Bequer holds a Doctor's Degree in Education from the University of Florida, a Doctor's Degree in Education from the University of Havana, a Specialist's Degree in Education from the University of Florida, a Master's Degree in Education from the University of Miami, and is a graduate from the Normal School for Teachers in Havana, Cuba. Dr. Marta M. Bequer is the Principal of Shenandoah Junior High Community School at the present time. She was the Administrative Assistant to the Superintendent of the Dade County Public Schools. Prior to this position, she was the principal of James H. Bright, James 14. Johnson in the City of Hialeah, and Southside Elementary Schools in the City of Miami for several years. Dr. Bequer started working in the Dade County Schools as a Cuban Aide in the school year 1961-62; became certified as a regular teacher at the University of Miami, Coral Gables, Florida, obtaining the first place among her class- mates, and has taught all grade levels from first through t,ielfth. She has also served as bilingual consultant for the states of Florida, Michigan, California, and for Washington, D.C., working with M er.ican-:Americans, Puerto Ricans, Cubans and other members of the Hispanic group. She has also contributed to the desegregation of the school staff 'in the Dade County Public Schools by beco.ninq the first non -black member of the faculty of North Dade Junior and Senior High Schools. She was initiated the first non -black member of the local chapter of the Alpha Kappa Alpha Sorority. Dr. Bequer worked in the Office of Federal and State Relations of the Dade County Public Schools and produced the first proposal for the Emergency School Aid Act -Bilingual. She also designed a number of different proposals that brought the Dade County Public Schools a sizeable amount of dollars. Dr. Bequer has made numerous presentations. She has been a major presentator at the National Convention of the National Association of Elementary Education in San Francisco, California in reference to bilingual education; panelist at the Holocaust sponsored by the Anti -Defamation League, Florida International University; speaker at the State Conference of Phi Delta Kappa, University of Miami; panelist at various national conventions of the Association for Supervision and Curriculum Development in different cities; presentor at the State Conference of the Center of Bilingual Education, Florida International University; among others. She was a major presentor in Title I -Elementary and Secondary Education at the first National Convention of Latino Educators sponsored by the United States Office of Education, held in August of 1978. f Or' She was a panelist at the Conference of Hispanic Intellectuals, held in Miami, October 1979. She has been invited to the White Douse to discuss the needs of Hispanics on several occasions. She published a book entitled The Maladjusted Child: A Case Study_,in Havana, Cuba; her doctoral dissertation, "The Relationship of Parent Participation and Selected Variables in Three Multi -Ethnic Elementary Schools in Dade County, Florida," and several articles such as, "Dade County: Gate:ray to The Americas," Educational Leadership, May 1978; Chapter V of the book The Education of the Latino Child, published by the Association for Supervision and Curriculum Development in 1979; contributions to the ASCD Pieties Exchange-, Phi Delta Kappa Bulletin and local publications. Dr. Bequer has received a number of awards and honors such as Latin Woman of the Year, first Cuban member of the Board of Directors of the Association for Supervision and Curriculum Development, first Cuban %,roman member of Phi Delta Kappa Fraternity, and recipient of awards and commendations from the State, city, and different civic and educational organizations. Dr. Bequer has been actively involved in many educational and civic organi- zations. She is the President of the Cuban Woiren's Club, the President of the Florida Chapter of the National Association of Cuban American Women. Excellent BIOGRAPHICAL SUMMARY Fred Roth has been active for the past eighteen years in Miami as a consultant to the management of business, government and indus- trial organizations. He is a recognized authority and pioneer in the use of computers and has both organized and pioneered many of the methods in use today. Among clients his companies have served are such organizations as House of Seagrams, Bahamas Ministry of Tourism, Grand Bahama Port Authority, Richard Plumer Companies, International Book Distributors, Porter-Wagor-Russell Developers and the Florida State Legislature Reorganization Committee. As Director of Property Management for Franklin International Realty Corp., a Philadelphia based owner/management company of 40 properties in 11 states, Mr. Roth is responsible for two office buildings in Coral Gables (Miami), Florida with total rentable area inexcessof 250,000 square feet that generate rentals of $2 million dollars annually from some 90 tenants. Also managed is a 500 car parking garage and 2 surface parking lots. His responsibilities include supervision of office staff, engi- neering staff, contract services for security, cleaning and maintenance in addition to leasing, construction of new suites, renovations and tenant problems. During his tenure in this position, tenant complaints were greatly reduced due to prompt attention of problems. Collections of rents and construction fees improved as a result of professional management attitude and skills. Mr. Roth was an additional commercial mortgage broker for :Midwest Mortgage Company, Miami, Florida. During the last quarter of 1973, he closed two transactions for Midwest, the largest was to fund a $36 million develoFment loan. During 1969, Mr. Roth founded Computer Utility Systems, Inc., a new concept of computer time sales known as "computer power", designed to replace in-house installations with computer power on demand, much like the electric utilities provide electric power. In addition to raising the initial capital of $400,000, Mr. Roth secured an underwriter, co-authored the offering circular, worked with the Securities and Exchange Commission and assisted the Underwriter with presentations to broker/dealers. BIOGRAPHICAL SUMMARY (Continued) Fred Roth was graduated from American International College at Springfield, Massachusetts where he majored in accounting and taxation. He was awarded a Bachelor of Science degree in 1951. He then attended what was then Northeastern University's School of Law at Springfield, Massachusetts evening division for 3 years, terminating his attendance due to pressure of business interests. During his formal education, he founded F.A. Roth, Public Accountants and Tax Consultants at Northampton, .Massachusetts. This position was part-time, requiring working with mortgage brokers, banks and companies seeking working capital loans, mortgages and special funding situations.
