A RESOLUTION AUTHORIZING THE CITY MANAGER TO
DEMOLISH UNSAFE STRUCTURES AS A RESULT OF THE
MAY 17-19, 1980, CIVIL DISTURBANCES WITHOUT
ASSESSING THE PROPERTY OWNERS THE DEMOLITION
AND CLEARANCE COSTS, SAID DEMOLITION BEING
AUTHORIZED BY THE OWNERS OF SAID STRUCTURES
AND ALL PARTIES INTERESTED THEREIN; FURTHER
REQUESTING THE CITY MANAGER TO SOLICIT OFFERS
FROM MINORITY CONTRACTORS WHERE NECESSARY OR
PROPER TO PERFORM SAID DEMOLITION; ALLOCATING
$247,000 OF 5TH YEAR COMMUNITY DEVELOPMENT
CONTINGENCY FUNDS FOR THE DEMOLITION PROGRAM.
WHEREAS, the civil disturbance which took place within the past
several days resulted in irreparable damage to several structures;
WHEREAS, the resulting weakened structures are in danger of
collapsing and are therefore a menace to the safety and health of the
residents at large;
WHEREAS, it is in the best interest of the city and for the
protection of its residents that such buildings and structures be
demolished and cleared as soon as possible.
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The City Manager is hereby authorized to demolish
unsafe structures made so as a result of the May 17-19, 1980, civil
disturbances without assessing the property owners the demolition and
clearance costs; provided, such demolition and clearance be also

Section 2. The City Manager is hereby requested to solici
offers from minority contractors where necessary or proper to perform
the said demolition services.
Section 3. The amount of $247,000 from 5th year Community
Development contingency funds is hereby allocated for the herein
demolition program.

Demolition of Unsafe Structures
as a Result of Civil Disturbance
It is recommended that the City Commission
authorize the City Manager to demolish un-
safe structures as a result of the May 17-19,
1980, civil disturbance without assessing the
property owners the demolition and clearance
cost; said demolition being authorized by the
owners of said structures; further authorizing
the City Manager to request informal bids and
enter into contracts to carry out this program;
providing for maximum minority participation;
allocating $247,000 of 5th year Community
Development funds for this purpose.
The civil disturbance which took place within the past several days resulted
in irreparable damage to several structures.
This debris is a menace to the safety and health of the residents.
In order to speed up the process, it is recommended that the city should pay
for the demolition and clearance costs from Community Development funds while
ensuring that a maximum number of minority firms are awarded contracts for
this purpose.
