meetings, without good cause as determined by a vote of not less than three
(3) members of the Committee, shall automatically result in loss of
membership..
Section 11. (a) The duties and responsibilities of the Committee
may be expanded bythe. City Manager to include the review of: and arts

At the January 10, 1980 City Commission meeting Mr. John Cosgrove, Chairman of
; ,
the Budget Review Committee, presented the Committee's final report on the
current budget preparation process. As a result of this report andthe
ensuing discussion, it was agreed that the City Manager would submit, in the
form of a resolution, the Committee s recommendations for improving and expand-
ing citizen participation in the budget preparation process.
The attached proposed resolution amends Resolution No. 77-480, which created
the Budget Review Coninlittee,by deletingSection 9 which dissolved the committee
by
as of November 1, 1980, and y adding new Sections 10 and 11, addressing the
recommendations of the Committee. Sections 10 and 11 provide for the following:

1) New terms of office.
2) Staggered terms of office so that each year a nuniber of the
membership will have served the previous year.
3) An attendance policy that provides for replacement of.those
members who fail to take an active part as members of the
Budget Review Committee.
4) Expanded responsibilities for the Committee to include the
review of and participation in all facets of the budget
process.
5) Provisions fnrconducting "town rneetingsu to facilitate
citizen participation in the budget process.
It should be noted that these changes will require the City Commission
year term.
The remaining four will need to serve the two year term.
Furthermore, there is one vacancy (and possibly three vacancies if members
appointed by ex-ConimissionerGordon are to be replaced) for whichan appointnient
will be required. To assist the City Commission in its deliberations, a list of the present members
is attached. The list also shows the name of the Commissioner who made each
appointment.
The attached resolution has been prepared for, the February 1.2, 1980 City Commission
