HomeMy WebLinkAboutO-09118LCD/slm AMENDMENT NO 4 TO ORDINANCE NO. 9000 6/9/80/B4 ORDINANCE N0. 9118 AN ORDINANCE AMENDING SECTION 1 OF ORDINANCE NO. 90009 ADOPTED OCTOBER 17, 1979, THE ANNUAL APPROPRIATIONS ORDINANCE FOR THE FISCAL YEAR ENDING SEPTEMBER 30, 1980, AS AMENDED; BY INCREASING THE APPROPRIATION FOR THE GENERAL FUND, SPECIAL PROGRAMS AND ACCOUNTS, BY $58,000; BY DECREASING THE APPROPRIATIONS FOR THE DEPARTMENTS OF COMPUTERS AND COMMUNICATIONS BY $439257 AND MANAGEMENT AND BUDGET BY $14,743; TO PROVIDE FUNDS FOR CONSULTING ASSISTANCE IN THE IMPROVEMENT OF THE CITY'S ADMINISTRATIVE SYSTEMS AND PROCED'1RES; CONTAINING A REPEALER PROVISION AND A SEVERABILITY CLAUSE; AND DISPENSING WITH THE REQUIREMENT OF READING SAME ON TWO SEPARATE DAYS BY A VOTE OF NOT LESS THAN FOUR -FIFTHS OF THE MEMBERS OF THE COMMISSION. WHEREAS, the City Commission adopted Ordinance No. 9000 on October 17, 1979, establishing revenues and appropriations for the City of Miami, Florida, for the fiscal year ending September 30, 1980; and WHEREAS, it has been determined that it would be advantageous for the City to obtain professional consulting assistance in the improvement of the City's administrative systems and procedures; and WHEREAS, a proposal has been submitted by Booz, Allen, and Hamilton, Inc. to provide said consultation services; and WHEREAS, said proposal provides for a management study to be conducted on a "time and materials" basis within a period of 90 days for a cost not to exceed $58,000, including all professional time charges and related assignment expenses; and WHEREAS, funding for said study is available from the Salaries and Wages accounts of the departments of Computers and Communications and Management and Budget; and WHEREAS, the above mentioned departments will be required to maintain 5 vacant positions for the next few months to generate the $58,000, as follows: Department Computers and Communications Management and Budget Total No. of Positions Amount 4 $43,257 1 14 743 5 lkyo WHEREAS, $58,000 can be appropriated into the General Fund, Special Programs and Accounts, under a new line -item entitled: "Consultant - Management Study" to provide funding for the aforementioned management study; NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. Section 1 of Ordinance No. 9000, adopted October 170 1979, the Annual Appropriations Ordinance for the Fiscal Year ending September 30, 1980, as amended, is hereby further amended in the following particulars:l/ "Section 1. The following appropriations are made for the municipal operations of the City of Miami, Florida, for the fiscal ,year 1979-80 including the payment of principal and interest on all General Obligation Bonds: Departments, Boards,_and Offices Appropriation GENERAL FUND Computers and Communications $--2148;;328 $ 2,364,063 Management and Budget $ 1,107,846 Special Programs and Accounts $--6T362;967 $ 6,410,957 Section 2. The herein increase of $58,000 in Special Programs and Accounts and the corresponding decreases in the appropriations for the General Fund departments as indicated above in Section 1 are for the purpose of fund- ing a management study to be conducted by the consulting firm of Booz, Allen and Hamilton, Inc. 1/ Words and/or figures stricken through shall be deleted. All figures are rounded to the next dollar. -2- 9118 Section ^: All ordinances or parts of ordinances insofar as they are inconsistent or in conflict with the provisions of this ordinance are hereby repealed. Section 4. If any section, part of section, paragraph, clause, phrase, or word of this ordinance is declared invalid, the remaining provi- sions of this ordinance shall not be affected. Section 5. The requirement of reading this ordinance on two separate days is hereby dispensed with by a vote of not less than four -fifths of the members of the Commission.
