A RESOLUTION ALLOCATING THE. SUM OF $85,000
FROM THE CITY OF MIAMI/UNIVERSITY OF MIAMI -
JAMES L. KNIGHT INTERNATIONAL, CENTER PARKING
RAMP CAPITAL. PROJECT FUND TO CARRY OUT DEMO-
LITION AT 126 SOUTHEAST 2ND STREET; RELOCATE
THE HISTORIC BUTLER BUILDING TO FT. DALLAS
PARK; PROVIDE. UTILITY CONNECTIONS, SF,Cl1RITY
LIGHTING AND UNDERTAKE !MINOR R17PAIIZS FOR
THIS BUILDING; AND SURSEQI)L'.NTLY RESTORF, ITS
FACADE TO ITS ORIGINAL. STATE AS CONSTRUCTED
FOR HENRY M. FLAGLER; AND AUTHORIZING T`HF
CITY MANAGER TO LINTER INTO ANY CONTRACTS OR
AGREEMENTS NECESSARY TO CARRY OUT THESE.
ACTIVITIES, St'IMECT To COMMSSION APPROVAL.
WHEREAS, the City of Miami has acquired two parcels of land to be
used for a parking garage for the James L. Knight International Center,
which are located at 126 Southeast 2nd Street and 134 Southeast 2nd Street;
and
WHEREAS, the parcel located at 126 Southeast 2nd Street has a
structure which must be demolished; and
WHEREAS, the parcel located at 134 Southeast 2nd Street is the
present site of the Butler Building which has been identified as having
significant historic value and has been recommended for preservation by
the following organizations: Dade County Historic Survey, Dade Heritage
Trust, Historical Association of South Florida, and The Villagers, Inc.; and
WHEREAS, the above mentioned organizations have determined that leaving
the building on its present site would be the best decision for maintaining
the historical significance of the structure; and
WHEREAS, these organizations found the Fort Dallas Park to be the most
logical and appropriate choice of site if the building has to be moved; and
WHEREAS, the City of Miami has determined that leaving the Butler
Building on its present site would be incompatible with the need for ade-
quate parking facilities; and
WHEREAS, a sum of approximately $7,500 will be used from the afore-
mentioned Capital Project Fund for demolition and clearing at 126 Southeast
2nd Street; and
WHEREAS, a sum of approximately $29,000 will be used from the afore-
mentioned Capital Project Fund for relocation, connection of water, sewer,
electricity, telephone, security lighting and undertake m

WHEREAS, a sum of approximately $48,500 will be used from the afore-
mentioned Capital Project Fund to cover the cost of design services,
professional consultation and construction related to the restoration of
the facade to its original state as constructed for Henry M. Flagler; and
WHEREAS, the Butler Building has been found by the Department of
Building and Zoning of the City and Russell Building Movers, Inc. to be
moveable, structurally sound and without evidence of termite infestation; and
WHEREAS, the adjacent property owners of the Fort Dallas Park site were
contacted by the City regarding the relocation of the Butler Building; and
WHEREAS, the President of Bauder Fashion College, being the only adja-
cent property owner to respond, expressed his feeling that the building
would pose a security problem for his institution; and
WHEREAS, the City plans to install security lighting to discourage
use of the building as a place around which crimes could be perpetrated; and
WHEREAS, the aforementioned Historical Organizations have concurred
with the Departments of Parks, Leisure Services and Planning that the
lower floor of the structure be used as an historically interpretive cafe
and the upper floor be used as office space; and
WHEREAS, the Florida Philharmonic and Ms. Alice White of The Villagers,
Inc., have expressed a desire to be considered as potential lessees; and
WHEREAS, the preservation of the architectural and cultural heritage
of America emphasizes, for present and future generations, many exceptional
and distinctive aspects of our past; and
WHEREAS, the preservation of historic sites and structures serves to
remind Americans of the varied cultural influences and historic forces that
shaped our country; and
WHEREAS, the restoration and maintenance of structures with historical
or architectural significance often permits them to play a continuing, con-
temporary, contributing role in the lives of their communities; and
WHEREAS, the Butler Building and the Fort Dallas Park site, significant
elements in the history of South Florida and the evolution of the City of
Miami, encompass the aforementioned ideals of Historic Preservation;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE. CITY OF
MIAMI, FLORIDA:

