WEST TRAIL VIEW STREET IMPROVE- MENTS BY $321,500; VI.C.3 BOAT DOCKS-MORNING- SIDE/LEGION PARKS BY $20,000; VI.B.5. TACOLCY- 12TH AVENUE PARKS BY $300,400; AND REDUCING VI.B.21. REMAINING PARKS FOR PEOPLE DISTRICT III IMPROVEMENTS IN THE SAME AMOUNT; BY DELET- ING X.B.1.(d) BUILDING AND VEHICLE MAINTENANCE DEPARTMENT, HEAVY EQUIPMENT MAINTENANCE DIVI- SION, RETAINED EARNINGS, IN THE AMOUNT OF $400,000 AND REPLACING SAID AMOUNT WITH FLORIDA POWER AND LIGHT FRANCHISE EARNINGS (X.B.1.(c)); CONTAINING A REPEALER PROVI- SION AND A SEVERABILITY CLAUSE; AND DISPENS- ING WITH THE REQUIREMENT OF READING SA14E ON TWO SEPARATE DAYS BY A VOTE OF NOT LESS THAN FOUR -FIFTHS OF THE MEMBERS OF THE COMMISSION. WHEREAS, the City Commission adopted Ordinance No. 9019 on November 8, 1979, establishing resources and appropriations for the implementation of capital improvements in the City of Miami for the fiscal year ending September 30, 1980; and WHEREAS, the City has received bids for the Tacolcy - 12th Avenue Parks Project (7048) requiring an additional $300,400 to be appropriated by reducing Remaining Parks For People District III Improvements in the same amount; and WHEREAS, the City of Miami Public Works Department has received bids on the West Trail View Street Improvement Pro- ject requiring an additional $321,500 to be appropriated; and WHEREAS, $20,000 for the boat docks for the Morningside and Legion Parks was included in the 1979-80 Capital Budget and deobligated in September 1979 when the operating budget was 011 adopted; and WHEREAS, it is necessary to repay the Heavy Equipment Maintenance Division, Retained Earnings, $400,000 for funds transferred to pay the cost of furnishings for the new City Administration Building; and NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. Section 1 of Ordinance No. 9019, adopted November 8, 1979, as amended, is hereby further amended in the following particulars:1/ "Section 1. The following appropriations hereby made by fund and project title in- clude previously authorized projects and fund appropriations for implementation of all municipal capital improvements of the City of Miami, Florida. All ordinances or parts of ordinances insofar as they are inconsistent or in conflict with the provisions of this ordinance are hereby repealed. Section 3. If any section, part of section, paragraph, clause, phrase, or word of this ordinance is declared invalid, the remaining provisions of this ordinance shall not be affected. Section 4. The requirement of reading this ordinance on two separate days is hereby dispensed with by a vote of not less than four -fifths of the members of the Commission.
