AN ORDINANCE AMENDING SECTIONS 1 AND 5 OF
ORDINANCE NO. 9000, ADOPTED OCTOBER 17, 1979, THE
ANNUAL APPROPRIATIONS ORDINANCE FOR THE FISCAL
YEAR ENDING SEPTEMBER 30, 1980, AS AMENDED; BY
INCREASING THE APPROPRIATION FOR THE GENERAL FUND,
DEPARTMENT OF PLANNING AND ZONING BOARDS
ADMINISTRATION, BY $30,959; INCREASING GENERAL
FUND REVENUES, NON -REVENUES, BY THE SAME AMOUNT
FROM THE FY'79 FUND BALANCE; FOR THE PURPOSE OF
PAYING ACE -PARKER, INC. FOR THE PRINTING AND
MAILING OF ZONING HEARING NOTICES; CONTAINING A
REPEALER PROVISION AND A SEVERABILITY CLAUSE; AND
DISPENSING WITH THE REQUIREMENT OF READING SAME
;1N TWO SEPARATE DAYS BY A VOTE OF NOT LESS THAN
FOUR -FIFTHS OF THE MEMBERS OF THE COMMISSION.
WHEREAS, the City Commission adopted Ordinance No. 9000 on
October 17, 1979, establishing revenues and appropriations for the City of
Miami, Florida, for the fiscal year ending September 30, 1980; and
WHEREAS, Resolution No. 79-664, adopted September 27, 1979,
authorized the acceptance of a bid from Ace -Parker, Inc. in the amount
of $30,959 for the printing and mailing of zoning hearing notices associated
with the new proposed Comprehensive Zoning Ordinance; and
WHEREAS, funds available in the Fiscal Year 1979 Budget for this
purpose were not encumbered as required and, therefore, lapsed into the FY'79
Fund Balance; and
WHEREAS, funds are not available in the Department of Planning and
Zoning Boards Adm. -nistration's current budget to pay for said services; and
WHEREAS, the Department of Planning and Zoning Boards Administra-
tion is requesting an appropriation of $30,959 to cover the aforementioned
services; and
WHEREAS, funds are available from the FY'79 Fund Balance and can be
appropriated into the General Fund, Department of Planning and Zoning Boards
Administration, for the aforementioned printing and mailing services;

-Section 1. Sections 1 and 5 of Ordinance No. 9000, adopted
October 17, 1979, the Annual Appropriations Ordinance for the fiscal year
ending September 30, 1980, as amended, are hereby further amended in the
following particulars:l/

for the municipal operations of the City of Miami,
Florida, for the fiscal year 1979-80 including the
payment of principal and interest on all General
Obligation Bonds:

Section 2. The herein appropriation of $30,959 into the General
Fund, Department of Planning and Zoning Boards Administration, and the cori
responding increase in General Fund Revenues, Non-Revenues, FY'79 Fund Balance,
is for the purpose of paying Ace-Parker, Inc. for the printing and mailing of
zoning hearing notices.
Section 3. Ail ordinances or parts of ordinances insofar as they
are inconsistent or in conflict with the provisions of this ordinance are
hereby repealed.
Section 4. If any section, part of section, paragraph, clause,
phrase, or word of this ordinance is declared invalid, the remaining provis-
ions of this ordinance shall not be affected.
Section 5. The requirement of reading this ordinance on two
separate days is hereby dispensed with by a vote of not less than four-fifths
of members of the Commission.

INFORMAL NOTICE TO ALL CITY OF MIAMI PROPERTY OWNERS
Since 1975, the City of Miami has been engaged in a program of comprehensive planning to
set goals and objectives for the future development of the City. As required by the Local
Government Comprehensive Planning Act of the State of Florida (Ch. 163.3161 et seq.,
Florida Statutes), the Miami City Commission on May 12, 1971, adopted the Miami
Comprehensive Neighborhood Plan, which sets out future land use locations and development
policies. Under the Local Government Comprehensive Planning Act the City's zoning
ordinance must be in conformity with the Neighborhood Plan.
The present City zoning ordinance, originally adopted in 1961,and amended innumerable
times since, is not adequate to meet Miami's changed and changing conditions and does not
conform to the Neighborhood Plan. A proposed new zoning ordinance has been drafted, and
substantial revision of the present C-3, Central Business District, Classification is
currently under way as a separate process and as a related part of the new zoning
ordinance.
You are advised of the following opportunities for learning about the proposed new zoning
ordinance and how it may affect your property. Informal meetings will be held at the
times and locations indicated below. Fram 9 A. M. to SP.M., a representative of the City
Department of Planning will be present to answer your questions and receive your
comments. From 7-9 PM, members of the Planning Advisory Board of the City will respond to
your inquiries. A record will be kept of all questions raised and comments made so that
consideration can be given to them before any new zoning ordinance is adopted.

del Estado de la Florida (Capitulo 163.3161 y siguientes, de los Estatutos de la
Florida), is Comision de la Ciudad de Miami, e] dia 12 de Mayo de 1977, adoptd el Plan
comprensivo de Vecindarios de Miami, el cual describe is localizacidn de tierras para use
futuro y el plan de accidn para el desarrollo de la Ciudad. 8ajo el acta de Planificacidn
Comprensiva para Gobiernos Locales la Ordenanza de Zonificacion de la Ciudad debe estar
en conformidad con el Plan de Vecindarios.
La Ordenanza de Zonificacion actual, adoptada originalmente en el a"no 1961, y enmendada
innumerables veces desde entonces, no es adecuada para hacerle frente a los cambios que
harp ocurrido y que ocurren actualmente en la Ciudad de Miami. Ademas, dicha Ordenanza no
esta en conformidad con el Plan de Vecindarios. Se ha propuesto una version preliminar de
una nueva ordenanza de zonificacion y una revision sustancial del actual distrito C-3
(D~strito Central de Negocios) que se encuentra en curso Como un proceso separado y parte
afro a 1a nueva ordenanza de zonificacion.
Se le notifica a Usted por este medio de 1as oportunidades para conocer la nueva ordenanza
de zonificacion que ha sido propuesta y en que forma esta podria afectar a su propiedad.
Se celebraran mitines informales, a las horas y en 1os lugares indicados a continuacidn.
Un represenLante del Departamento de Planificacion de la Ciudad de Miami se encontrara
