We are in the -process of referring from the . Special Fund to fill 7
Waste:. Collector positionsinthe Department of Solid. Waste_.This is
complicated by the Consent Decree, which specifies that Waste Collec-
tor positions be filled with stand-by laborers, rather than by regular
employees from other Departments. Mr. Patterson, Director of -Solid
Waste," has agreed to explore this matter further with the Sanitation
Employees Association. If weare able to place 7 additional individ-
uals the number ofemployees scheduled for lay-off will be 12

As mentioned in our previous report, we have explored the possibili-
ty of making referrals from the Special Fund to fill 7 Waste Collec-
tor positions in the Department of Solid Waste. Mr. Patterson, Di-
rector of Solid Waste has discussed thismatter with the Sanitation

4D of the Consent Decree deals with this subject as follows:
"The City agrees to establish lines of progression within the
Waste Collection Division, of the Sanitation Department. as fob-

o f red employment on a daily basis to fill positions held by
probationary or permanent waste collectors who are, absent on .'
tneir;assigned work day."
"As vacancies occur in the waste collectors classification, the
department director shall select, with the assistance of the
Sanitation Employees Association Committee, a replacement from
the established list, of stand-by laborers."

As a consequence of this provision, Special Fund .employees would have
to be terminated from'City employment before theycan be considered
for stand -by -laborer positions and eventually Waste Collector posi-
tions.
We are referring from the Special Fund, and are awaiting results from
the Department'; of Public Works who has an Engineering. Technician I
vacancy, and the Department of Building and Vehicle. Maintenance:' who
has all ,Automotive Serviceman vacancy. If;we can place 2--employees
from the Special Fund into these-2 positions,the number of employees
scheduled for lay-off will be 16.
We are also aware of one Custodian retirement which is scheduled for
March in the, Department of Solid Waste. This will enable us.to'make
an additional placement and bring the total down to 15`employees to
be laid off -out' of the original group of 65. •
