City of Miami Planning Departmen June 27, 1979 Consideration of recommending approval of the Miami River Community Redevelop- ment Plan for the Community Redevelopment Area generaily bounded by West Flagler Street and NW 5th-- Street between I-95 and NW'sth Avenue; which Community Redevelop- ment Project includes acquisition and clearance, rehabilitation, redevelopment and relocation, street improvements and beautification and which Plan is in con- • formity with the Miami Comprehensive Neighborhood Plan. To approve the Miami River C Redevelopment Plan In ;1.977the City of. Miami commissioned the firm of :'Wallace, Mclarg,,Roberts and Todd (WItMRT ) to do a study of the Miami Riverf ront . The study recommendations, which were accepted by the City Cornmission, included the develop- ment of six areas along the riverfront two of which are considered in this Redevelopment' Elan. The purpose of this plan is to establish a framework for the revitalization of the Miami River Specialty Center Redevelopment. Area. The area will be redeveloped according to the renewal concept plan included in this document. It will specify reuse categories and develop- ment standards for each. Unless otherwise amended, this plan will determine :futuredevel- opment within this specified area. Redevelopment activities will include acqui- sition and clearance and where appropriate rehabilitation of existing structures. In order to initiate needed redevelopment activities, it is necessary todesignate this area as a Community Redevelopment Area under the provisions of the Florida Community Re- development Act of 1976. Before any community development project can be planned or implemented within the City, a Community Redevelopment .Plan ,must be adopted for the area by. both the City of Miami and Dade County. The plan proposes for Phase I the acquisition of 129 housing units on 8 acres of land for re- use as a Specialty Center. Approximately one- third of the land on this site is ;vacant. Other recommended improvements includezoning modifications, street improvements' and; beau- tification, `;provision of open space, develop- ment of additional public;;, parking,; the ,estab- lishment of a vocational training:. program, etc. APPROVAL Deferred on July` 18,' 1979; by 7-0 Vote, WITHDRAWN September 19 , '1979 WITHDRAWN October 24 1979.. November 30, 1979 FILE: SUBJECT Miami Riverfront Community Development Plan REFERENCES: us uPD ENCLOSURES: FOLLOW" Background In 1977 the City of Miami commissioned the Firm of Wallace McHarg, Roberts and Todd (WMRT) to do a study of the Miami* Riverfront. The study recommended six sites along the riverfront with potential for future development. As a follow up of these recommendations, the City of Miami Planning Department developed a draft of the Miami River Com- munity Redevelopment Plan which essentially recommended the declaration of the area bounded by the I-95 expressway on the east, Flagler Street on the south, North West Eight Avenue on the west and Northwest Fifth Street on the north, ,a redevelopment area. As part of this redevelop- ment a Specialty Center was proposed for the area bounded by the Miami River on the east, Flagler Street on the south, North West Sixth Avenue on the west, and North West 2nd Street on the north. The plan recommended acquisition of this site and closure of a section of North West South River Drive for the development of the Specialty Center. In addition, housing rehabilitation through the Section 8 program was recommended as well as the acquisition of certain blocks for housing and improvement of Lummus Park. On July 12, 1979, the City scheduled a Community meeting during which the plan was presented to the public. The prepared redevelopment plan was subsequently presented to the Planning Advisory Board Meeting on July 18, 1979. The major concerns that surfaced during the testimony were: the proposed closure of North West North River Drive, the loss of valuable and active waterfront industrial property, the opposition of property owners to the acquisition of river - front properties on the west bank of the river, the difficulty of integrating a Specialty Center with marine industrial ac- tivities, a Preference for a rezoning of certain areas rather than acquisition. The possible negative affect on the Specialty Center from the smell emitted by a sewer inter- ception vent located near the proposed site, and the area's parking problems. The Board has decided to defer the plan. Planning Advisory Board Page 2. Subsequently the Planning Department contracted with the consulting firm of Greenleaf Teles ca to provide technical assistance to review the Waterfront conditions;, in order to analyze the possibility of more intensive use of the riverfront facilities and their intergration to the proposed Specialty Center. The consultants analyzed fourdesign alternatives -that were given to them by the Planning Department and concluded that the proposed site presented too many problems eg. physical barriers from downtown, difficulty of acquisition of riverfront properties, and: the impossibility of increasing waterfront activities in the proposed At the suggestion of the Planning Department they looked, at an alternative site located on the opposite (east) bank of the:, river:. and confirmed the opinion that given the existing situation the alternate site was better suited for the location of a Specialty Center. Recommendation Btsed on further analysis by the Planning Department and the consultants findings the following treatment of the Redevelopment Area isproposed. (See attachedtreatment map). A new site for the Specialty Center, bounded approximately"b: Northwest Sixth Avenue on the East, the Miami River on the South, Northwest Seventh Avenue on the West . and Northwest Fifth, Street on the North. In addition the block directly north of this area is proposed for acquisition " for parking after discussions with the Overtown Community Development Advisory Board. T acquisition of the apartment property iocated on the riverfront opposite Northwest Second Street for relocation of marine related. activities now located on the proposed Specialty Center site The continuation of the Section 8 Housing Rehabilitation program in the Lummus Park -Little Havana NSA and the rehabilitation`of-Lummus Park with Federal Funds.
