It has been brought to, my attention thatCatho1ic.Service Bureau has
requested •Community, Development funding -from' the City. of Miami for
the: Little Havana„outreach 0fffice_(LH00). As Project.- Manager -for- .
LH00 I can without hesitation recommend funding for this 'Project,
because ;it has repeatedly demonstrated that it is a viable, much
needed program .in .the Latin community. For, the;;past two ;years, the:.
project rot..only complied with its contractual obligations: but'; also,
quite impressively surpassed. its numerical -goals; .for service
delivery. It.is my opinion, that the. successfulness of LH00 ,can .'be
attributed to:the :staf,f's proficiency- and its dedication to the,
amelioration of some of the social. and emotional' problems -of its
•clienteleas the: support received from :its -.sponsoring.

I would like to commend the fine work being done by the
Service Bureau Little HavanaOutreach Office, located a
Havana Community Center. As director of this Center,
occasion to work closely with the above agency. I have
staff ;tobe highly cooperative and professional.

(information and referral, concrete services, counseling,etc.) and
each time the clients have been servedpromptly and withgreat dedi-
cation- and effectiveness. The staff is truly hard working and client-
centered,always willing to go beyond the callof duty in order to
serveall who come to them requesting assistance.
Due to the accessibility of their services tothe residents of this
community as well as the quality of services: rendered by their pro-
fessional staff, I have found that the Outreach Office ofthe Catholic
Service Bureau is fiiling the tremendous needs for social services
to the many. residents in the Little Havana area.
Agencies with these qualifications and merits are truly rare. There-
fore, ;I feel itis extremely important to express my appreciation and
satisfaction for the services being: provided by Catholic Service Bureau
Outreach Office and I ;dohope they will be able t .continue providing
the necessary services for this community.

It is recommended that the City Manager be authorized to enter
into lease agreement with Julius C. Smith for the lease of an
office (approximately 18 feet wide ;by 78 feet deep) ;at.1026
ep
N.W. ; 2nd Avenue. to be used by the Department of. 'Community;
Development, per the attached resolution and lease agreement
document.
The Dade. County Community Relations Board (CRB), in; coordination with the City
of Miami, has, since "1975,;operated the Citizen .InformationsCenter Outreach
Office in the Overtown community to assist residents inobtaining. information
about government programs and services as well asprovide outreach to encourage
resident participation in the Community Development Block Grant Program.
Office space was paid for by the City of Miami and CETA positions were out
stationed to CRB to run the office.
Community outreachand citizen participation activities in Overtown are
currently provided by staff of the Citizen Par.ticipation and Overtown
Interim Assistance Programs.
The CRB has indicated that this office should appropriately be staffed and
operated by ,City personnel since CRB cannot riaintain it CRB has indicated'.
that the programhas been quite successful in being responsive to the_
concerns of 0vertowri residents ..To eliminate this direct service would be
eliminating a program that has been in the Overtown community since 1975.
To date, most City staff working in the Overtown

The attached resolution. authorizes 'the City Manager. to enter into a'lease ,
agree'inent with'Julius-C. Smith.,for the lease of, an office.at 1026.N.W:
2nd Avenue "for ;the :Department'ofCommunity Development .to be- used as,
follows:
1 House. the Community Workers under the Overtown Interim
Assistance Program, Department of;,Community Development,
to provide information and referral and community outreach
in coordination with our Citizen Participation and Interim
Assistance activities.

Provide office space for the Interim Assistance Housing
Resource Office to provide direct inforniatiOfl to Overtown
residents on the :Ci ty's' Housing Rehabilitation Programs.
. Provide space for the Overtown Community Involvement
Specialist who will be available in the cornmunitY on a
fixed schedule each week to meet with Board members and
residents in an effort to respond to community needs and`.
concerns.
The space will be renovated by the Interim Assistance Program. Monthly rent
will be;$125.00; monthly, operating costs willbe approximately $320.00.
Funds are available from 5th Year Community Development Block Grant Funds.
No additional staff will have to be hired.
Commission approval is requested.
