The, new proj'ect'would be a combination of the existing

Carnival -type events,that lend themselves to the growing
international flavor of Miami. The events would beheld

Bayfront Park..and Auditorium, and the. Library, as:vell as

DESCRIPTION OF EVENTS
1. Kickoff Parade
This will take place the first evening"of the week of -
festivities. The parade will highlight the,costumes
.and music of foreign countries, as well.as the..,,

-.traditional North American parade elements such
as, high school marching bands, floats:; convertibles,
Shriners'and clowns. The:parade will, take place on~

A reception by -invitation -only on the first night of

3. Crafts Exhibit and Book Fair

These two exhibits would take place at the City of Miami
Public Library. The Crafts Exhibit has been presented
in P Y g previous ears durin the International' Folk`Festival,"'

but .this year the excitement and -participation would. be "
increased through the judging _and_awarding of prizes at
.;the. event.; The Art Departments of the .local universities
as.well-as crafts classes and supply stores would-be
advised of the competition to'inc-rease community partic-

ipation.
The Book Fair would be sponsored ;by the Public Library .and
would be an exhibit.of famous books ofother lands- their
translitions,.prize-winning books""and/or limited editions".
Art exhibits.w"o,uld be coordinated.at places such as
The Miami Metropolitan_Museum and. the OMNI com lex,.where

would be the ideal place to present a series of award -
winning foreign films. An entrance fee could be
charged, which would go to the University.
6. Doll Show
This 'is the Dall Show traditionally pre,sented,during the.
International.Folk Fes,'tival, with the same type of
prizes, etc.
7. Traveling C .
hildren's Theater Group ,
The Prometro bilingual theater group from the Miami: -Dade
Community College New World Campus could be funded to
travel. to , Dade County elementary and' junior high. 's.chools,
two per day, presenting .a p1a iy Iskit.or theatrical pres-
entation.
8. Folkloric. Show
This would be an outdoor presentation of international
folk. music and,'dance, held at'the-Bayfront Park Bandshell.

It was good talking to you yesterday regarding the City of Miami's
9th Annual International Folk Festival. Many months ago I secured
reservations at Omni International Hotel for the City of Miami Ball,
our lead event, to be held Friday evening, May 9, 1980. Also, I re-
served Bayfront Auditorium from Sunday, May 11 through Sunday, May 18.
During the early part of December, 1979 I wrote a letter to City
Manager Joseph Grassie advising him that our Folk Festival Committee
was ready to get to work on the Festival but that I could not take any
official actions on behalf of the City until my annual agreement with
the City for producing the Festival was approved by him and the City
Commission.
I was later advised by Mr. Grassie's office to work with Ms. Angela
Bellamy, who told me there was some question about the amount of the
Festival budget. I was surprised at this since I had recalled that at
a City budget hearing last November it was clearly stated that the
City's budget allocation toward the Folk Festival in 1980 would be the
same as the 1979 appropriation--$34,705.
After several weeks, with no final word on our status, I was told to
contact Mr. Howard Gary. He told me that more than half of our 1979
budget came from the Tourism and Publicity Dept. budget and that since
that department was being dismantled there was no 1980 Festival item
contained in it. Therefore, he said, Mr. Grassie wanted me to present
the 1960 Folk Festival budget again so it could go before the City
Commission. I immediately prepared a new budget totalling the same
$34,705, but shifting some items based upon our proven needs last year.
This budget still provides for the Folk Festival Committee to generate
more of the Festival total budget than the amount we are asking from
the City.

When I heard nothing further, I again inquired of Mr. Gary who told
me that the matter could not be brought to the City Commission, nor
could my own agreement with the City, until Mr. Grassie had studied
the budget and met with me on it.
Later, I learned Mr. Grassie was on vacation and was then referred to
Mrs. Margarita Ross who, I was told , is now in charge of all festivals.
I left several messages for Mrs. Ross and even visited her office but
could not find her at those times. She did not respond to my messages.
I was then advised to talk to Mr. Dick Fosmoen and found he was also
on vacation. I also spoke to Assistant City Managers Grimm and Odia,
who said action would have to await r1r. Grassie's return.
We are now in a critical situation. Every day I received phone calls
not only from the many local organizations involved in the Folk Festi-
val, but also from foreign governments asking why they have not yet
been invited to participate in this year's Festival. I am sure you are
aware of how much time it takes for a foreign government to plant for
a group of 25 or 30 persons to fly to another nation.
Also, since I cannot act officially at this point, I am unable to
solicity from local private enterprise the approximately$8,000.00 in
Festival prize money donated last year. Our International Bicycle Race
shouid have been advertised already in national cycling publications.
Our color brochure for distribution to foreign airlines and travel
agents as well as local outlets, requires almost two months from req-
uisition to delivery. This is also true of posters, Ball invitations,
etc.
We are most anxious to immediately send out a general invitation for .
participation in the Folk Festival and supporting publicity. But I am
unable to do this until my agreement with the city is drawn up and rat-
ified by the City Commission.
I know that you agree that the International Folk Festival has become
a great asset for the City of Miami and a marvelous event for the people
of this area. I am proud to have been associated with it for the past
6 years and to have contributed to its growth and success, and I hope
that I may continue to produce it for the City.
Any possibility of speeding up a decision on these matters would be
greatly appreciated by the International Folk Festival Committee and
myself.
