S4 iu ORDINANCE NO. 8719 ORDINANCE NO. 9 Y 0 8 AN ORDINANCE AMENDING SECTION 1 OF ORDINANCE NO. 87199 ADOPTED OCTOBER 26, 1977, THE SUMMARY GRANT APPROPRIA- TIONS ORDINANCE, AS AMENDED; BY ESTABLISHING A NEW TRUST AND AGENCY FUND ENTITLED: "SUMMER FOOD SERVICE PROGRAM FOR CHILDREN - 1980" AND APPROPRIATING A GRANT AWARD FROM THE U.S. DEPARTMENT OF AGRICULTURE THROUGH THE FLORIDA DEPARTMENT OF EDUCATION, FOOD AND NUTRITION MANAGEMENT FOR THE OPERATION OF SAME IN THE AMOUNT OF $118,310; CONTAINING A REPEALER PROVISION AND A SEVERABILITY CLAUSE; AND DISPENSING WITH THE REQUIREMENT OF READING THE SAME ON TWO SEPARATE DAYS BY A VOTE OF NOT LESS THAN FOUR -FIFTHS OF THE MEMBERS OF THE COMMISSION. WHEREAS, the City Commission adopted Ordinance No. 8719 on October 26, 1977, establishing resources and appropriations for grant funds anticipated by the City of Miami, Florida, and for corresponding City matching funds; and WHEREAS, U.S. Department of Agriculture through the Florida Department of Education, Food and Nutrition Management has agreed to reimburse the City of Miami at a rate of $1.225 per summer lunch pro- vided to children within the parks of the City of Miami; and WHEREAS, the above mentioned reimbursement includes $1.135 for operational costs and $.09 for administrative costs for the program; and WHEREAS, an estimated 96,580 lunches will be served during the project period starting June 16, 1980 and ending August 15, 1980; and WHEREAS, an estimated $118,310 will be received from the State of Florida for carrying out the program; NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. Section 1 of Ordinance No. 8719, adopted October 26, 1977, as amended, is hereby further amended in the following particulars:1/ "Section 1. The following Trust and Agency Funds are hereby established and resources are hereby appropriated as described herein: 1/ Words and/or figures stricken through shall be deleted. All ordinances or parts of ordinances insofar as they are inconsistent or in conflict with the provisions of this ordinance are hereby repealed. Section 3. If any section, part of section, paragraph, clause, phrase or word of this ordinance is declared invalid, the remaining pro- visions of this ordinance shall not be affected. Section 4. The requirement of reading this ordinance on two separate days is hereby dispensed with by a vote of not less than four -fifths of the members of the Commission. HowZ�(rd, Director F Department of Leisure Services It is recommended that an Amendment to Ordinance No. 8719 be adopted to appropriate a $118,310 grant award for a Summer Food Service Program for Children - 1980, as per the attached Ordinance. This grant award will be made available to the State of Florida by the United States Department of Agriculture. Our agreement will be with the Florida Department of Education. No City cash contribution is needed to carry out the program. The program will provide free .lunches to children at twenty-four (24) City of Miami parks and playgrounds during the summer months, June 16 through August 15, 1980. Eligible participants must be eighteen (18) years of age or under, and must consume the meal on the park site. Twenty-one hundred and ninety-five (2195) lunches will be served daily; 96,580 for the total program, which also funds personnel = such as a program director, three site supervisors and three site monitors to insure that proper guidelines are followed.
