Appointment of Public
Members to the Civil
Service Board.
This is to call to your attention the need for Commission action on
the appointment of public members to the Civil Service Board. The
last appointmentswere made in January 31, 1978 for a term of 'two'.
(2) years. Subsequent, to that action, a seat of the Board was filled
by heslie Pantin, Jr. for the balance of the two-year term ending
January 31, 1980.
During the month of January, regular meetings of the City Commission
are scheduled for January 10 and January 24. After the meeting of
January '24,the .'City Commission will notmeet again until February 14.
The regular meetings of the Civil Service Board for the month of
January are scheduled for January 15 and 29. The next Civil Service
Board meeting will not beheld again until February 12. Unless there
are other Comniission meetings scheduled that have not yet been deter-
mined, it would be helpful if appointments could be made at the
meeting of January 24. Albeit the meeting of January 24 is before
the expiration date of the two-yearterm, a question may be raised.
as to whether the Board would be legaily constituted on February 12,
unless appointments are made prior to that date.
If the Cominission does not make appointments before the Civil Service
Board meeting of February 12, we would find it necessary to seek
legal guidance from the City Attorney. It is possible that current
public members may be able to serve until their successors are
appointed and qualified.
We hope that this may be dealt with. on January 24 or before the
Civil Service Board meeting of February 12;and `-I am attaching a
suggested Resolution with names omitted. I. am also sending a copy
of this memorandum to
