AN ORDINANCE AMENDING SECTION 1 OF ORDINANCE
No. 8719 ADOPTED OCTOBER 26, 1977, THE SUMMARY
GRANT APPROPRIATIONS ORDINANCE, BY ESTABLISHING
A NEW TRUST AND AGENCY FUND ENTITLED COMMUNITY
DEVELOPMENT BLOCK GRANT (SIXTH YEAR); AND APPRO-
PRIATING $ 11,376,000 FOR THE EXECUTION OF SAME;
REPEALING AI.L ORDINANCES OR PARTS OF ORDINANCES
IN CONFLICT HEREWITH; AND CONTAINING A SEVERA-
BILITY PROVISION; AND DISPENSING WITH THE RE-
QUIREMENT OF READING THE SAME ON TWO SEPARATE
DAYS BY A VOTE OF NOT LESS THAN FOUR -FIFTHS OF
THE COMMISSION.
WHEREAS, the City Commission adopted Ordinance No. 8719 on October 26, 1977
establishing resources and appropriations for grant funds anticipated by
the City of Miami; and
1%[HEREAS, it is anticipated that the Department of Housing and Urban Develop-
ment will award to the City of Miami a grant of $ 11,376,000 to provide Com-
munity Development activities for the period commencing June 16, 1980 and
ending June IS, 1981; and
WHEREAS, Community Development activities refer to those publicly supported
physical development activities and those related social or economic develop-
ment activities being carried out or to be carried out within a reasonable
period of time in accordance with the application submitted to the City Com-
mission on February 12, 1980; and
WHEREAS, the City Commission adopted Resolution No. 80-105 on February 12, 1980
authorizing the City Manager to submit a grant application to the U.S. Depart-
ment of Housing and Urban Development for the proposed Community Development
program during 1980-81; and
WHEREAS, the City Commission adopted Resolution No. 80-190 on March 19, 1980
authorizing the City Manager to amend the grant application to the U.S. De-
partment of Housing and Urban Development for the proposed Community Development
Program during 1980-81; and
WHEREAS, the City Commission adopted Motion No. 80-24 0 on March 31, 1980 which
amended the Project Allocation Sheet attached to Resolution No. 80-190; and
WHEREAS, the herein ordinance is a proper vehicle to appropriate the aforesaid
$ 11,376,000 grant;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIA?4I,
FLORIDA:
Section 1. Section 1 of Ordinance 8719, adopted October 26, 1977, as amended,
is hereby further amended in the following particulars:l/
"Section 1. The following Trust and Agency Funds are hereby established
and resources are hereby appropriated as described herein:

hereby repealed.
Section 3. If any section, part of section, paragraph, clause, phrase
or word of this ordinance is declared invalid, the remaining provisions of
this ordinance shall not be affected.
Section 4. The requirement of reading this ordinance on two separate
days is hereby dispensed with by a vote of not less than four -fifths of the
members of the Commission.

IT IS RECW4ENDED THAT THE CITY COMMISSION
APPROVE THE ATTACHED ORDINANCE WHICH
APPROPRIATES THE COMWINITY DEVELOPMENT
SIXTH YEAR BLOCK GRANT.
It is anticipated that the U.S. Department of Housing and Urban Development
will award to the City of Miami a Community Development Block Grant in the
amount of $11,376,000 for the period June 16, 1980 to June 15, 1981. In
anticipation of this grant, it is necessary to establish the proper ap-
propriation in order that funds may be utilized in a timely manner when
released after June 16, 1980.
A contract for these funds will be received by the City sometime in early
June and will be presented to you at that time.
The ordinance is written to enable the City Commission to dispense with the
second reading upon a vote of four -fifths of the members of the Commission.
This is being done to ensure that funds will be properly appropriated in
timethat agencies may expend funds when contracts begin on July 1, 1980.
Approval of this ordinance by the City Commission is recommended at this
time in order to expedite the Community Development fund expenditure process.

