AN ORDINANCE AMENDING SECTION 1 OF
ORDINANCE NO. 9019, ADOPTED NOVEMBER
8, 1979, THE CAPITAL IMPROVEMENT AP-
PROPRIATIONS ORDINANCE FOR THE FISCAL
YEAR ENDING SEPTEMBER 30,1980; BY
AMENDING PARAGRAPH II (1970 HIGHWAY
GENERAL OBLIGATION BOND FUND) C. (NEW
PROJECTS) TO ESTABLISH JEFFERSON STREET
PAVING PROJECT (7025); BY AMENDING
PARAGRAPH VI. (1972 PARK AND RECREATIONAL
FACILITIES GENERAL OBLIGATION BOND FUND)
B. (CONTINUED PROJECTS), AND PARAGRAPH X.
(CAPITAL IMPROVEMENT FUND) B. (CONTINUED
PROJECTS) TO MAKE ADJUSTMENTS TO REFLECT
MULTIPLE SOURCES OF REVENUE FOR WATSON
ISLAND DEVELOPMENT (7033); BY AMENDING
PARAGRAPH X. (CAPITAL IMPROVEMENT FUND)
C. (NEW PROJECTS) TO INCREASE THE APPRO-
PRIATION FOR BLUE LAGOON (9017) AND TO
ESTABLISH ELIZABETH VIRRICK GYM RENOVA-
TIONS (9015) AND PARK REHABILITATION FOR
THOSE WITH SPECIAL NEEDS (9047); CONTAINING
A REPEALER PROVISION AND A SEVERABILITY
CLAUSE; AND DISPENSING WITH THE REQUIREMENT
OF READING THE SAME ON TWO SEPARATE DAYS
BY A VOTE OF NOT LESS THAN FOUR -FIFTHS OF
THE MEMBERS OF THE COMMISSION.
WHEREAS, the City Commission adopted Ordinance No. 9019
on November 8, 1979, establis'i_ir•g resources and appropriations
for the implementation of capital improvements in the City
of Miami, Florida for the fiscal year ending September 30,
1980; and
WHEREAS, Resolution No. 79-807, adopted November 26, 1979,
authorized the closure of Jefferson Street between Charles
Terrace and Washington Avenue for the expansion of Grand
Avenue Park; and
WHEREAS, the City of Miami Department of Public Works
has prepared plans and specifications for the necessary work
to physically close Jefferson Street between Charles Terrace
and Washington Avenue with an estimated cost of $40,000; and
WHEREAS, the project, Watson Island Development (7033),
is funded with multiple sources of revenue and should be
shown in Paragraph X. B. of Section 1. of this Ordinance
as such with said technical adjustment having no effect on
the total appropriation for this project; and
WHEREAS, the previous appropriation of $333,500 for Blue
Lagoon (9017) was based on preliminary appraisals that have
been updated resulting in a higher estimated cost; and
WHEREAS, the U.S. Department of Interior has agreed
to fund Blue Lagoon (9017) based on the latest appraisals
and has approved a grant award of $402,160 to the City of
Miami for this project; and
WHEREAS, the project, Park Rehabilitation for Those with
Special Needs (9047), for which an amount of $708,100 was
appropriated in Ordinance 8719, the Summary Grant Appropria-
tions Ordinance, is a capital project and, therefore, should
be included in the Capital Improvement Appropriations Or-
dinance; and
WHEREAS, the Elizabeth Virrick Gym Renovations (9015)
was approved in the 1979-1985 Capital Improvement Program; and
WHEREAS, an amount of $100,000 is available for said
renovation project from the previous appropriation of $500,000
for the Downtown People Mover (7031) because the Premium
Funding Package proposed by Dade County for the Downtown People
Mover has been revised downward to $400,000.
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. Section 1 of Ordinance No. 9019, adopted
November 8, 1979, as amended, is hereby further amended in the following
particulars:1/
"Section 1. The following appropriations
hereby made by fund and project title
include previously authorized projects
and fund appropriations for implementa-
tion of all municipal capital improve-
ments of the City of Miami, Florida.
The sources of revenue to support the
herein appropriations are hereby iden-
tified by fund and project:

proposed. The remaining provisions are now in effect and
remain unchanged. Asterisks indicate omitted and unchanged

Section 2. All ordinances or parts of ordinances insofar as
they are inconsistent or in conflict with the provisions of this
ordinance are hereby repealed.
Section 3. If any section, part of section, paragraph,
clause, phrase, or word of this ordinance is declared invalid, the
remaining provisions of this ordinance shall not be affected.
Section 4. The requirement of reading this ordinance on
two separate days is hereby dispensed with by a vote of not
less than four -fifths of the members of the Commission.
