TOLEDO, ASSISTANT TO THE MAYOR FROM: BILL MARTIN, REPRESENTING PANCOAST AL13AISA ARCHITECTS DATE: MAY 8, 1980 SUBJECT: MUNICIPAL COMPLEX DEDICATION THE PLANNING FOR THE DEDICATION OF THE MUNICIPAL COMPLEX HAS PROCEEDED ACCORDING TO SCHEDULE. THE FOLLOWING IS A REPORT ON THE STATUS OF THE PLANNING GROUP TO DATE. TWO PLANNING MEETINGS HAVE BEEN HELD AT CITY HALL, MARCH 10TH AND APRIL 17TH. THE FOLLOWING PERSONS WERE INVITED TO PARTICIPATE: NESTOR H. TOLEDO - ASSISTANT TO THE MAYOR VINCE GRIMM - ASSISTANT CITY MANAGER CESAR ODIO - ASSISTANT CITY MANAGER RAYMOND LANG - CITY PUBLICITY OFFICE JOAN LANE - CITY PUBLICITY OFFICE KITTY ROEDEL - DOWNTOWN DEVELOPMENT AUTHORITY ALLAN POMS - CITY PROJECT ENGINEER LESTER PANCOAST - ARCHITECT ADOLFO ALBAISA - ARCHITECT PAULINE RUSSELL - MIAMI MAGAZINE RON SHAFER JR. - GENERAL CONTRACTOR CLARK MERRILL - ASSISTANT CITY MANAGER BILL MARTIN - PANCOAST ALBAISA ARCHITECTS 1. TIME AND DATE MOST PREFERABLE WERE DETERMINED TO BE MID -DAY ON A COMMISSION MEETING DAY IN JULY. THE BUILDING AND LANDSCAPING WILL BE FINISHED. THE FURNITURE WILL NOT BE IN PLACE. THE FINAL COMMISSION MEETING WAS GENERALLY REGARDED AS HAVING TOO CROWDED AN AGENDA TO ALLOW TIME FOR A TWO HOUR BREAK. CONSIDERATION OF THE AUGUST RECESS WAS TAKEN INTO CONSIDERATION. THE FAVORED DATE AND TIME WAS DETERMINED TO BE THURSDAY, JULY 1OTH AT 12:30 FOR THE DEDICATION, WITH BUFFET AT 1 :00, ALLOWING 30 MINUTES FOR THE DEDICATION. 45 MINUTES FOR LUNCH AND 15 MINUTES TO RETURN TO CITY HALL. A CITY BUS WOULD TRANSPORT COMMISSIONERS, ADMINISTRATORS AND PRESS ROUND TRIP FROM, TO CITY HALL. 2. THE PLANNING GROUP WILL REQUEST OF MAYOR FERRE THAT HE EXTEND AN INVITATION TO THE PRESIDENT OF THE UNITED STATES TO ACT AS GUEST OF HONOR TO DEDICATE THE COMPLEX. THE DATE AND TIME SHOULD BE FLEXIBLE TO ACCOMMODATE THE SCHEDULE OF THE PRESIDENT. THEREFORE, THE INVITATION SHOULD BE EXTENDED PRIOR TO SETTING A FIRM DATE AND TIME. THE NATIONAL MEDIA NATIONAL MEDIA ATTENTION UPON MIAMI, AND THE NEW DOWNTOWN, WOULD BE WORTH THE INCONVENIENCE OF A DATE CHANGE. 3. A PLAQUE IS BEING DESIGNED ANO SHOULD REFLECT THE PRESIDENT'S PARTICIPATION, IF POSSIBLE. PLACEMENT OF THE BUILDING SCULPTURE IS BEING SETTLED. AS IS LOCATION OF THE PLAQUE, BOTH FACTORS IN EXACT LOCATION OF THE CEREMONY. INCLEMENT WEATHER IS BEING TAKEN INTO CONSIDERATION IN SITE PLANNING. 80-371 4. AN INVITATIONAL LIST OF 175 PERSONS IS BEING PREPARED. KITTY ROEDEL IS GOING TO ASSEMBLE THE 13ASIC LIST OF GOVERNMENTAL REPRESENTATIVES AND MEDIA WITH ADDITIONS FROM THE PLANNING GROUP. ALTHOUGH THE CEREMONY IS OPEN TO THE PUBLIC, THE INVITATIONAL LIST IS FOR THE LUNCHEON BUFFET, BEING HOSTED BY THE GENERAL CONTRACTOR AND THE ARCHITECT. 