AN ORDINANCE AMENDING SECTION 1 OF ORDINANCE NO.
9000, ADOPTED OCTOBER 17, 1979, THE ANNUAL
APPROPRIATIONS ORDINANCE FOR THE FISCAL YEAR
ENDING SEPTEMBER 30, 1980, AS AMENDED, BY
INCREASING THE APPROPRIATION FOR THE GENERAL FUND,
SPECIAL PROGRAMS AND ACCOUNTS, BENEFITS TO
RETIREES, IN AN AMOUNT OF $95,055; DECREASING THE
APPROPRIATION FOR THE DEPARTMENTS OF COMPUTERS AND
COMMUNICATIONS BY $20,578, HUMAN RESOURCES BY
$20,047, LAW BY $9,366, MANAGEMENT AND BUDGET BY
$25,064, AND PUBLIC WORKS BY $20,000 FOR THE
PURPOSE OF FUNDING A ONE TIME PAYMENT OF A .5%
(ONE-HALF OF ONE PERCENT) INCREASE TO CITY
RETIREES FOR THE REMAINDER OF FISCAL YEAR 1980
WITH THE PERCENTAGE LIMITED TO THE FIRST $300
OF PRESENT MONTHLY BENEFITS; THIS IS NOT AN
INCREASE IN PENSION LIABILITY; CONTAINING A
REPEALER PROVISION AND A SEVERABILITY CLAUSE; AND
DISPENSING WITH THE REQUIREMENT OF READING SAME ON
TWO SEPARATE DAYS BY A VOTE OF NOT LESS THAN
FOUR -FIFTHS OF THE MEMBERS OF THE COMMISSION.
WHEREAS, the City Commission adopted Ordinance No. 9000 on October
17, 1979, establishing revenues and appropriations for the City of Miami,
Florida, for the fiscal year ending September 30, 1980; and
WHEREAS, Motion 80-336, adopted May 8, 1980, directed the City
Manager to identify the source of funds to provide a .5% (one-half of one
percent) increase to City retirees for the remainder of fiscal year 1980 with
the percentage limited to the first $300 of present monthly benefits; and
WHEREAS, the payment, which totals $95,055, is not a benefit
granted under the City's pension programs, but is merely a one time payment
to retirees directly from the General Fund to assist them in facing economic
hardships associated with high inflation; and
WHEREAS, this payment will have no impact on the current and
future liabilities of the pension systems; and
WHEREAS, funds are available for said purpose from the Salary and
Wages accounts of the departments of Computers and Communications, Human
Resources, Law, Management and Budget and Public Works; and
WHEREAS, the above mentioned departments will be required to
maintain 11 vacant positions for the next few months to generate the $95,055
as follows:

WHEREAS, $95,055 can be appropriated into the General Fund,
Special Programs and Accounts, Benefits to Retirees, for the purpose of
providing the aforementioned increase for City retirees;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. Section 1 of Ordinance No. 9000, adopted October 17,
1979, the Annual Appropriations Ordinance for the Fiscal Year ending September
30, 1980, as amended, is hereby further amended in the following
particulars: V
"Section 1. The following appropriations are made
for the municipal operations
of the City of Miami,

Section 2. The herein increase of $95,055 in Special Programs and
Accounts, Benefits to Retirees, and the corresponding decreases in the
appropriations for the General Fund departments as indicated above in Section
1 are for the purpose of funding a one time payment to City retirees for the
remainder of fiscal year 1980.

Section 3. All ordinances or parts of ordinances insofar as they
are inconsistent or in conflict with the provisions of this ordinance are
hereby repealed.
Section 4. If any section, part of section, paragraph, clause,
phrase, or word of this ordinance is declared invalid, the remaining pro-
visions of this ordinance shall not be affected.
Section 5. The requirement of reading this ordinance on two
separate days is hereby dispensed with by a vote of not less than four -fifths
of the members of the Commission.

Legislation to provide
a one time payment for
a .5% increase for
retirees from Special
Programs and Accounts
It is recommended that $95,055 be appropriated
into the General Fund, Special Programs and
Accounts, Benefits to Retirees, from the Salaries
and Wages accounts of several General Fund
Departments for the pur ose of providing a one
time payment for a . 5b one-hal f of one percent)
increase to retirees for the remainder of FY'80.
On May 8, 1980, the City Commission adopted Motion 80-336 directing the
City Manager to identify the source of funds for a one time payment for
a .5% (one-half of one percent) increase to retirees for the remainder
of fiscal year 1980 with the percentage limited to the first $300 of
present monthly benefits. The payment, which totals $95,055, is not
a benefit granted under the City's pension programs, but is merely a
one time payment to retirees directly from the General Fund to assist
them in facing economic hardships associated with high inflation. As
a result, this payment will have no impact on the current and future
liabilities of the pension systems.
Funds for this purpose will be available if 11 positions in the
departments listed below remain vacant for the next few months. The
required number of positions and the amounts to be generated are as
follows:
