Jim Reid, Director Department of Planning DATE: SUBJECT: Site Plan Review Comments - Coconut.Grove, Vizcaya, Allapattah REFERENCESt The City of Miami Planning Department has reviewed the Section Designer submissions for station and site design of theCoconut Grove, Vizcaya and Allapattah Rapid. Transit Stations, and offers the following comments and recommendations: Coconut Grove - The quality of design is considered excellent with significantamenities and strong design statements creating a locationally compatible and attractive facility. Suggested modifications include provision of a pedestrian crossing of U.S at 29th Avenue; relocation of pedestrian barriers to permit that crossing to connect to 29th Avenue; improve visibility to bicycle storage areas by lowering screen plantings and walls; and all proposed local street and highway improvements should be clearly indicated on plans and approved by the City. Vizcaya - The station and site design are highest quality an appropriately evocative of the Vizcaya complex design idiom. Recommended modifications include replacement of shade trees lining the entrance walkway with royal palmsto preserve an open vista of the station from the approach along 32nd Road; expansion of the fountain plaza to acommodate a kiosk and display area show casing Vizcaya and Museum of Science activities; and relocation of the Kiss and Ride walkway to align with the fountain. Allapattah - The section designers have elected not to introduce any changes to the KTG standard station design, which we feel is a regretable decision that deprives this station of an opportunity to achieve a more distinctive design reflective of local cultural and environmental characteristics. The site design we likewise feel has a notable lack of amenities and no distinguishing or cohesive design theme either in landscaping or ground plane defini- tion. We do not recommend endorsement of this design. Further refinement should be requested that would allow for better defini- tion of landscape material, paving design and pedestrian amenities. es JR:JL:dr
