A RESOLUTION CONCERNING THE FOURTH ANNUAL GOOMBAY
FESTIVAL, WHICH IS TO BE HELD ON JUNE 7 AND 8, 1980;
CLOSING CERTAIN STREETS TO THROUGH TRAFFIC ON THOSE
DATES DURING SPECIFIED HOURS AND ESTABLISHING A
PEDESTRIAN MALL; SAID STREET CLOSING SUBJECT TO
ISSUANCE OF PERMITS BY THE POLICE AND FIRE DEPART-
MENTS; WAIVING ONE-HALF OF THE RENTAL FEE FOR THE
SMALL AND LARGE CITY SNOWMOBILES, SUBJECT TO PAYMENT
BY "MIAMI/BAHAMAS GOOMBAY FESTIVAL IN COCONUT GROVE,
INC.," THE SPONSOR OF SAID FESTIVAL, OF ALL RELATED
COSTS; ALLOCATING $220 FROM SPECIAL PROGRAMS AND
ACCOUNTS, QUALITY OF LIFE PROGRAM - FEE WAIVERS, TO
COVER THE COST OF THE WAIVER OF ONE-HALF THE RENTAL
FEE FOR SAID SNOWMOBILES; AND PROVIDING A GRANT OF
CASH ASSISTANCE IN THE AMOUNT OF $ 6,000 TO "MIAMI/
BAHAMAS GOOMBAY FESTIVAL IN COCONUT GROVE, INC.;"
SAID FUNDS TO BE ALLOCATED FROM SPECIAL PROGRAMS AND
ACCOUNTS, QUALITY OF LIFE PROGRAM - COMMUNITY
FESTIVALS; FURTHER AUTHORIZING THE CITY MANAGER TO
EXECUTE THE REQUIRED SUPPORT AGREEMENT SETTING FORTH
THE CONDITIONS UNDER WHICH THE CITY WILL PROVIDE THE
CASH ASSISTANCE GRANT AND UP TO $ 9,000 IN IN -KIND
SERVICES; AND ESTABLISHING THE AREA PROHIBITED TO
RETAIL PEDDLERS DURING THE FESTIVAL PERIOD.
WHEREAS, the Miami/Bahamas Goombay Festival in Coconut Grove, Inc.
has requested assistance in connection with the Fourth Annual Goombay
Festival; and
WHEREAS, the Miami City Commission, by Motion 79-257, recognized the
Miami/Bahamas Goombay Festival In Coconut Grove, Inc. as the official organ-
ization to sponsor and organize the annual Goombay Festival in Coconut
Grove; and
WHEREAS, the Miami City Commission has suppgrt, q, thJj j. Mffo i p-1 772
1978 and 1979; and ,
WHEREAS, the Miami City Commission has established a policy, by
Resolution No. 78-602, to deal with requests to provide assistance to festi-
vats, cultural and sporting events;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORI DA :
Section 1. In order to establish a temporary pedestrian mall, the
following street is hereby closed to through traffic on June 7 and 8, 1980,
during the following hours; such closing of street being subject to the
issuance of permits by the Police and Fire Departments:
Grand Avenue - from McDonald Street to Douglas Road
This street is to be closed from 9:00 A.M. to
9:00 P.M. on June 7 and 8, 1980

Section 2. The waiver of one-half of the regular rental fee for the
use of the large and the small City showmobiles,_ is hereby granted
subject to the Miami/Bahamas Goombay Festival In Coconut Grove, Inc. paying
for event personnel, insurance, and other direct costs incurred by the City
in providing this equipment.
Section 3. Funds in the amount of $220 are hereby allocated from
Special Programs and Accounts, Quality of Life Program - Fee Waivers, to
cover the cost of the fees waived in Section 2 hereof.
Section 4. The sum of $ 6,000 is hereby allocated from Special
Programs and Accounts, Quality of Life Program - Community Festivals, as a
grant of cash assistance to Miami/Bahamas Goombay Festival In Coconut Grove, Inc.
subject to the requirements of City Commission Policy 100-4, Resolution
78-602, and subject to the provisions of any agreement required by that
Policy.
Section 5. The City Manager is hereby authorized to execute a support
agreement setting forth the conditions under which the City will provide the
above cash plus in -kind services up to $ 9,000.
Section 6. Pursuant to the provisions of Ordinance No. 8851, enacted
September 28, 1978, all retail peddler's occupational licenses issued under
the provisions of Chapter 30 of the City Code, as amended, will not be valid
in the following designated area between the hours of 9:00 A.M. and 9:00 P.M.
on June 7 and 8, 1980:

