AN ORDINANCE AMENDING SECTION 1 OF ORDINANCE NO.
8719 ADOPTED OCTOBER 26, 1977, THE SUMMARY GRANT
APPROPRIATIONS ORDINANCE, AS AMENDED, BY ESTABLISH-
ING A NEW TRUST AND AGENCY FUND ENTITLED: "COMPRE-
HENSIVE MIAIII-DADE TRAFFIC SAFETY PLAN"; APPROPRIA-
TING FUNDS FOR THE OPERATION OF SAME IN THE FORM OF -
A $30,000 GRANT AWARD FROM THE NATIONAL HIGHWAY
TRAFFIC SAFETY ADMINISTRATION; CONTAINING A REPEALER
PROVISION AND A SEVERABILITY CLAUSE; AND DISPENSING
WITH THE REQUIREMENT OF READING SAME ON TWO SEPARATE
DAYS BY A VOTE OF NOT LESS THAN FOUR -FIFTHS OF THE
MEMBERS OF THE. COMMISSION. —
WHEREAS, the City Commission adopted Ordinance No.
8719 on October 26, 1977, establishing resources and appro-
priations for grant funds anticipated by the City of Miami,
Florida, and for corresponding City matching funds; and
WHEREAS, the City Commission passed Resolution No.
80- 260 on March 31 , 1980 authorizing the City Manager to
accept a grant award of $30,000 from the National Highway
Traffic Safety Administration for a Comprehensive Miami -Dade
Traffic Safety Plan; and
WHEREAS, the purpose of the plan will be to develop a
three year comprehensive plan aimed at alleviating high
risk driver involvement in traffic accidents. Those drivers
identified as high risk by the Bureau of Highway Safety
- are: drinking drivers, young drivers and prior traffic
offenders. The mechanism to be employed for the develop-
ment of said plan will be an Advisory Coordinating Committee
whose composition will be representative of public and pri-
vate agencies which are responsible for and/or interested
in traffic safety; and
WHEREAS, under the terms of Public Law 89-564, as
amended, the United States of America has authorized the
National Highway Traffic Safety Administration, through
the Florida Bureau of Highway Safety, to make grants to
assist local government in the improvement of justice; and
WHEREAS, in -kind services, equivalent to $3,600 in salary expenses,
are available for implementation of the above -mentioned program;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF
THE CITY OF MIAMI, FLORIDA:
Section 1. Section 1 of Ordinance No. 8719, adopted
October 26, 1977, as amended, is hereby further amended in
the following particulars:l/
"Section 1. The following Trust and Agency Funds are hereby
established and resources are hereby appropriated as described
herein:
FUND TITLE: COMPREHENSIVE MIAMI-DADE TRAFFIC SAFETY PLAN
RESOURCES: THE NATIONAL HIGHWAY TRAFFIC SAFETY ADMINIS-
TRATION THROUGH THE FLORIDA BUREAU OF
HIGHWAY SAFETY $30,000
APPROPRIATION: COMPREHENSIVE MIAMI-DADE TRAFFIC SAFETY
PLAN
$30,000
Section 2. All ordinances or parts of ordinances insofar
as they are inconsistent or in conflict with the provisions of
this ordinance are hereby repealed.
Section 3. If any section, part of section, paragraph,
clause, phrase or word of this ordinance is declared invalid,
the remaining provisions of this ordinance shall not be affected.
Section 4. The requirement of reading this ordinance on
two separate days is hereby dispensed with by a vote of not
less than four -fifths of the members of the Commission.

I recommend that an ordinance amending Section 1 of Ordinance No. 8719
adopted October 26, 1977, The Summary Grant Appropriations Ordinance,
be amended: By establishing a Trust in Agency Fund entitled "Compre-
hensive Miami -Dade Traffic Safety Plan" and appropriating funds for
the operation -of same in the amount of thirty thousand dollars
($30,000.00).
The Comprehensive Miami -Dade Traffic Safety Plan will provide the
City of Miami with the resources necessary to develop a three-year
comprehensive plan aimed at alleviating high risk driver involvement
in traffic acci(lents. Those drivers identified as high risk by
the Bureau of High:vay Safety are: drinking drivers, young drivers
and prior traffic offenders. The mechanism to be employed for the
development of said plan will be an Advisory Coordinating Conunittee
whose composition will be representative of public and private
agencies which are responsible and/or interested in traffic safety.
The objectives for this project are:
1) To develop a three-year comprehensive plan for the
City of Miami which will serve as a guide for the
implementation of operational strategies aimed at
the three high risk groups. This plan will address
at least the following five components:
a.
Data collection
b.
Enforcement
c.
Adjudication
d.
Treatment
e.
Education
and analysis needs
For each of the five components included within this
plan, the following required areas must be addressed:
a. Identification of all available r.esourcen

jurisdictions of similar characteristics.

The Miami Police Department has been selected to receive a grant from
the Florida Bureau of Highway Safety to develop a comprehensive traffic
safety plan.
The purpose of the Miami -bade Comprehensive Traffic Safety Plan is to
provide the necessary resources to develop a three-year comprehensive
plan aimed at alleviating high risk driver involement in accidents.
Those drivers identified as high risk by the Bureau of Highway Safety
are: drinking drivers, young drivers and prior traffic offenders.
The mechanism to be employed for the development of said plan will be
an Advisory Coordinating Committee whose composition will be repre-
sentative of public and private agencies which are responsible and/or
interested in traffic safety.
The method of funding this grant is as follows:
