for the Design Competition
This proposed resolution authorizes the. City
Manager to award a second, additional third
prize, in the amount of,$2,500.00, for this
Competition using Community Development funds.
It has been recommended by the unanimous decision of the Jury that,
in addition to the awards specified by the Design Competition Manual
and authorized by the above. Resolution, two third place prizes
should be awarded in the full amount of. $2,500.
At the time of the preparation for the Design Competition and the
passage of the above cited resolution, it was anticipated that the
Jury would select and rank the design submissions as first, second
and third, each of which would receive stipulated cash awards
During the actual conduct of the judging, however, it was agreed
unanimously: by the Jury, that two designs were comparable and of
equal merit with respect to the seriousness of the effort and the
success of the design resolution. Furthermore, it was felt that no
other submissions were of either equal or superior quality. On this
basis, it was agreed to award an additional third place prize and to
seek the necessary additional funding for this purpose.
The Department of Community Development has agreed that such additional
funding is possible and in the best interest of the Design Competition.
The Parks Department recommends the proposed resolution be enacted by
the Commission.
