R-07-0290, ADOPTED MAY 24, 2007, AND SUBSTITUTING IN LIEU THEREOF A RESOLUTION OF THE MIAMI CITY COMMISSION APPROVING, IN PRINCIPLE, THE MIAMI PARKS AND RECREATION SYSTEM MASTER PLAN, ATTACHED AND INCORPORATED AS EXHIBIT "A," AS A GUIDING TOOL FOR THE FUTURE DEVELOPMENT AND PRESERVATION OF CITY OF MIAMI PARKS AND PUBLIC SPACES AS ENVISIONED IN THE MIAMI 21 INITIATIVE; DIRECTING THE PARKS AND RECREATION DEPARTMENT TO REPORT ON A BI-ANNUAL BASIS REGARDING THE IMPLEMENTATION OF SAID PLAN. SPONSOR(S): Commissioner Sabina Covo WHEREAS, pursuant to Resolution No. R-07-0290 adopted at the May 24, 2007, City Commission Meeting, the City of Miami ("City") approved the Miami Parks and Public Spaces Master Plan completed by Goody, Clancy, & Associates, Inc. for the City of Miami, Department of Parks and Recreation; and WHEREAS, the City recognizes the need to update the Miami Parks and Public Spaces Master Plan to address the evolving needs of our community and align with the goals of the Miami 21 Zoning Code; and WHEREAS, extensive stakeholder engagement, including in -person and virtual public meetings, surveys, and workshops, was conducted to gather input and ensure community involvement in the planning process for the new Miami Parks and Public Spaces Master Plan, attached and incorporated as Exhibit "A" ("Master Plan"); and WHEREAS, the new Master Plan sets forth a clear vision and strategic framework for the development, enhancement, and preservation of the City of Miami's parks and recreation system, aiming to create accessible, sustainable, and vibrant outdoor environments that promote community well-being, recreational opportunities, and environmental stewardship; and WHEREAS, the City Commission finds that adopting the new Master Plan is in the best interest of the City, as it will provide a cohesive and forward -thinking approach to guide future decisions regarding parks and public spaces; and WHEREAS, the City Commission hereby accepts and approves the new Master Plan as a guiding tool for the future development and preservation of City parks and public spaces; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble of this Resolution are adopted by reference and incorporated as fully set forth in this Section. The City Commission hereby rescinds Resolution No. R-07-0290, adopted on May 24, 2007, which approved the Previous Master Plan. Section 3. The City Commission hereby approves the new Master Plan attached and incorporated as Exhibit "A." Section 4. The City Commission directs the City Manager to direct Parks to report on a biannual basis regarding the implementation of said plan. Section 5. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.'
