OF MfAMI i CITY CIERK REPORTS i MEETING DATE: REGULAR - MAY 22, 1980 CITY HALL -DINNER KEY A MOTION OF THE CITY COMMISSION DIRECTING THE APPROPRIATE CITY DEPARTMENT TO DRAFT A PROCLAMATION HONORING THE MEMORY OF THE LATE LT. EDWARD MCDERMOTT, SUCH PROCLAMMATION TO BE PRESENTED TO THE MCDERIMOTT'S FAMILY AFTER SIGNATURE BY EACH MEMBER OF THE CITY COMMISSION. A MOTION OF THE CITY COMMISSION AUTHORIZING AND DIRECTING THE CITY MANAGER T PROVIDE 2 HOT MEATS A DAY FOR APPROXIMATELY 2,000 OF THE AFFECTED PEOPLE IN THE RECENT RIOTS AREA, BEGINNING SUCH EMERGENCY PROGRAM AS OF 6:00 P.M. ON THIS DATE AND RUNNING THROUGH MONDAY, MAY 26TH, REQUESTING THAT EVERY PHYSI- CALLY ABLE RECIPIENT IN THIS PROGRAM CAPABLE OF PERFORMING SOME DEGREE OF SERVICE TO THE CITY OF MIAMI, DO SO STRICTLY ON A VOLUNTARY BASIS; AND FURTHER STIPULATING THAT THIS EMERGENCY ALLOCATION SHALL NOT EXCEED $10,000 PER DAY OR A TOTAL OF $40,000. A MOTION NAMING THE NEW CITY OF MIAMI ADMINISTRATION BUILDING AFTER RETIRED FIRE CHIEF DONALD A. HICKMAN. A MOTION OF INTENT OF THE CITY COMMISSION REFERRING BACK TO THE CITY MANAGER THE COUNTER PROPOSALS FOR LEASE AGREEMENTS PRESENTED BEFORE THE CITY COMMIS- SION ON THIS DATE BY THE MIAMI YACHT CLUB AND THE MIAMI OUTBOARD CLUB; FUR- THER DIRECTING THE CITY MANAGER TO COME BACK WITH A RECOMMENDATION FOR MAXI- MUM UTILIZATTON FOR BOTH FACILITIES (HIAPII YACHT CLUB AND MIAMI OUTBOARD CLUB) GRANTING SPECIAL CONSIDERATION TO BOTH OF THESE CLUBS ON THE BASIS OF AP- PRAISALS RECEIVED BY THE CITY COMMISSION IN THE APRIL 21, 1980 MEMORANDUM; GRANTING THEM NO LESS THAN THEY HAVE AT THE PRESENT TIME AT A REASONABLE PRICE. A RESOLUTION GUARANTEEING PAYMENT BY THE CITY OF MIAMI TO THE OFF-STREET PARKING AUTHORITY THE AVERAGE DAILY RENTAL FOR PARKING LOTS 38 AND 39 PLUS PAYMENT OF AN ANNUAL INCREASE UP TO 7% IN SUCH RENTAL, BASED ON THE AVERACF DAILY RENTAL ESTABLISHED IN THE CALENDAR YEAR OF 1981, SUCH PAYMENTS TO CONTINUE DURING THE TERM OF A FUTURE AGREEMENT BETWEEN THE CITY AND SAID AUTHORITY AND WITH THE OPERATION OF SAID LOTS TO BE IN ACCORDANCE WITH SAID AGREEMENT. AN EMERGENCY ORDINANCE AUTHORIZING THE CITY MANAGER OR HIS DESIGNEE TO NOTIFY THE PROPERTY OWNERS OF RECORD WHERE BUILDINGS OR STRUCTURES HAVE BEEN SO DAMAGED BY FIRE OR CIVIL DISTURBANCE THAT THE CONTINUED EXISTENCE THEREOF IN THEIR PRESENT CONDITION CONSTITUTES A FIRE HAZARD AND MENACE TO PUBLIC HEALTH AND SAFETY, SAID NOTICE REQUIRING THAT THE BUILDINGS BE SECURED BY APPROPRIATE MEASURES INDICATED IN SAID NOTICE WITHIN THE TIME PRESCRIBED AND AUTHORIZING THE CITY MANAGER OR HIS DESIGNEE TO ACCOMPLISH THE SECURITY MEAS- URES AT THE COST OF THE PROPERTY OWNERS; PROVIDING FOR IMPOSITION OF LIENS AND FOR THE MEASURES HEREIN TO BE CUMULATIVE; CONTAINING A REPEALER PROVISIOP AND A SEVERABILITY CLAUSE; AND DISPENSING WITH THE REQUIREMENT OF READING THI SAME ON TWO (2) SEPARATE DAYS BY A VOTE OF NOT LESS THAN FOUR/FIFTHS OF THE MEMBERS OF THE COMMISSION; CONTAINING A TERMINATION DATE FOR THE AUTHORITY CONFERRED UPON THE CITY MANAGER OR HIS DESIGNEE.