5. THE INVITATION RECOMMENDED IS TO BE IN THE FORM OF A LIMITED EDITION, SIGNED AND NUMBERED FOUR COLOR SILK SCREEN PRINT. THE SUBJECT SHALL BE A HIGH CON- TRAST POSTERIZED AERIAL VIEW OF THE SKYLINE VIEW OF DOWNTOWN MIAMI, THE VIEW NOT FROM THE WATER, BUT THE VIEW MOST PEOPLE SEE AND KNOW, AS SEEN FROM THE INTERSTATE. THIS WIDE ANGLE VIEW ON A HORIZONTAL POSTER WILL PLACE THE CITY COMPLEX IN THE LOWER LEFT FOREGROUND WITH THE SKYLINE BEHIND. THE FOUR COLORS SHALL BE CITY COLORS, ORANGE AND GREEN PLUS THE LIGHTER SHADES OF ORANGE SHERBERT AND LIME GREEN ON IVORY STOCK. EACH PRINT WOULD BE ROLLED IN A MAILING TUBE ALONG WITH: A. A LETTER OF INVITATION FROM THE MAYOR AND COMMISSIONERS TO THE DEDICATION. B. AN INVITATION CARD TO THE LUNCHEON. C. A DESCRIPTION OF THE POSTER, WITH ARTISTIC CREDITS, AND PRODUCTION CREDITS, THIS FINE ART PRINT SHALL BEAR NO COPY OTHER THAN THE WORD "MIAMI" AND THE "PALM TREE AND SUN" CITY LOGOTYPE. THE CONTRACTOR AND ARCHITECT HAVE JOINTLY UNDERWRITTEN THE ARTISTIC CREATIVE COSTS FOR THIS PRINT. (ADDITIONAL PRINTS WOULD BE SUPPLIED TO THE MAYOR, COMMISSIONERS, MANAGER, CONTRACTOR AND ARCHITECT, AND SHOULD BECOME COLLECTORS ITEMS OF VALUE.) G. SINCE THE PLANNING GROUP HAS DETERMINED THAT A PRINCIPAL OBJECTIVE IS TO GAIN MAXIMUM POSITIVE MEDIA ATTENTION FOR THE CITY, AND THE NEW DOWN TOWN, WE HAVE A CAMPAIGN APPROACH TO MEDIA. THE CITY PUBLICITY OFFICE WILL ASSEMBLE A MASTER LIST OF ALL POSSIBLE PRINT AND BROADCAST MEDIA, WITH PLANNING GROUP MEMBERS VOLUNTEERING TO UTILIZE ALL THEIR CONTACTS TO GENERATE AS WIDESPREAD AS POSSIBLE MEDIA COVERAGE. DEVELOPMENT OF AN EXTENSIVE PRESS KIT IS UNDERWAY, 7. BOB WARSHAW OF MIAMI POLICE, AND MARGARITA ROSS OF CULTURAL AFFAIRS ARE BEING INVITED TO THE NEXT MEETING, WHICH WILL BE HELD AT THE MUNICIPAL AD- MINISTRATION BUILDING. 8. AN AGENDA AND PROGRAM OF EVENTS FOR THE CEREMONY IS BEING PREPARED. 9. ALTHOUGH THE CONTRACTOR AND ARCHITECTS ARE SUBSTANTIALLY UNDERWRITING COSTS (THE ARTIST'S FEES AND THE BUFFET LUNCHEON) THE CITY IS REQUESTED TO APPROVE A BUDGET ALLOCATION OF $2, 500.00 TOWARDS UNDERWRITING PRODUCTION AND MAILING OF THE POSTER/INVITATION, THE PRESS KIT AND INCIDENTAL ITEMS. 10. THE MIAMI HERALD IS INTERESTED IN PUBLISHING A TWELVE OR SIXTEEN PAGE SPECIAL TABLOID SECTION. (ATTACHED IS THEIR LETTER OF INTEREST). .HERB MOLONEY, ASSISTANT RETAIL ADVERTISING MANAGER, WOULD LIKE TO MEET WITH THE PLANNING COMMITTEE, AND THE CITY ADMINISTRATION, TO DISCUSS THE POSSIBILITY OF A CITY ADVERTISEMENT ADVISING THE CITIZENS OF MIAMI OF THE RELOCATION OF CITY SERVICES• THE HERALD INDICATED THEY WOULD GIVE OUR PLANNING GROUP CONTROL OVER THE EDITORIAL AND GRAPHIC CONTENT OF THE SPECIAL SECTION, THE THRUST WOULD BE A VERY POSITIVE REVIEW OF THE SUCCESS OF PHASE ONE, OF TI4E NEW DOWNTOWN, THE BUSINESS AND GOVERNMENT HUB OF THE NEW WORLD CENTER, �i• ATTACHED FOR YOUR PERSONAL INFORMATION IS THE A.I.A. RELEASE REGARDING THE RECENT HONOR LESTER RECEIVED BY ELECTION TO THE COLLEGE OF FELLOWS OF THE AMERICAN INSTITUTE OF ARCHITECTS, �Z• THE NEXT PLANNING GROUP MEETING SHALL BE SCHEDULED FOLLOWING AN INDICATION OF DIRECTION FROM THE COMMISSION REGARDING THE GUEST OF HONOR AND THE DESIGNATION OF DATE AND TIME OF THE DEDICATION.