On March 19, 1980, the City Commission approved Sixth Year Community
Development funding for the Catholic Service Bureau's Little Havana -
Outreach Office ($15,000). This amount matches the Community
Development award already committed to the -Agency by Metropolitan —
Dade County. ,
The City Commission also instructed staff to evaluate the Agency's
request for additional funding in the amount of $13,460. The
evaluation report is attached for your review.
In light of this evaluation, it is recommended that the Project be
funded by the City at the level of $28,460.
In addition, Resolution Plumber 80-190 authorized the City Manager to
amend the Grant Application to HUD for the 6th Year Community Develop-
ment Program during 1980-81 (see attached). Attached to this Resolution,
however, is a "Project Allocation Sheet" which provides a funding breakdown for new social service programs and which includes the CSB/Little Havana .
Outreach Office.
Since it is not required that the body of Resolution Plumber 80-190 be
amended, it is recommended that the City Commission pass a Motion at
its March 31, 1900, meeting to amend the Project Ai location Sheet
with respect to the Little Havana Outreach Office, thereby increasing
the funding level from S15,000 to 28,460.

The Little Havana Outreach Proaram is one of the projects which Metropolitan Dade
County has been funding, but due to budget reductions the County has indicated that
it will fund the project only at 50 of the 1979-80 funding level for the 19SO-SI
Community Development year.
The request of $81,942 represents an increase of $13,460 from the progra.n's 1979-30
budget. During the current year, the Program receives the following:

Archdiocese - $37,482

"The program has received comini tti.,ents from the Archdiocese to match the 1979-80
funding level during 1980-121 and a committment of 50,'S ($15,000) of the 1979-00
appropriation from the County for 1980-81. The agency's request from the City
of Miami, therefore, includes the $15,000 that the County has reduced the program
plus the aforementioned $13,460 increase. This increase includes the addition
of one (1) social worker position.
Ms. Mercedes Campano, Project Director, indicated that the Agency was in dire need
of this new Social Ulorker position in order to meet the set -vice needs of its clients.
The Agency has been "borre;ling" a Social l:orker from the Catholic Service Gureau's
Central Office but has been told that this Social Worker is needed els_where and
will not be able to work at the Little Havana site. In order to maintain service
levels and meet the needs of service recipients, Ms. Campano said that the
addition of this position is a necessity. In the Annual Assessment of the Little
Havana Outreach Office conducted by the Metropolitan Dade County Department of
Human Resources, it was recommended that if additional funds were available that
the staff should be increased to include at least one other social worker.
The Dade County Assessment also indicated that this was a very successful program.
As shown belo:-i, the Agency's Activity Report for 1978-79 clearly indicates that the
Agency far surpassed its projected service level goals for the year.

providing the aforementioned services to residents in the Little Havana Target
Area. Due to the Agency's excessive level of services, it is recorrnended that
the additional $13,460 be provided if funds are available.

On Wednesday, February 27, at 3:30 p.m., a joint meeting of City and County
Co.mmissicners and staff was held to discuss the issue of social service funding
for the 6th year of the Community Development Block Grant program. The follow-
ing people were in attendance:

Development
The purpose of the meeting was to determine which social service programs previously
funded by Dade County could appropriately be picked up by the City in the 6th year
of the Community Development program as Dade County had decided to no longer fund
these programs. It was understood that the County is willing to' fund those programs
at 5C;,' of their original funding for the next year if the City would agree to match
the funds. In each instance where the City agreed to pick up a social service pro-
gram, it vias with the understanding that the City would be responsible for contract-
ing with the organization and operating the program.
The City representatives agreed to recommend to the Miami City Coinnission that the
City pick up the folio. -ling projects:
The Little Havana Outreach Office of the Catholic Service Bureau. The City will
fund at a III itiir,ua15,000; the County :•rill match it with an additional $15,000.
Action Transportation, Inc. The City has allocated $5,000 to this organization
in the 6th year and the County will allocate the same.
Coconut Grove - Florida International University Cri::,e Prevention Program.

The City also indicated that it would review the Holy Cross Day Care Center _
Child Development program in Wyn:iood and determine whether or not it would be -
appropriate for the City to fund. A determination of'this will be made by the
City Commission on March 19, 1930. If the City were to pick it up, it would
be in the amount of S55,000, with the understanding that the County would fund
it at a level of $55,000 in the 6th year of Community Development.
The County made no commitments to the funding of the other social service programs
that are faced with a 500) cut, but the City made it clear that under no circumstances
would the following programs be•recommmended to be funded by the City:
Allapattah - Metro Dade Health Department Primary Health Care Program
YMCA - Allapattah Branch Delinquency Prevention Program

available to non-profit corporations for the provision of eccncmic development
services. In Edison -Little River, the choice will be made after a revie,.,i process

Business Opportunity Center with that organization.
