HomeMy WebLinkAboutR-80-0486RESOLUTION NO. 8 0- 4 8 6 A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE AN ASSIGNMENT AGREEMENT WITH THE UNITED STATES DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT FOR THE SERVICES OF A HOUSING REHABILITATION SPECIALIST AND AUTHORIZING $16,500.00 TO BE ALLOCATED FOR THIS PURPOSE FROM SIXTH YEAR COMMUNITY DEVELOPMENT FUNDS. WHEREAS, the City of Miami has recently assumed responsibility for housing rehabilitation programs; and WHEREAS, the City of Miami anticipates participation for the first time in the federal HUD 312 rehabilitation program; and WHEREAS, implementation of housing rehabilitation programs is very complex, requiring special knowledge and expertise; and WHEREAS, the Intergovernmental Personnel Act of 1970 authorizes the temporary assignment of federal employees to local governments to assist in implementing and administering programs; and WHEREAS, a Housing Rehabilitation Specialist is available for temporary assignment from the federal government; and WHEREAS, the City of Miami would benefit from the expertise that would be received from a temporary personnel assignment from the federal Q C O0 v government; P" G rFa0 OsMM NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY 0'* Z ---i V MIAMI, FLORIDA: (n rn Section 1. City Commission Meeting Cepartment of Community Development June 6, 1980 It is recommended that a resolution authorizing the City Manager to execute the attached Assignment Agreement with the federal government for the services of a Housing Rehabilitation Specialist for one year be approved. Title IV of the Intergovernmental Personnel Act of 1970 authorizes the temporary assignment of federal employees to local governments in order to assist local governments to obtain federal expertise in implementing and administering programs. The City of Miami has recently assumed responsibility for housing rehabilitation and is currently in the initial stages_of implementation. In addition, the City is anticipating participation for the first time in the HUD 312 program for rehabilitation of multi -unit buildings. In order to assist City staff in these programs, it is desirable to attain the services of a federal minority woman employee who has considerable relevant experience. We are fortunate that Ms. Shirley Williams, Rehabilitation Specialist, is available and willing to come to Miami on a one-year temporary assignment to assist the City. The Assignment Agreement is attached and explains the conditions of the assignment. The City will pay 51% of Ms. Williams' pay for the assignment period and travel and transporation expenses to, from and during this period. The principal purpose of the Assignment Agreement is to formally document the temporary assignment of an employee ibenveen two agencies of Government under the Intergovernmental Personnel Act. The Assignment Agreement also establishes the legal basis for personnel and financial transactions which facilitate these temporary assignments. The only consequence of not providing the requested Information is the delay in processing or rejection by HUD of the individual for consideration for such an assignment. As the term "State or local government" occurs on the form, it should be understood also to refer to an institution of higher education and Indiana tribe.
