HomeMy WebLinkAboutR-80-0381RESOLUTION NO 8 0- 3 8 1 A RESOLUTION ENDORSING THE POLICY OF PERMITTING BICYCLES ON METRORAIL RAPID TRANSIT VEHICLES DURING NON -RUSH HOUR PERIOD AND SUBJECT TO CERTAIN RESTRICTIONS, AND RECOMMENDING ADOPTION OF SAID POLICY BY THE DADE COUNTY PUNPID TRANSIT STAGE I POLICY COUNCIL. WHEREAS, Dade County is building a Stage I heavy rail rapid transit system that links the City of Miami and the northwest and southern reaches of Dade County; and WHEREAS, Miami is ideally suited to the use of the bicycle as form of personal transportation; and WHEREAS, significant numbers of people within two miles of the twenty Stage I transit stations will find the bicycle a convenient, efficient, and inexpensive mode of access to and from the stations for both functional and recreational trips; and WHEREAS, the Miami Metrorail system will have direct simplified circulation within compact stations and wide vehicles, both easily capable of accepting bicycles; and WHEREAS, the San Francisco Bay Area has administered success- fully a policy of permitting bicycles on their transit vehicles for four years, thereby amply demonstrating the feasibility of the concept, given reasonable controls; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI: Section 1. The policy of permitting bicycles on Metrorail rapid transit vehicles during non -rush hours and subject to reason- able controls is hereby recommended as a desirable means of expanding public transportation services for the people of Miami and Dade County and the Rapid Transit State I Policy Council is hereby urged to adopt this policy for the Metrorail System. Grassie April 28, 1980 - City Manager City Policy Advocating Bicycles • on rapid transit FROM Jim Reid, Director ,:EFFRENCLn Planning Department F.NCLO511PFS The Planning Department has researched the issue of permitting bicycles on rapid transit vehicles and has determined the following facts: BART (San Francisco) has permitted bicycles on its transit vehicles for approximately four and one half years, initially as a means of allowing cyclists to gain regional access to parks, but most recently usage has been in response to the gas crises and transportation needs. BART has issued 6541 permits to date and has only needed to revoke four due to cyclists breaking the rules. Occassi.onal confrontations do arise but are considered a minor percentage of permit holders. . The program is considered by BART a success. BART is the only system that has attempted this policy (BOSTON PERMITS BIKES ON CERTAIN HOLIDAYS ONLY) BART restrictions include no bikes during morning or evening rush hours; all bikes must be inspected and display a permit sticker; no one under 14 without an accompanying adult; bikes only on last car of each train and within rear 20 feet of that vehicle; no use of escalators by cyclists carrying bikes through stations; bikes must enter station through handicapped gate. The new Miami transit vehicle design recently unveiled, provides the widest aisles and doors of any operating vehicle in this country, and therefore would be well suited to accepting bicycles. Because Miami is in many ways more suited to the use of the bicycle as a means of transportation (weather, terrain), than San Francisco, and our regional recreation and commuting needs (gas crises) are 80-381 Joseph R. Grassie City Manager Page #2 April 30, 1880 as great, it is our conclusion that the bicycles on transit policy would be of considerable merit here in Dade County. It is therefore our recommendation that the attached resolution endorsing such a policy be forwarded to the Commission for action on the May 22nd agenda.
