TO STATE ATTORNEY JANET RENO TO DETERMINE IF THERE HAS BEEN ANY
VIOLATION OF LAW IN CONNECTION THEREWITH
A MOTION TO RECONSIDER AND DEFER CONSIDERATION OF CITY MANAGER'
REPORT DATED MAY 23, 1980 WHEREIN HE PROPOSES TO SELECT ARLYN
ENDE TO BE COMMISSIONED AS A CITY ARTIST TO CREATE A TAPESTRY
FOR THE LITTLE HAVANA COMMUNITY CENTER PENDING EXAMINATION OF
DRAWINGS AND ARTWORK OF THIS ARTIST
A MOTION OF INTENT INSTRUCTING THE CITY MANAGER TO INVESTIGATE
FUNDING IN THE 1980-81 FISCAL YEAR TO IMPLEMENT ADDITIONAL SWO
OFFICERS IN THE CITY OF MIAMI POLICE DEPARTMENT TO REGAIN THE
STRENGTH OF ITS HIGHEST PREVIOUS YEAR
A MOTION REQUESTING THE CITY MANAGER TO INVITE THE CHIEF OF
POLICE AND THE FIRE CHIEF AND OTHER DEPARTMENT DIRECTORS TO
APPEAR AT A FUTURE COMMISSION MEETING TO RECEIVE THE THANKS
OF THE COMMISSION FOR A JOB WELL DONE IN CONNECTION WITH THE
RECENT CIVIL DISTURBANCES AND REQUESTING AN ANALYSIS OF THE
OTHER CITIES, METRO, NATIONAL GUARD, FLORIDA HIGHWAY PATROL
AND ANY OR ALL OTHER PERSONS WHO ASSISTED THE CITY OF MIAMI
DURING THIS PERIOD IN ORDER THAT A SUITABLE EXPRESSION OF THE
GRATITUDE OF THE CITY MAY BE PREPARED
PLANNING AND ZONING AGENDA
A MOTION TO DEFER CONSIDERATION OF VACATION AND CLOSURE OF
S.W. 3RD STREET EAST OF S.W. 50TH AVENUE IN CONNECTION WITH
T.P. #1067- "NATALIA" IN ORDER TO GIVE THE APPLICANT IN THIS
MATTER AN OPPORTUNITY TO CONSIDER COMPENSATION TO THE CITY FOR
THIS CLOSURE
A MOTION DECLARING THE POLICY OF THE CITY COMMISSION THAT IN
THE FUTURE ANY PERSON REQUESTING VACATION AND CLOSURE OF ALLEYS
OR STREETS OWNED BY THE CITY TAXPAYERS, SHALL BE REQUIRED TO
OFFER VOLUNTARILY SOMETHING OF EQUAL VALUE TO COMPENSATE THE
TAXPAYERS FOR THEIR LOSS BY VIRTUE OF THE AFORESAID CLOSURE
A MOTION OF INTENT TO PURCHASE A PARCEL OF PROPERTY ADJACENT
TO AFRICAN SQUARE PARK AND INSTRUCTING THE CITY MANAGER TO
OBTAIN APPRAISALS OF THE VALUE OF THE PROPERTY AND RETURN TO
THE CITY COMMISSION WITH HIS RECOMMENDATION; FURTHER STIPULATI
THAT IF THE PROPERTY IS PURCHASED, ANY EXCESS PROFIT DERIVED
FROM ITS OPERATION WOULD BE RE -INVESTED IN COMMUNITY REVITAL-

A MOTION TO DENY AN APPEAL OF ZONING BOARD DENIAL OF CONDITIONAL
USE TO PERMIT A CONVENIENCE GROCERY STORE AT S.W. CORNER OF
S. W. 27TH AVENUE AND WEST TRADE AVENUE
A MOTION TO DENY APPEAL OF ZONING BOARD DENIAL OF VARIANCE FOR
YARDS AND LOT AREA TO PERMIT A CONVENIENCE GROCERY STORE AT S.W.
CORNER OF S. W. 27TH AVENUE AND WEST TRADE AVENUE
A MOTION GRANTING THE REQUEST OF ROBERT TRAURIG, ATTORNEY AT
LAW, REPRESENTING APPLICANTS APPEALING A DENIAL OF VARIANCE TO
PERMIT CONSTRUCTION OF 180 UNITS APARTMENT PROJECT AT APPROX-
IMATELY 401 BRICKELL AVENU DEFERRAL OF THIS MATTER IN ORDER
THAT THIS AND OTHER RELATE P-ATTERS MAY BE HEARD AT THE CITY
COMMISSION MEETING ON JUNE 26
ADMINISTRATIVE DIRECTIONS AND OTHER MISCELLANEOUS ITEMS
Mr. Gunderson was requested to produce the original document
indicating his professional degrees for Commission inspection
and to produce copies thereof.
A correction to the public record was made concerning the name
of the new administration building. It is to be referred to as
the "Don A. Hickman Building".
Resolution No. 80-414 was amended concerning the sale of
60 million in revenue bonds for the convention center by delet-
ing the words "The sale of"
Commissioner Plummer again inquired into the solution of the
problem of media cars being towed away in restricted parking
zones.
Commissioner Plummer requested a legal opinion from the City
Attorney regarding the Marine Stadium Enterprises contract.
Commissioner Plummer requested information regarding proposed
state legislation regarding property assessments.
Commissioner Plummer requested information regarding the delay
in submitting a Cable T.V. ordinance to the City Commission
and cautioned that pending state legislation would pre-empt
municipal control over cable T.V.
Commissioner Plummer questioned the signing of a contract with
the "Spirit of Miami" vessel without permission of the City
Commission.
Commissioner Plummer inquired as to the status of a bill
submitted to the City by Mr. Morty Freedman.
The City Manager was instructed to personally contact the
University of Illinois on Monday to clear up the matter of
the educational background of Mr. Gunderson.
Mr. Plummer suggested review of existing laws concerning the
licensing and operation of private clubs in condominiums
to include study and possible public hearing before August.
Commissioner Plummer noted the unsightly condition of the site
formerly occupied by the Ponce De Leon Hotel and inquired if
mandatory screening was possible.

ADMINISTRATIVE DIRECTIONS AND OTHER MISCELLANEOUS ITEMS

Commissioner Gibson brought up the matter of the signing of the
contract with Marine Stadium Enterprises. City Attorney George
Knox informed the Commission that he received a phone call from
Attorney John Thomas who was seeking an injunction before
Circuit Judge George Orr to prevent the signing of the contract.
A hearing is scheduled next week on this matter in Court.
Commissioner Carollo inquired into the status of the Cuban
Refugees in Fort Chaffee and inquired why Mr. C. Odio, Assistant
City Manager had travelled to Fort Chaffee and had not advised
members of the City Commission of his findings.
A complete accountability of all matters concerning the status
of the refugees was requested and that a written report be
submitted to the City Commission.
