This responds to Mr. Grassie's Assignment Tracking Form dated April 11,
1980 requesting a report for the City Commission meeting of April 24,
on the progress the City has made in implementing the increased police
manpower approved by the City Commission at its last budget session.
During FY 80 the Department of Police submitted a budget proposal for
sworn personnel of 681 positions; however, the Commission approved
$660,000 to be added to their original Police budget request of
$30,842,574. This additional appropriation was sufficient to finance
33 police officer positions above the original level requested by the
Department. This action had the effect of increasing the number of
authorized sworn positions from 681 to 714.
As the Police Department was not in a position to commence the train-
ing of new recruits until at least mid -January 1980, the $660,000 was
far greater than required; therefore, Ordinance #9020 authorized the
reduction of the Police Department's appropriation by $173,822. This
amount was reverted to the Capital Improvement Fund, thus eliminating
the short -fall in that fund. The remaining $486,178 for the addi-
tional 33 police officer positions was sufficient for the current
fiscal year. (Exhibit A)
As shown in EXHIBIT B, the Police Department has tentatively scheduled
five (5) Recruit classes over the next twelve month period, beginning
May 1980 and running through April 1981. The five classes will aid in
TJ offsetting the current and projected attrition rate within the Police
Department.
The attached Police Officer Register Status Report (EXHIBIT C) shows
the ethnic breakdown of police applicants and the total number of
employees hired from the present register.
The report shows that we have hired a total of 73 Police Recruits since
June, 1979. These include 35 Latins, 27 Blacks and 11 Anglos (including
3 Anglo females).
In addition, 22 more Recruits have completed processing and are awaiting
the next Academy class. These include 13 Latins, 6 Blacks and 3 Anglos
(including one Anglo female). The Police Department is processing an
additional 81 candidates at this time.

Despite the massive Police hiring done in recent months, the Department
still estimates that it has 67 vacancies for Police officer. These will
be reduced next month when a new class of 33 Recruits is scheduled to
start training. The Police Department will need to continue processing
candidates from the eligible register. It also appears that HRD will
need to create a new register by late summer, since the current list
probably will be depleted by July.
We are also working very closely with the Police Department in a recruit-
ment program for Public Service Aides. As of this date, 59 Blacks, 19
Latins and 2 Anglos have applied to take the examination. We have also
suggested that the Police Department place ads on ethnic radio stations
during the last week of the recruitment campaign as they have done pre-
viously for Police officers. We were informed today that the Police
Department would place such ads.

ENCLOSURES:
Ordinance No. 9000, the Annual Appropriations Ordinance for fiscal year
1979-80, increased the original Police Department requested appropriation
by $660,000 in order to fund 33 additional police officer positions. This
amount was derived from the Capital Improvement Fund (FP&L franchise fee),
which has an estimated shortfall of $173,822.
As the Police Department will not be in a position to commence training of
new recruits until at least mid -January 1980, the $660,000 is far greater
than required. It is proposed, therefore, that the Police Department
appropriation be reduced by $173,822. This amount will revert to the
Capital Improvement Fund, thus eliminating the shortfall in that fund.
The remaining $486,178 for the additional 33 police officer positions
is considered sufficient for the remainder of the fiscal year.
The attached ordinance to accomplish the above has been prepared for the
October 30, 1979 Commission meeting.
