AN ORDINANCE AMENDING SECTION I OF
ORDINANCE 8719, ADOPTED OCTOBER 26,
1977, THE SUMMARY GRANTS APPROPRIA-
TION ORDINANCE, AS AMENDED, BY AMEND-
ING THE RAPID TRANSIT STATION AREA
DESIGN AND DEVELOPMENT (I; 9/1/77-9/30/79)
TRUST AND AGENCY FUND AND BY ESTABLISHING TWO
NEW TRUST AND AGENCY FUNDS ENTITLED:
"RAPID TRANSIT STATION AREA DESIGN
AND DEVELOPMENT' II; 10/1/79 - 9/30/80"
AND "DOWNTOWN PEOPLE MOVER PRELIMINARY
ENGINEERING PROGRAM I; 4/18/79-7/18/80"
APPROPRIATING FUNDS FOR THE OPERATIONS
OF SAID TRUST AND AGENCY FUNDS IN THE
AMOUNTS OF $91,696, $112,000 and $24,497
RESPECTIVELY; CONTAINING A REPEALER PRO-
VISION AND A SEVERABILITY CLAUSE.
WHEREAS, the City Commission adopted Ordinance
No. 8719 on October 26, 1977 establishing resources and
appropriations for grant funds anticipated by the City of
Miami, Florida and for corresponding City matching funds;
and
WHEREAS, the City Commission adopted Ordinance No.
8724 on November 10, 1977 which amended Ordinance No. 8719
by establishing a Rapid Transit Station Area Design and
Development Trust and Agency Fund and appropriating resources
thereto; and
WHEREAS, the City Commission adopted Resolution
No. 79-598 on September 13, 1979 authorizing the City Manager
to approve an amendment of the contract (FL-09-0038) between
Dade County and the City of Miami extending the period of
performance to September 30, 1979 and increasing the contract
amount by $91,000 to $211,000, for the purpose of providing
continuing planning services for the Rapid Transit Station
Area Design and Development Program; and
WHEREAS, the Self -Insurance Trust Fund has reimbursed
SADD revenues for a stolen typewriter in the amount of $696;
and
WHEREAS, the City Commission adopted Resolution No.
dated , 1979 authorizing the City Manager to approve a
further amendment of the contract (FL-09-0038) between
Dade County and the City of Miami extending the period
of performance to September 30, 1980 and increasing
the contract amount by $112,000 to a total of $323,000;
and
WHEREAS, the City Commission adopted Resolution
No. 79-48 dated January 18, 1979 authorizing the City
Manager to execute a contract with Dade County, for the
purpose of providing planning services for Downtown People Mover
preliminary engineering and design program; and
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION
OF THE CITY OF MIAMI, FLORIDA:
Section 1. Section i of Ordinance No. 8719,
adopted October 26, 1977, as amended, is hereby further
amended as follows: 1/

Amendment to Summary
Grant Ordinance 8719.
It is recommended that the
Commission amend the Summary
Grant Appropriations Ordinance
8719, by amending the Rapid
Transit Station Area Design
and Development Trust and
Agency Fund and by establishing
new Trust and Agency Funds
for Rapid Transit Station Area
Design and Development II and
Downtown People Mover Prelim-
inary Engineering Program I
and appropriating funds for
these programs from revenues,
per the attached ordinance.
On December 7, 1977 the City of Miami and Dade County entered
into a contract for Rapid Transit Area Design and Development
(SADD) planning services by the Planning Department for the
period from September 1, 1977 to September 30, 1978 in the
amount of $120,000. The contract period was subsequently ex-
tended to December 31, 1978. A SADD Trust and Agency Fund was
established by Ordinance 8724 on November 10, 1977. Services
under this contract for the full contract amount have been
invoiced to Dade County. By Resolution 79-598 of September
13, 1979 the Commission authorized the Manager to approve a
SADD contract amendment extending the period of performance
to September 30, 1979 and increasing the contract amount by
$91,000 to $211,000. It is recommended that the Rapid Transit
Station Area Design and Development Program be amended by
designation "I" and amending the amount to add $91,000 to the
initial $120,000.
By companion memorandum, the Commission is being requested to
authorize the City Manager to execute a further contract amend-
ment for the Station Area Design and Development program by
increasing the contract amount by $112,000 to a new total of
$323,000. It is recommended that a new Trust and Agency fund

be established designated "II" for only the additional
$112,000 portion of the contract, as amended, to facilitate
accounting.
By Resolution 79-48 of January 18, 1979, the Commission
authorized the Manager to execute a contract with Dade County
in an amount not less than $24,500 for planning services for
the Downtown People Mover preliminary engineering and design
progra►n. A separate Trust and Agency fund is recommended.
