HomeMy WebLinkAboutR-80-0374RESOLUTION NO. 8 0- 3 7 4 A RESOLUTION APPROVING GREENLEAF-TELESCA PLANNERS - ENGINEERS -ARCHITECTS TO PROVIDE PROFESSIONAL ARCHITECTURAL/ENGINEERING SERVICES FOR FEASIBILITY AND DESIGN STUDIES TO DETERMINE THE NEED FOR AND FEASIBILITY OF CONSTRUCTING A MULTI -LEVEL, PUBLIC PARKING STRUCTURE IN THE VICINITY OF THE OMNI; TO ARRIVE AT CONTRACT WHICH IS FAIR, COMPETITIVE AND REASONABLE; ALLOCATING $30,000 FROM THE PARKING CAPITAL PROJECTS FUND TO COVER THE COST OF SAID CONTRACT AND ANY NECESSARY ANCILLARY SERVICE CONTRACTS FOR THE OMNI; AND DIRECTING THE CITY MANAGER TO PRESENT THE PROPOSED CONTRACT TO THE CITY COMMISSION AT THE EARLIEST SCHEDULED MEETING OF THE COMMISSION AFTER NEGOTIATION OF SAID CONTRACT, FOR APPROVAL OF THE COMMISSION PRIOR TO EXECUTION THEREOF. "SUPPORTIVE DOCU1,JENTS FOLLOW" WHEREAS, the Commission of the City of Miami, by Resolution No. 80-49, dated January 24, 1980, temporarily designated parking structure projects as Category B projects with respect to the planning and design thereof, in accordance with Section 16-17 of the City Code, which section established procedures in contracting for said professional services and also established competitive negotiation requirgp�ep $„y(Jt th- INDEX ITEM NUO.__ regard to the furnishing of such services; and U U (J''' _. WHEREAS, in the implementation of the said construction program, the City Manager solicited expressions of interest from qualified consultants and evaluated the qualifications of those firms which responded to his inquiry, then selected the most qualified firms for providing professional architectural/ engineering services for the design and construction of parking projects, all in accordance with the State of Florida Consultants, Competitive Negotiations Act, enacted by the Florida Legislature, 1 July 1973; and CITY COMMISSION MEETING OF MAY 2 2 1980 80-37 RfiOWON N0.......«............. WHEREAS, the City Commission by Resolution No. 80-303, dated April 24, 1980, approved the selection by the City Manager of the most qualified firms to provide professional architectural/ engineering services for the Downtown Government Center and also authorized the City Manager to negotiate an Agreement for said services; and WHEREAS, a number of factors have indicated the possible need for the construction of a multi -level, public parking structure in the vicinity of the Omni, including heavy redevelopment underway or planned, the advent of mass transit, including a Downtown People Mover Station, proposed redevelopment in the Park West and congested traffic conditions at the MacArthur Causeway, Biscayne Boulevard interchange; and WHEREAS, it is in the best interest of the City of Miami to begin the development of such project as soon as possible to reduce costs; and WHEREAS, funding for the cost of contracting for professional architectural/engineering services to begin the development of parking projects is available in the Parking Capital Projects Fund; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The City Commission hereby approves the selection by the City Manager of Greenleaf-Telesca Planners - Engineers -Architects to provide professional architectural/ engineering services in the specialized field of feasibility studies required in the development process for the design and construction of proposed parking project. Section 2. The City Manager is directed to present to the City Commission the negotiated contract at the earliest scheduled meeting of the City Commission immediately following the negotiation of the said contract, for approval by the City Commission prior to execution. It is recommended that the attached resolution be adopted by City Commission in its meeting of May 22, 1980, approving Greenleaf-Telesca Planners -Engineers -Architects to provide professional architectural/engineering services for feasibility and design studies to determine the need for and feasibility of multi -level public parking in the vicinity of the Omni; allocating $30,000 from the Parking Capital Projects fund to cover the cost of said contract; and directing the City Manager to present the proposed contract to the City Commission for approval prior to execution thereof.i.- "SUp�OR-I" Background UOCUNIUN ,FOLLOW" In the Commission Meeting of April 24, 1980, the Com i sion approved, in principle, the concept of determining the need for multi -level public parking in areas of the City where redevelopment is underway and where future mass transit development would impact such areas. Proposed Project Area The City has identified the Omni area, bounded by MacArthur Causeway on the south, NE 2 Avenue on the west, NE 18 Street on the north and Biscayne Bay on the east, as having the potential for a multi -level, public parking project which could also incorporate mixed use elements, in view of such factors as, 1) the redevelopment projects now underway or in the making, 2) the advent of mass transit in the area (the northern leg of the Downtown People Mover), 3) the proposed Park West (In -Town, Down -Town) redevelopment and 4) the congested traffic conditions along Biscayne Boulevard at the MacArthur Causeway interchange. Proposed Resolution In the Commission Meeting of April 24, 1980, the City Commission approved Resolution No. 80-303, which listed the most qualified firms to provide professional architectural/engineering services in connection with the several aspects of developing parking projects. 80-374 Mr. Joseph R. Brassie Page 2 May 12, 1980 Since the No. 1 firm, Wilbur Smith and Associates, has been engaged by the County and the State to make a comprehensive traffic study in an area which includes the Omni, and since the No. 2 firm has been selected for a feasibility study in the Downtown Government Center, it was decided to select the No. 3 firm, Greenleaf-Telesca Planners - Architects -Engineers, to undertake the proposed project feasibility study. In the proposed resolution the City Commission will approve the City Manager's selection of Greenleaf-Telesca Planners -Engineers - Architects to provide professional architectural/engineering services for determining the need for and feasibility of constructing a multi- level, public parking structure in the vicinity of the Omni; will also authorize City Manager to negotiate with this firm for such feasibility and design services as may be required in accordance with the negotiation procedures of Section 16-17; will direct the City Manager to present the executed contract to the City Commission at a later date for its ratification and approval and will allocate $30,000 from the Parking Capital Projects Fund; to cover the cost of such contract and related services for the Omni area.
