AMENDMENT NO. 13 TO ORDINANCE NO. 9019
ORDINANCE NO. 9115
AN ORDINANCE AMENDING SECTION 1 OF ORDINANCE NO.
9019, ADOPTED NOVEMBER 8, 1979, THE CAPITAL
IMPROVEMENT APPROPRIATIONS ORDINANCE FOR THE
FISCAL YEAR ENDING SEPTEMBER 30, 1980, AS AMENDED;
BY ESTABLISHING PROJECT XI.B.2., ENTITLED: "MIAMI
SPRINGS GOLF COURSE IRRIGATION SYSTEM", IN THE
AMOUNT OF $25,000 FROM MIAMI SPRINGS GOLF COURSE,
ENTERPRISE FUND, FY'79 RETAINED EARNINGS;
CONTAINING A REPEALER PROVISION AND A SEVERABILITY
CLAUSE; AND DISPENSING WITH THE REQUIREMENT OF
READING SAME ON TWO SEPARATE DAYS BY A VOTE OF NOT
LESS THAN FOUR -FIFTHS OF THE MEMBERS OF THE
COMMISSION.
WHEREAS, the City Commission adopted Ordinance No. 9019 on
November 8, 1979, establishing resources and appropriations for the imple-
mentation of capital improvements in the City of Miami for the fiscal
year ending September 30, 1980; and
WHEREAS, the Department of Leisure Services has determined that
there is a need to complete the irrigation system at the Miami Springs Golf
Course; and
WHEREAS, estimates received from the Department of Public Works
indicate that the completion of the above mentioned system will cost $25,000
; and
WHEREAS, $25,000 is available from Miami Springs Golf Course,
Enterprise Fund, FY'79 Retained Earnings, and can be appropriated into Section
XI.B.2 of the FY'80 Capital Improvement Appropriations Ordinance for the
purpose of providing funds for the completion of the irrigation system for said
facility;

Section 2 . All ordinances or parts of ordinances insofar as they
are inconsistent or in conflict with the provisions of this ordinance are
hereby repealed.
Section 3, If any section, part of section, paragraph, clause,
phrase, or word of this ordinance is declared invalid, the remaining provi-
sions of this ordinance shall not be affected.
Section 4. The requirement of reading this ordinance on two
separate days is hereby dispensed with by a vote of not less than four -fifths
of the members of the Commission.

Capital Improvement
Appropriation of $25,000 for
Completion of the Irrigation
System at Miami Springs Golf
Course
It is recommended that $25,000 be appropriated
into Section XI.B.2 of the FY 1979-80 Capital
Improvement Appropriations Ordinance for Miami
Springs Golf Course, Enterprise Fund, from FY'79
Retained Earnings for the purpose of completing
the irrigation system.
The Department of Leisure Services has determined that there is
a need to
complete the irrigation system at the Miami Springs Golf Course. The
Department of Public Works estimates that the completion of
the above
mentioned system will cost $25,000. This amount is available
from Miami
Springs Golf Course Enterprise Fund, FY'79 Retained Earnings.
The attached proposed ordinance appropriates said funds into Section XI.B.2. of
the Capital Improvement Appropriations Ordinance and establishes a
new project
entitled: "Miami Springs Golf Course Irrigation System".
This ordinance has teen prepared for the June 26, 1980 City
Commission
meeting. ,

Enclosed please find information regarding the following
appropriations of funds from the Golf Enterprise Funds
as approved by the Manager's Office:
1) $25,000 for completion of an irrigation system at
the Miami Springs Golf Course. The enclosed
memorandum from Public Works, dated October of
1977, was reviewed by Grover Larkin, Electrical
Engineer on Thursday, June 5, 1980, and a 25%
increase was determined appropriate for an
updated cost.
2) $10,000 for fencing at the Melreese Golf Course.
George Picard, Engineer for Public Works provided
the following costs of fencing - $1.25 sq. f t.,
posts at $10.00 per linear ft.
fencing 590' x 12 x $1.25 = $8,850
posts 10 x 12 x 10 = 1,200

I am requesting your approval for expenditures of approximately
$44,500, from Retained Earnings of the Golf Course Enterprise
Fund for the following:
1. $25,000 for the purchase of pumps and starters for
the Country Club of Miami in Miami Springs. This
• was part of a purchase approved in 1975 from the
Capital Improvement Fund which was not completed.
(See enclosed referenced memorandum)
2. $10,000 for fencing to enclose the storage barn
adjacent to the 16th green at the Melreese Golf
Course. Recent attempted break-ins have necessitated
this action.
3. $9,500 for payment of Automatic Irrigation Pumping'
System budgeted and ordered in April of 1979. Due
to the fact that delivery and billing did not occur
until October of 1979, a new fiscal year, those funds
earmarked for payment were not encumbered (policy of
Finance Department), but rather placed into Retained
Earnings. Therefore, it is necessary to re -appropriate
funds for payment of this purchase.
The Finance Department has determined the Retained Earnings from
the Golf Course Enterprise to be approximately $200,000.
With your approval below, I will prepare the necessary requisitions
for items #1 and #2, and initiate payment of item #3.

We have been able to convince F. P. & L. to install a primary
3-phase service across the golf course to the maintenance shed
area and install a transformer there at no cost if we provide
the trench and backfill the trench after they install the cable.
We would then transfer the existing services to the new trans-
former and remove the overhead power lines and poles. See
attached marked aerial photo. The estimated cost is as follows:
1. 1800 feet trenching 42 inches deep, and
backfill $ 3,600
2. Transfer existing electrical services to
new transformer (underground 350') .

The trenching for Item 1 (18001), 2 (350'), 3 (2001) and 6 (2001)
could be accomplished by City forces (Parks Department) at some
savings and the balance of Items 2, 3, arJ 6 either by contract or
City forces (work load permitting).
Please advise us promptly if you Trish to proceed so that we can
notify F. P. & L. Their lead time is five months.

In April of 1975, $27, 000 was allocated from the
Capital Improvement Fund for the purpose of installing
pumps and starters at the Miami Springs Golf Course.
On July 31, 1975, Resolution 1/75-7.19 authorized
purchase of the pumps and starters in the amount of
$14, 993. 51.
Since that time there have been no draws upon these
funds which were set aside for improvements at the
golf course.
In order to complete this job an estimate by the
Department of Public Works has been made showing
the necessary work needed. The attached memorandum
from William E. Parkes, Director, shows a cost of
$19, 000. However, by having the work done in-house,
this expense could be reduced to approximately $12,000.
Is it possible to have an appropriation made from the
Capital Improvement Fund balance in order to proceed
with this work? Kindly advise.