Section 1. The City Commission hereby allocates the sum of $85,000
from the City of Miami/University of Miami James L. Knight International
Center Parking Ramp Capital Project Fund to carry out demolition at
126 Southeast 2nd Street; to relocate the Historic Butler Building to
Fort Dallas Park; provide utility connections, security lighting and
undertake minor repairs for the Building; and subsequently restore its
facade to its original state as constructed for Henry M. Flagler.
Section 2. The City Commission hereby authorizes the City Manager
to enter into any contracts or agreements necessary to carry out these

activities, subject to Commission approval.

l/ The authorization for the relocation to Fort Dallas Park is
subject to specific approval of the City Commission following
its review of the final drawings in order to determine the
compatibility of the relocated building with the overall design
of the Park.

Butler Building Resolution
for the Commission Meeting of
April 24, 1980

I recommend that the Butler Building be
relocated to the Fort Dallas Park site.
Relocation of this building is necessary
to allow for construction of the James L.
Knight International Center Parking Garage.
With the deadline for removal of the Butler Building from the
parkinq garage site approaching we need to come to a final
decision on its new location. By notifying the adjacent
landowners, verifying the soundness of the structure and
coming up with adaptive reuses and potential lessees, we have
completed the requests made by the City Commission at our pre-
sentation of May 1979.
The attached resolution identifies the previously mentioned
issues and their results, seeks authorization to relocate the
Butler Building to Ft. Dallas Park and requests that $25,000
be allocated to carry this out.
The Historic Organi^ations and various professionals who have
worked with us as advocates of this project have requested that
this item be reviewed after 5:00 PM to allow their members to be
present and support this legislation.

After the Butler Building has been moved and installed in
Fort Dallas Park, it is my intention to rehabilitate the first floor
interior with the aid of an architect to accor,.modate a small commer-
cial kitchen and other appropriate facilities for a lunch "take-out"
concession. The second floor .aould be available and most suitable
for office space for an organization li}:e the Philharmonic.

Callas Park. Particular attention was to he given to the potential use of the

a) Microwave cooking and an electric countertop cooking
unit will be allowed. if an oven is desired, manufac-
tured units with particularly good rating do exist,
and such a unit should be submitted for review.
b) Some form of fire retardant must be usecl on the walls;
if possible, the floor of the upper level should meet
a one -hour rating, but in either case a fire exit must
be provided.1from the upper level.
C) A rear exit frcm the ground level, washroom facilities,
handica7ped acceLs and improvements related to the
standarl; huilding code requirements must be met.
d) An interior sprinkler system must be installed.
e) The Building must be set at least 151 off the west property
line.

RESOLUTION NO. 80-11
WHEREAS, the Downtown Development Authority is interested in the
preservation of historic sites and places, and
WHEREAS, the Downtown Development Authority is charged with the
planning and design of the Miami River Walkway in conjunction with the
design for Fort Dallas Park, and
WHEREAS, the design of the Miami River Walkway and Fort Dallas
Park should be compatible with the design and security requirements of
adjacent land uses, and
WHEREAS, the Downtown Development Authority and property owners
adjacent to Fort Dallas Park do not consider Fort Dallas Park as an
appropriate site for the relocation of a wood frame structure;
NOW, THEREFORE BE IT RESOLVED BY THE BOARD OF THE DOWNTOWN DEVELOP-
MENT AUTHORITY THAT:
1. Fort Dallas Park be eliminated from consideration as the site
for the relocation of the wood frame structure known as The Butler Building.
2. The City of Miami incur the expenses of relocating The Butler
Building to an appropriate site selected and secured by the various
historic preservation interests in Miami and Dade County.

Dear Maurice:
Walter Etling, as Trustee, is the owner of approximately
70, 000 sq. ft. on the north side of the Miami River, east
of the Miami River Bridge and in close proximity to Fort
Dallas Park.
We have read with interest all the information concerning
the proposed relocation of the Butler Building to Ft. Dallas
Park and would like to voice our strenuous objection to such
a move.
We have developed preliminary plans for a major hotel on
our site and feel that such a structure at our doorstep would
not enhance in any way our project, or the overall develop-
ment of this area.
Therefore we would like to wholeheartedly endorse the stand
of the Downtown Development Authority in recommending the
relocation of this woodon-frame structure to a more appro-
priate site.