It is recommended that a resolution be adopted
which provides City support in the amount of
$15,000; $6,000 cash and up to $9,000 in -kind
services, to•the Fourth Annual Goombay Festival.
The Miami/Bahamas Ciombay Festival In Coconut Grove, Inc., the sponsors of
the Goombay Festival, have planned their Fourth Annual event to be held on
June 6, 7, and 8, 1980. I have met with representatives from the sponsoring
organization and they have been in contact with the various City Departments
regarding the coordination of City services for this year's festival.
The total budget is estimated at $49,500 this year, in comparison with a
$32,000 budget in 1979. This $17,500 increase is due largely to the fact
that in the past, the Bahamian Government has financed the transportation and
lodging of the Royal Bahamas Police Force Band, one of the most noted
attractions of the Goombay Festival. The Bahamian Government has indicated
that the sponsors of Goombay must incur expenses for the band this year.
The cost of City services is estimated to be $11,500; of which $2,000 has
been planned by departments to be absorbed through their individual budgets.

The City of Miami has been requested to contribute a total of $15,000 as its
contribution toward the 1980 Goombay Festival; $9,000 for in -kind services
and $6,000 cash. This request is equivalent to the allocation given this
group by the City for the 1979 Goombay Festival. While the large amount
requested for in -kind services does not fall within the guidelines of City
Commission Policy 100-4, which states that services rendered during non -
routine hours are a financial responsibility of the sponsoring organization
of such an event, it is my feeling that in view of the fact that this year's
budget for the Goombay Festival has increased by approximately $17,500, an
identical request for 1979 is reasonable.
I am therefore recommending City support in the amount of $15,000 for the
Fourth Annual Goombay Festival. Attached is a resolution which authorizes
closure of streets, application of the minimum fee for the use of the small
and large showmobiles during the Goombay Festival, provides a grant assistance
in the amount of $6,000 and up to $9,000 in -kind services, and authorizes the
execution of the requested Support Agreement under City Commission Policy
100-4.

The name of this organization is Miami/Baliantas Goombay Festival
in Coconut Grove, Incorporated. Charter approved by the State of Florida
as a non-profit Corporation, April 23, 1979.
The Goombay festival is a two and one half days, street and indoor
Festival of American/Bahamian decor, to be hold on 1une 6, 7 and 8, 19a0
principally on Grand Avenue in Coconut Grove.
The items to be sold are Crafts, Arts, books, other objects made in
Coconut Grove, the Bahamas and/or Florida, Tropical Plants, Locally grown
produce and Island and Ethnic Foods.
It is necessary to acquire the following items and services:
Showmobiles, Theatres, Security, Entertainment, Publicity, Transportation,
Decorations, Sanitation Maintenance, Policement, Sanitation Workers, Vendor.
and Recreation Workers.
The business and purpose of this Corporation is to foster and encourage
the promotion, coordination, and advancement of the Fourth Annual Goombay
Festival, while promoting and enhancing the Miami/Bahamas relationship.
The Goombay Festival embraces all ethnic groups with approximately
175,000 participants from throughout the United States. 'Tourist plan their
vacation around the Goombay Festival. Tourist from oth(-r harts of Florida
as well as the Bahamas partake of the Festival activities. It is evident
that most of the Bahamians' income frt)m thy, festival is spent in the shops
here before returning home.
The Goombay Festival affords a setting for the Government Officials
of Dade, Miami and Coral Gables to meet with high ranking Bahamian Govern-
ment Officials to discuss the present aril future relAionshih between the
above muncipalities and the Bahamians.

Sanitation Facilities
It is recommended that twelve (12) portable toilets be rented for two days
(Saturday and Sunday), during the festival. Based upon the estimated prices
of $55.00 per unit for the two days, it is anticipated that the approximate
cost will be $b60.00. This price includes service to the units.

First. The City of Miami assigns clean-up crews can both nights, commencing
at approximately 10:00 p.m.
Second. Contracts be made with the City of Miami to send three street
sweepers into the area commencing at 12:00 midnight to sweep and
collect debris at pre -determined areas. .
(A) Eleven (11) supervisors be employed for five (5) hours per day
at $6.00 per hour to supervise the cleaning of areas listed
below:
1). Douglas thru Plaza (2 Supervisors)
2). Hibiscus thru Plaza (2 Supervisors)
3). Elizabeth thru Hibiscus (2 Supervisors)
4). Margaret thru Elizabeth (2 Supervisors)
5). McDonald thru Margaret (2 Supervisors)
6). 7-11 thru McDonald (1 Supervisor)
