HomeMy WebLinkAboutO-09117LCD/slm +� AMENDMENT NO. e3 TO ORDINANCE NO. 9000 6/9/80 ORDINANCE N0. 9117 AN ORDINANCE AMENDING SECTION 1 OF ORDINANCE N0, 9000, ADOPTED OCTOBER 17, 1979, THE ANNUAL APPROPRIATIONS ORDINANCE FOR THE FISCAL YEAR ENDING SEPTEMBER 30, 1980, AS AMENDED; BY INCREASING THE APPROPRIATION FOR THE GENERAL FUND, SPECIAL PROGRAMS AND ACCOUNTS, IN THE AMOUNT OF $40,000; BY DECREASING THE APPROPRIATION FOR THE DEPARTMENTS OF COMPUTERS AND COMMUNICATIONS BY $20,221, HUMAN RESOURCES BY $9,779, AND PUBLIC WORKS BY $10,000; FOR THE PURPOSE OF PROVIDING FUNDS FOR AN EMERGENCY FOOD PROGRAM FOR PEOPLE IN THE AREA AFFECTED BY THE RECENT CIVIL DISTURBANCE; CONTAINING A REPEALER PROVISION AND A SEVERABILITY CLAUSE; AND DISPENSING WITH THE REQUIREMENT OF READING SAME ON TWO SEPARATE DAYS BY A VOTE OF NOT LESS THAN FOUR -FIFTHS OF THE MEMBERS OF THE COMMISSION. WHEREAS, the City Commission adopted Ordinance No. 9000 on October 17, 1979, establishing revenues and appropriations for the City of Miami, Florida, for the fiscal year ending September 30, 1980; and WHEREAS, Motion No. 80-369, adopted May 22, 1980, authorized and directed the City Manager to provide an emergency food program for people in the area affected by the recent civil disturbance beginning at 6:00 p.m. on May 22, 1980 and continuing through May 26, 1980; and WHEREAS, said Motion stipulated that this emergency allocation should provide meals for approximately 2,000 of the affected people, with the cost not to exceed $10,000 per day, or a total of $40,000; and WHEREAS, due to the emergency nature of this program, $40,000 was made available from the Severance Pay account in Special Programs and Accounts and was transferred to a new line -item entitled: "Overtown Feeding Program"; WHEREAS, the herein appropriation replaces said funds transferred as mentioned above; and WHEREAS, funds are available for said purpose from the Salaries and Wages accounts of the departments of Computers and Communications, Human Resources, and Public Works; and WHEREAS, the above mentioned departments will be required to maintain 7 vacant positions for the next few months to generate the $40,000, as follows: No. of Department Positions Amount Computers and Communications 1 $ 20,221 Human Resources 3 9,779 Public Works 3 10,000 Total 7 WHEREAS, the $40,000 can be appropriated into Special Programs and Accounts to fund the emergency food program for people in the area affected by the recent civil disturbance; NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: i Section 1. Section 1 of Ordinance No. 90009 adopted October 17, 1979, the Annual Appropriations Ordinance for the Fiscal Year ending September 30, 1980, as amended, is hereby further amended in the following particulars:!/ "Section 1. The following appropriations are made for the municipal operations of the City of Miami, Florida, for the fiscal year 1979-80, including the payment of principal and interest on all Gen- eral Obligation Bonds: Departments, Boards, and Offices Appropriation GENERAL. FUND Computers and Communications $--234273644 $ 2,407,320 Human Resources $--4186ralm $ 12 056,193 Public Works $--8;89618§4 $ 8,885,854 Special Programs and Accounts $--6;3I27967 $ 6,352,957 Section 2. The herein increase of $40,000 in Special Programs and Accounts and the corresponding decreases in the appropriations for the General Fund departments as indicated above in Section 1 are for the purpose of pro- viding funds for an emergency food program for people in the area affected by the recent civil disturbance. 1/ Words and/or figures• stricken through shall be deleted. All ordinances or parts of ordinances insofar as they are inconsistent or in conflict with the provisions of this ordinance are hereby repealed. Section 4. If. any section, part of section, pari;:; -aph, clause, phrase, or word of this ordinance is declared invalid, the remaining provi- sions of this ordinance shall not be affected. Section 5. The requirement of reading this ordinance on two separate days is hereby dispensed with by a vote of not less than four -fifths of the members of the Commission.
