HomeMy WebLinkAboutR-80-0434RESOLUTION No. 8 0- 4 3 4 I A RESOLUTION AUTHORIZING THE CITY MANAGER TO CONDITIONALLY AWARD A CONTRACT FOR THE STRUCTURAL STEEL FOR THE CITY OF MIAMI/ UNIVERSITY OF MIAMI JAMES L. KNIGHT INTERNATIONAL CENTER TO FLORIDA STEEL CORP. WITH AN INCREASE IN THE BID AMOUNT FROM $4,385,991 TO $5,348,698, SUBJECT TO THE SUCCESSFUL TIMELY COMPLETION OF THE SALE OF THE CITY REVENUE BONDS ISSUED FOR SAID CENTER CONSTRUCTION. WHEREAS, the City has accepted an Economic Development Administration Grant, No. 04-51-20591, dated September 16, 1977, by Resolution No. 77-795, dated October 13, 1977, to assist in the construction of the CITY OF MIAMI/UNIVERSITY OF MIAMI JAMES L. KNIGHT INTERNATIONAL CENTER whereby the City agreed to maintain continuous onsite construction work; and WHEREAS, by Resolution No. 79-404, dated June 4, 1979, the Commission authorized the City Manager to receive bids for the structural steel for the City of Miami/University of Miami James L. Knight International Center and to have the engineering work started by Florida Steel Corp, the successful low bidder; and WHEREAS, in said bid documents, Florida Steel Corp. committed to hold their bid at $4,385,991 through January 2, 1980; and WHEREAS, by Resolution No. 79-615 the Commission authorized the release of the steel mill order in the proposed amount of $1,838,554; and WHEREAS, by Resolution No. 80-378, the Commission authorized the release of $540,000 for additional mill orders and fabrication; and WHEREAS, due to increased construction costs due to the delay in the sale of the bonds, changes in design and increases in the scope of the work under this contract, the City Manager and Florida Steel Corp. have determined that the increase would be $962,707; and NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: •� n �r�Rr�,tT �F�nc1( 1 CITY COMMISSION MEETING OF JUN 19, 1980 fir:.........................." 1H t -T I Section 1. The City Manager is hereby authorized to {° conditionally award a contract for the Structural Steel for the City of Miami/University of Miami James L. Knight International Center to Florida Steel Corp. with an increase in the contract amount from $4,385,991 to $5,348,698, subject to the successful timely completion of the sale of the City Revenue Bonds issued for said Center Construction. Knight International Center with Florida Steel Corporation be increased from the original base bid of $4,385,991 to $5,348,698. One of the major elements of the Conference/Convention Center is the structural steel. The detailing, the fabrication and the erection of the steel is on the critical path in the schedule of construction. In recognition of the whole project revolving around the structural steel, we took bids on the steel separate from the remaining portions of the project in June 1979. This contract price was $4,385,991. To keep this contract moving in stages, the City authorized $30,000 be paid to the contractor in June 1979 for preparation of shop draw- ings, and further authorized $1,838,554 for the purchase of steel in September 1979. This second award was subsequently modified to allow not only the purchase of: steel, but some fabrication, within the same contract amount. 'Phis release was increased by an additional $540,000 on May 22, 1980. These releases were held'to the minimum funds required until. such time as the bonds were sold. Negotiations have been goin(f on with r1orida Steel Corp. to keep this project moving. Because of our inability to meet the schedules in our contract and because of design changes, we will have to increase the scope of the contract by $962,707. The attached resolution authorizes the Manager to proceed with the full purchase and fabrica- tion of all the steel. work. When the bonds are sold it will be necessary to increase the scope of the contract by the $962,707,making the total contract $5,348,698 as opposed to the original amount of $4,385,991. cc: James J.
