HomeMy WebLinkAboutR-80-0309RESOLUTION NO. 8 0- 3 0 9 A RESOLUTION AUTHORIZING THE CITY MANAGER TO ACCEPT A GRANT AWARD FROM THE U.S. DEPARTMENT OF HEALTH, EDUCA- TION AND WELFARE, FOR STAFF TRAINING FOR ADAPTED RECRE- ATION (3RD YEAR) AND FURTHER AUTHORIZING THE CITY MANAGER TO EXECUTE THE NECESSARY CONTRACT(S) AND/OR AGREEMENT(S) TO IMPLEMENT THIS PROGRAM. WHEREAS, the City Manager or his representative has applied for a grant from the U.S. Department of Health, Education and Welfare for Staff Training for Adapted Recreation Ord Year); and WHEREAS, this program will expand or improve the delivery of munic- ipal services to handicapped residents of the City of Miami; and WHEREAS, sufficient City of Miami funds have been identified to meet any requirements for match purposes; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The City Manager is hereby authorized to accept a grant award from the U.S. Department of Health, Education and Welfare for Staff Train- ing for Adapted Recreation (3rd Year). Section 2. The City Manager is hereby authorized to execute the necessary contract(s) and/or agreernent(s) to implement this program. PASSED AND ADOPTED THIS 24th ATTEST: FR41ALPH G. Howard, Director "` `• ` Department of Leisure Services A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ACCEPT A GRANT AWARD FROM THE UNITED STATES DEPARTMENT OF HEALTH, EDUCATION AND WELFARE, FOR STAFF TRAINING FOR ADAPTED RECREATION (3RD YEAR) AND FURTHER AUTHORIZING THE CITY MANAGER TO EXECUTE THE NECESSARY CONTRACT(S) AND/OR AGREEMENTS) TO IMPLEMENT THIS PROGRAM. This Department recommends that the attached Resolution be approved to allow the City Manager to accept a grant award in the amount of S40,500 from the United States Department of Health, Education and Welfare for the purpose of expanding or improving the delivery of municipal leisure services to handicapped citizens. The title of this resolution is as follows: A RESOLUTION AUTHORIZING THE CITY MANAGER TO ACCEPT AS FULL PAYMENT FOR PROPERTY DEEDED TO THE STATE OF FLORIDA BY AUTHORITY OF RESOLUTION NO 75-547, THREE PARCELS OF LAND OWNED BY THE. STATE OF FLORIDA, NEEDED FOR THE DOSdNTOWN CONVENTION. SITE; ALL SUBJECT TO THE. APPROVAL OF THE FEDERAL HIGHWAY ADININISTRATION. In the ensuing eight months, we have not been able. to comnl.ete this transaction because of the uncertainty of design for the reconstruction of the existing ramps and the possible necessity for additional ramps as a result of a bifurcated plan to serve the DuPont Plaza area. Last week I met with representatives of the State Department of Transporta- tion and the PH' '1A in Tallahassee to see if this dilemma could be resolved in a manner sati:;factory to all parties. The results of this meetinq are best described by the attached agreement. In essence, the agreement accomplishes the following: 1. The previously agreed terms of Resolution No. 79-521 remain. 2. The State will grant to the City an easement for the connection between the Convention Center and the parking garage under the existing ramps, and further grant to the City an easement for the construction of the escalator building. This easement is subject to any future costs being the responsibility of the City. 3. The City would grant to the State air rights for a period of twenty years for that portion of S.E. 4th Street and the Patricia Hotel if a bifurcated plan is constructed to serve the DuPont Plaza area. The City further agrees that it would modify S.E. 4th Street or bear an, additional costs required to avoid construction in the S.E. 4th Street right of way that may be required for the ramp supports. Attached is a proposed agreement and the resolution which would authorize the City Manager to execute it. cc: Public Works James Connolly
