A RESOLUTION ABOLISHING THE ELECTED LITTLE HAVANA
COMMUNITY DEVELOPMENT ADVISORY BOARD AND CREATING
AN APPOINTED ADVISORY BOARD IN THE LITTLE HAVANA
TARGET AREA AS PART OF THE COMMUNITY DEVELOPMENT
BLOCK GRANT PROGRAM TO BE KNOWN AS THE LITTLE
HAVANA COMMUNITY DEVELOPMENT. ADVISORY BOARD WHOSE
MEMBERS SHALL BE APPOINTED BY THE CITY COMMISSION
AND SHALL CONSIST OF REPRESENTATIVES -OF THE.LIT.TLE
HAVANA ;TARGET AREA AND ORGANIZATIONS SERVING THE
LITTLE HAVANA TARGET AREA IN' LIEU OF THE'ELECTED
15-MEMBER ADVISORY;` BOARD.
WHEREAS, the City Commission has adopted Citizen Participation guidelines
for the Community . DevelopmentBlock Grant program and
WHEREAS, the ,guidelines specify that an election be held in
City's Community Development target areas for the creation of a fifteen member
Advisory Board; and

elected body, per the attached resolution.
Since summer 1979, City staff has been working with the elected Community
Development Advisory Boards to explain the Community Development Block Grant
program, review existing Community Development projects and activities, and
solicit_ Board recommendations to finalize the 6th Year Community Development.
plan, in accordance with the Citizen Participation guidelines adopted by the
City Commission.
Community Development and Planning Departmentstaff have coordinated a conference
and various workshops with Advisory Board members to clarify the functions of the
Boards and provide the Boards with the necessary information to make recommendations
on behalf of their respective target areas.
The Little Havana Community Development Advisory Board, in spite of all efforts
made by City: staff to work with and assist the Board, has refused to carry out
its responsibility to the Little Havana target area. The Board has passed
rnotions refusing to take action on any matter brought before it by City staff
until itis provided a privateoffice, staff and administrative support. The
City Commission has mandatedthat all administrative support be provided by
City staff andthat no Board receive private offices and/or personnel.
As a result, the Little, Havana Community Development Advisory Board has taken no
action with respect to the 6th Year Community Development plan. Furthermore, the
Little Havana Community Development Advisory Board has violated the Citizen
Participation guidelines`. by refusing to:

1) Promote interest in community improvement.
2) Provide an opportunity for residents to identify community needs.
3) Facilitate two-way .communication with government representatives.
4) Recommend priorities .for community improvements.
Conduct open meetings which provide opportunity for residents
voice their opinion prior to the Board taking official action.

The Little Havana Board has, additionally, denied members of the public,;
representatives of community -based organizations in LittleHavana, and City,
staff from making presentations before the Board and community.
Meetings have been conducted ina disorderly, chaotic and.: uncontrollable
mannerthat have not only alienated resident participation: but have caused
many people to walkout of meetings. (See': detailed letter from Fran`. Kramer.)
It isstaff opinion` that the conduct and refusal of the Board to actas
specified in the Citizen Participation guidelines isdetrimental to the
Little Havana community. Complaints have been received from target area
residents regarding the inability and ineffectiv.eness of this body to
represent their interests:
In view of°.the `:;above, it. - is -recommended that the City Commission abo.lish.the
elected body and: replace said body with an appointed Board thatt represents
the interests of the Little Havana target area in order to Promote citizen
participation; in the Community'.Development Block Grant program, which has
not been accomplished by the elected Board.

As youknow, on Monday, December .10,'1979 at 7:30 p.m., the Community
Development: Advisory Board for the Little Havana target area held a
public meeting. Residential Homemaker Services had requested to be
entered on the agenda in order to make a presentation to the Board and
to the public attending. This request was made since an invitation to
the Board at a previous meeting to visit the Program's administrative
office, which resulted in a 3-person committee being named by the Board,
never was culminated. The Residential Homemaker Services Administrator,
Mr. Victor Larger, felt it necessary to share more information prior to
the Board's intended motion and recommendation to discontinue CD funding
to Residential Homemaker Services.
During the December,10 meeting, public participation and Board members'
argumentative demeanor led to a rather chaotic incident, as by now you
must be aware. We wish to formally register a complaint regarding Mr.
Alfonso Alberti, an elected Board member, who was reportedly witnessed
fist fight with members of the public. This reported behavior disrupted
by approximately forty-five (45) persons, to have had a concealed weapon
that became exposed when he took off his coat and attempted to start a
the meeting and caused the exodus of frail elderly and disabled wheel-
chair -bound adults. We have since received telephone calls from residents
of the Little Havana area and members of our staff who feel that they cannot
participate in the established process under such conditions.
Please let us know what steps will be taken to prevent such future in-
cidents, as we would like to assure the elderly and our staff that they

The Public Hearing scheduled for 3:00 p.m. on January 24th is the
first hearing on the proposed application for Community Development
Block Grant funds. The second hearing is expected to be scheduled
for the regular Commission meeting on February 14, 1980.
Last year the City Commission approved a three year plan covering the
fifth, sixth and seventh Community Development Grant years. This year
the city must submit the annual plan for the sixth year along with any
amendments to the three year plan which are necessary to coordinate
the annual plan with the three year plan. Attached with this memoran-
dum is a packet containing the status of projects and recommendations
for sixth year project funding.
The sixth year plan has been developed following a four month planning
process with the Community Development Advisory Board in the neighbor-
hoods. Residents were informed about the three year plan adopted last
year, the kinds of activities proposed for the sixth year and the time-
table for the application process. Since September, several meetings
have been held in each target area to discuss the potential projects
for sixth year funding. Each area reviewed the existing proposals and
recommended additional projects.
Proposed projects were reviewed by Community Development staff accord-
ing to the following strategies as developed and reviewed by the City
Commission in previous years.

Benefit to low and moderate income persons
Increased standard housing stock for residents
Leveraging of Community Development funds with other
sources of funds
Increase and develop job opportunties

A new strategy, city-wide economic development linked to neighborhood
based outreach offices, has been developed and is being considered at
this time by the City Commission. In areas expressing a desire for
economic development activity, this strategy was used as a basis for
staff recommendations in the area of economic development.
The hearing on January 24th is held for the purpose of allowing citi-
zens to comment upon the proposed recommendations to the Commission
prior to final review and approval. Although a second public hearing
on the application is no longer required by the federal regulations,
it is recommended that the Commission go ahead with the anticipated
second public hearing at the Commission meeting in February, as two
public hearings have been held in the past and this affords the pub-
lic additional opportunities for comment.

Catholic Service Bureau, Little Havana Outreach Office, is a social service
agency, assisting; the residents of the:Litt:le Havana area, since 'July 1977.
We are funded by Community Developmeflt Dade County, but according to their
regulations in its 6th year of operations,, they will only provide up to 50%
in matching funds for services such asours
For this 'reason, we- are in desperate need of funding from the City: of Miami
Community Development.` We are requesting the amount of $28,460, which will,
enable usto maintain our present level of services, avoiding referral of:
cases,outside the Little Havana area .which represent an. added hardship
for our clients.
Furthermore, without the assistance of the City of. Miami, Community .Develop
ment, we will be compelled to close our offices, depriving of needed social
services to the residents of this Little. Havana neighborhood.

Target Area, with a population of 68,000 people. We are in the third floor of
the new building of the Community Center. at: 970 S.W.,First Street. The area
