ORDINANCE NO. 9098
AN ORDINANCE AMENDING SECTIONS 1 AND 5 OF ORDINANCE
NO. 9000, ADOPTED OCTOBER 17, 1979, THE ANNUAL
APPROPRIATIONS ORDINANCE FOR THE FISCAL YEAR ENDING
SEPTEMBER 30, 1980, AS AMENDED; BY INCREASING THE
APPROPRIATION FOR THE GENERAL FUND, SPECIAL PROGRAMS
AND ACCOUNTS, IN THE AMOUNT OF $78,450; INCREASING
GENERAL FUND REVENUES, NON -REVENUES, IN THE S41E
AMOUNT FROM THE FY '79 FEDERAL REVENUE SHARING FUND
BALANCE; FOR THE PURPOSE OF PROVIDING FUNDS TO YOUTH
INDUSTRIES, INC. FOR THE OPERATION OF AFRICAN SQUARE
PARK FOR THE PERIOD BEGINNING MAY 8, 1980 AND ENDING
SEPTEMBER 30, 1980; CONTAINING A REPEALER PROVISION
AND A SEVERABILITY CLAUSE; AND DISPENSING WITH THE
REQUIREMENT OF READING SA14E ON TWO SEPARATE DAYS BY
A VOTE OF NOT LESS THAN FOUR -FIFTHS OF THE MEMBERS
OF THE COMMISSION.
WHEREAS, the City Commission adopted Ordinance No. 9000 on
October 17, 1979, establishing revenues and appropriations for the City
of Miami, Florida, for the fiscal year ending September 30, 1980; and
WHEREAS, meetings concerning the African Square Park Program have
been conducted by Liberty City community leaders; and
WHEREAS, through said meetings it has been determined that activi-
ties at African Square Park need improvement; and
WHEREAS, the members of the aforementioned community have identi-
fied the needed activity improvements as similar to those at other City
parks; and
WHEREAS, funds are needed for the operation of African Square Park
to implement the necessary improvements; and
WHEREAS, Youth Industries, Inc., a recreation, economic, and social
services organization for the citizens of Miami, has been operating African
Square Park on assignment from 62nd Street Community Development Corporation
since Play of 1978; and
WHEREAS, Youth Industries, Inc., has submitted a proposal for
continued operation of the park and it is considered in the best interest
of the City to engage Youth Industries, Inc., in agreement for said
operation; and
WHEREAS, funds in the amount of $78,450 are available from the
FY '79 Federal Revenue Sharing Fund Balance and can be appropriated into the
General Fund, Special Programs and Accounts, for the aforementioned purpose;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1, Sections 1 and 5 of Ordinance No. 9000, adopted
October 17, 1979, the Annual Appropriations Ordinance for the Fiscal Year
ending September 30, 1980, as amended, are hereby further amended in the
following particulars:11
"Section 1. The following appropriations are made
for the municipal operations of the City of Miami,
Florida, for the fiscal year 1979-80, including
the payment of principal and interest on all
General Obligation Bonds:

Section 2. The herein appropriation of $78,450 into the General
Fund, Special Programs and Accounts, and the corresponding increase in General
Fund Revenues, Non -Revenues, from the FY '79 Federal Revenue Sharing Fund
Balance is for the purpose of providing funds to Youth Industries, Inc. for the
operation of African Square Park for the period beginning May 8, 1980 and ending
September 30, 1980.
Section 3. All ordinances or parts of ordinances insofar as
they are inconsistent or in conflict with the provisions of this ordinance
are hereby repealed.
Section 4. If any section, part of section, paragraph, clause,
phrase, or word of this ordinance is declared invalid, the remaining
provisions of this ordinance shall not be affected.
Section 5. The requirement of reading this ordinance on two
separate days is hereby dispensed with by a vote of not less than
four -fifths of the members of the Commission.

Operation of African Square

It is recommended that $78,450 be appropriated
into the General Fund, Special Programs and
Accounts, from the FY '79 Federal Revenue Sharing
Fund Balance for the purpose of providing funds to
engage Youth Industries, Inc. for the operation of
African Square Park: from 'Clay 8, 1980, to September
30, 1980.
In January of 1980 citizens of the Liberty City cormmunity held several
meetings to discuss the operation of African Square Park. The outcome
of these meetings was a community request to improve African Square Park;
operations in the area of programming. In response to a request from
the City, Youth Industries, Inc. prepared a proposal for programming at
the Park. As a result of review of the proposal by the Department of
Leisure Services, the followin( recor.rrendations have been made:
1) That the City appropriate $78,450 from the FY '79 Federal Revenue
Sharing Fund E;alance for the purpose of providing additional funds
for African Square Park.
2) That the City engage Youth Industries, Inc. to operate African Square
Park from '•tay 8, 1980 to Septemher 30, 1980.
The attached proposed ordinance appropriates $78,450 into the General
Fund, Special Progracis and Accounts, for the purpose of providing funds
to Youth Industries, Inc. for the operation of African Square Park. A
companion resolution, authorizing the City ti?anager to enter into a
contract with Youth Industries, Inc., has been prepared for the same
agenda.
This ordinance has been prepared for the May 8, 1980, City Commission
meeting.
