WHEREAS, the City Manager was authorized to acquire two independent appraisals in order to establish a fair return to the City from a possible lease by the City of the Miami Marine Stadium by Resolution 80-7; and WHEREAS, the City Administration in response to the City Commission's authorization solicited proposals for the appraisal of the Marine Stadium Complex; and WHEPEAS, Slack, Slack, & Roe, Inc., and F. Robert Quinlivan, MAI appraisal firms responded to and quoted the lowest proposals for professional services for the appraisal of the Miami Marine Stadium Complex. Grassie: We at Marine Stadium Enterprises, Inc., would like to present to you and to the City Commission for your consideration and approval what we consider the improvement of the facilities for the general public at the Miami Marine Stadium. As you know, we have been operating this facility for approximately six months now under some adverse conditions but we feel a great deal can be done. We are enclosing a drawing of a plan for a road entrance to be put in at the entrance of where the public ramp and hoist and restaurant are presently located. This would be located approximately five hundred feet west of the entrance to the Miami Marine Stadium. A letter is also attached from Mr. Gene Sims, Director of Transportation for Dade County, recommending this road as there has been a traffic hazard in this area. Also, we would have a sign here directing the public into the facilities we have here because currently we don't have any sign. The present facilities for the storage of boats allowed 115 boats to be stored. We have filled this area and have a waiting list of approximately 40 people who would like to put boats in for storage. In the drawing of the Miami Marine Stadium, we have designated an area as I-D outlined in yellow which would relocate the fencing and move it out to the access road and this would provide an additional 120 spaces for storage of boats. We then show on the plan in I-C an area designated as I-F. We have observed through events and functions that this area is seldom used. We would like to put boat racks along here which would accomodate right at 100 boats and this would be near the water and very easy to put them in and we would like permission as we go along and need additional rack area to expand this into the other trailered areas. The area marked I-E would be left for parking, but open at all times for use by the general public. We would also like to have minor repairs so that we can extend that service to the people who have their boats there and we also need gas facilities. We would be willing to pay four cents per gallon to the City. I think all the storage we can have around the Marine Stadium is to our advantage as we know we will continue to have shortages. But to make this a complete Marina we definitely need these facilities. Let me add that this does not curtail the use of the Miami Marine Stadium. As far as parking, we can open up the pit area which is the I-B and I-C area which hasn't been done before and this would more than make up the space we would be using. In fact we will be coming to you very shortly with plans of some events which we could put on at the Miami Marine Stadium. Mr. Grassie, what this all means is that we would be expanding the facilities to get more space for storage of boats which is do desperately needed in Miami. We %vould bear all the costs and would be expecting to spend in the neighborhood of $60,000 including in this additional land- scaping, and as you know we have already done some landscaping around the restaurant. For the expenditure of this money we would like to increase our guarantee from $12,000 per year to $1,8000 per year but it is our estimation that the City would receive approximately $50,000 per year once we get every- thing in operation. For the expenditure of this kind of money we would like to see our lease extended for an additional five years, no cancella- tion as this would allow us to recapture our expenditure. I hope you will give this your earliest consideration. My sons and I will be more than happy to sit down with you or anyone you designate and go over this again. I would like to say that Mr. Jennings has been more than helpful to us and we will continue to improve upon the facilities that we presently have. The furnishing of five copies of the completed, bound narrative report setting forth your estimated FAIR MARKET VALUE including a signed Certificate of Appraisal and what a FAIR RETURN to the City would be if the aforementioned property were to be leased to private enterprise. It is anticipated that water oriented recreational activities such as boat races, water skiing exhibitions, concerts on the barge, and other passive activities which the public can attend and observe; as well as possibly certain active water oriented activities in which the public may participate will be the primary use. 3. A signed statement that you are prepared to give expert testimony on the appraisal if deemed necessary by the City of Miami. 4. A statement as to the amount of your fee proposal for the work covered by Items 1 to 3 above. Also attached hereto, for your information, is a sketch of the Marine Stadium Complex.
