ENCLOSURES
In response to the City Commission's request for a report on the feasibility
of assuming housing and redevelopment powers independent of Metropolitan
Dade County, Ihave the following toreport:
Housing Powers
Prior to 1968, the Miami Housing Authority organized under the laws of State
of Floridaand serving the City. of Miami was responsible forthe development,
and management of public housing within Miami's corporate boundaries. The
Miami Housing Authority, by late 1967 had developed 3350 units of public
housing in the City.
In February of 1968, the City of Miami and the, Miami Housing Authority,%by
two thirds vote, agreed to transfer the responsibility for thedevelopment
and management of public housing to Metropolitan Dade County includingany
andall of the City's interests in public housing developed prior to the
action.
Since early1968, Metropolitan Dade County has exercized public housing
responsibilities for and on behalf :of the City of Miami. To date, Metro-
politan Dade County's Department of HUD has been responsible for the devel-
opment of approximately 6500units :of public housing bringing the total of
public housing units in the City to approximately 10,000. Plans are now
underway for the development of an additional 400 + units of conventional public
housing in the City by Dade County as well as 424 units of City Housing Bond
assisted Section 8 housing.
In similar action, in 1967, the City of Miami transferred the responsibility
for its housing code enforcement to Metropolitan Dade County.
Serving as the City's "LocalHousing Agency" Dade County HUD is also.respon-
sible for implementation of the. Section 8 existing Housing Assistance Program
in the City providing affordable housing;: to approximately hundreds of families
and individuals and: alsois administering the City's FY'79 allocation of 220
units of Section 8 Moderate Rehabilitation contract authority.

While the City attorney's.office has notcompleted its research on the matter,:
as of this date, it appears that the City of Miami: can, if it so chooses,
resume responsibility for public housing development and management by
reestablishing a City Housing Authority under the appropriate state enabling
legislation. A•complete report on legal authority of the City to undertake
such action can be completed if you desire to pursue this matter.
While Dade County is responsible for several aspects of the City's community -
wide housing improvement strategy, the City's.'Department of Community Devel-
opment is responsible for many other aspects of assisted housing development
and housing improvement. These include:
Preparation and monitoring of annual Housing Assistance
Plan (HAP) an important component of the City's C.D. Block.'
Grant program.
Conducting reviews ofprivately sponsored assisted housing
proposals.
Processing proposals for privately. sponsored Section 8 Substantial
Rehabilitation projects in neighborhood strategy areas.
Monitoring the performance of Metropolitan' Dade' County HUD in the
implementation of HUD administered housing programs in the city,
Researching and developing new mechanisms for the provision of
housing, assistance to low and moderate income residents.
Currently, the Department of Community Development is gearing upto begin
processing Community Development Block Grant funded and Sec.:312 single_;,
and multi -family housing rehabilitation loans, a function previously contracted .'
to Dade County HUD.
The Community Development; Department is expected to play an ever increasing
role in meeting the housing; assistance needs of the community.
RedevelopmentPowers
Chapter 163.410 of the Florida Statutes provides Home Rule counties with
the exclusive powers for redevelopment as defined in the state enabling
legislation.
However, Home Rule counties may, atthe ;request of cities within their
jurisdictions, delegate specific redevelopment powers. Metropolitan Dade
County delegated such powers to the City of Miami Beach for the purpose of

undertaking the South Beach redevelopment project.
Should the City be interested in undertaking redevelopment activities, a
formal request for the undertaking of such activities, and the delegation
of the necessary powers to do so most be forwarded to the County Commission
for its consideration.
