IN CONNECTION WITH THE DOWNTOWN SUMMER FESTIVAL "MAIN STREET OF THE AMERICAS", SPONSORED BY THE DOWNTOWN MIAMI BUSINESS ASSOCIATION, SUBJECT TO ISSUANCE OF PERMITS BY THE POLICE AND FIRE DEPARTMENTS. BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. Flagler Street between the Dade County Courthouse and Biscayne Boulevard is hereby closed to through traffic on Sunday, August 3, 1980, between 12:00 p.m. and 9:00 p.m., in connection with the DOWNTOWN SUMMER FESTIVAL "Main Street of the Americas", sponsored by the Downtown Miami Business Association. Section 2. The aforesaid closure is authorized subject to issuance of permits by the Police and Fire Departments, in order to effectuate safe pedestrian passage during such festival. The Downtown Miami Business Association is sponsoring a DOWNTOWN SUMMER FESTIVAL "Main Street of the Americas" on Sunday. -August 3, 1980 on Flagler Street from the Dade County Courthouse to Biscayne Boulevard. They have requested the closing of Flagler Street for the festival, in - kind services for required police participation and in -kind services for Solid Waste services. In accordance with City Commission Policy No. 100-4, any labor or other in -kind services provided during non -routine hours and in overtime situations must be charged to the sponsoring organization. The Police Department has established a standard procedure for providing services for festivals. They provide a specific number of police offi- cers at the scene of festivals such as this at no cost to the sponsoring organization to insure public safety. To insure event success, howeverA the sponsoring organization must pay for additional officers. The Sunday schedule for street cleanup in the downtown area begins at 11:00 P.M. Since this affair will end at 9:00 P.M., Mr. Clarance Patterson, Director of the Department of Solid Waste, has informed me that his department will begin cleaning the streets earlier on August 3, 1980 to compensate for the festival at no cost to the sponsoring organi- zation. However, the cleaning of the sidewalks in this area does not begin until 7:00 A.M. Since the Downtown Miami Business Association plans to sell food during the festival, the sidewalks will need to be cleaned prior to this time which will result in a cost to the sponsoring organi- zation of approximately S350. - 1 - 80-471, n I am therefore recommending the following services for the festival: _ 1. Requested street closure 2. Police services to guarantee public safety 3. Street cleaning Inasmuch as the above items 2 and 3 are routine departmental functions. Box 330708 Miami, Fla. 33133 Dear Mr. Grassie: The Downtown Miami Business Association is sponsoring the DOWNTOWN SUMMER FESTIVAL "Main Street of the Americas," on Sunday, August 3,1980. It will take place on Flagler St. between the Courthouse and Biscayne Blvd. The event will include representation from all segments of,our community in Downtown Miami, and it will feature international foods, arts and crafts from all the Americas, street dancing, live entertainment, folkloric shows and much more. The closing events will be an exciting Comparsa followed by a fireworks display. The festival's concept is indeed unique in that downtown Miami's multi -ethnic, multi -cultural international community will join in a salute to the great American Pioneering Spirit... from the American Cowboy to Bluegrass Country. We are requesting from the City Commission a resolution to close the streets involved according to recommendations from the City of Miami Police Department. The DMBA is also asking for the necessary and required police participation in this event in an in -kind manner, along with the clean up of the streets by the Solid Waste Dept. immediately following the festival.
