They wish totIquest the City Commission to grant them a waiver of the fee for use of the Miami Baseball Stadium on August 16, 17, and 23, 1980. The City Manager has already authorized "minimum fee" which equals one-half of the regularly scheduled rental fee. However, the Academy would like for this fee to be waived. They of course will be responsible for all other costs. 80-521 r, s June 12, 1980 Mr. Alfonso Rodriguez ' Director, Latin American Baseball Academy 3930 N.W. 3rd Street Miami, Florida 33126 Dear Mr. Rodriguez: This is in response to your letter requesting the use of the Miami Stadium, free of charge to hold the annual baseball series for the Latin American Baseball Academy on August 16, 17, and 23, 1980. The City Commission has established a policy regarding requests by organi- zations for the use of City facilities. This policy, No. 100-1 (attached), authorizes me to grant up to one-half the regularly scheduled fee for the use of City facilities, providing certain criteria are met. Since your organization will be charging an admission fee of $1.00 and you have informed Angela Bellamy of my staff that any income derived from this venture will be used for the investment of equipment for teams, you have satisfied the criteria. However, this office must receive a detailed accounting of funds received and disbursed within thirty days after your event. I am therefore authorizing the application of a "minimum fee" equal to one- half the regularly scheduled rental fee to the Miami Baseball Academy on August 16, 17, and 23, 1980. Your organization will of course be responsible for all other costs (such as all overtime labor chargeL, insurance, electricity, etc.) I hope that your event is successful. Sincere y,,, Cil !1 It. PURPOSE: To uniformly administer the numerous requests for waiver of fees, to assist the City in conforming to existing laws, to encourage activi- ties which benefit the community, and to ensure that City facilities generate sufficient user revenue to offset the cost of maintaining those facilities and to provide sufficient revenue to amortize the City's capital investment in those facilities. POLICY: It is the policy of the Miami City Commission that all users of City facilities and equipment for which rental fees are normally charged shall pay the currently scheduled rates, except under certain cir- cu.:.stances where a minimum fee shall be charged. The "minimum fee" shall be one-half the regularly scheduled fee, and shall be applicable 1. Where thu project, event or activity serves a public purpose or will have significant positive impact upon the cultural and/or economic well being of the City and where either a. No admission is to be charged patrons of the event, project or activity; or b. It is the policy of the City Commission that these charges will not be waived or reduced. This represents a formal statement of a previ- ously unwritten policy. When the City permits the application of a minimum fee to a requesting organization for a project, event or activity that involves the raising of funds, the granting of the minimum fee carries with it the require- ment that a detailed accourt�g..Q,`.�uzds_xece�.ved and disbursed must be submitted to the City Manager.within thirtydays of. the conclusion of such event.'— This financial accounting must also include a state- ment of how -net profits (income after event costs) are distributed and in what amounts. Honorable Vice Mayor: The undersigned, Alfonso Rodriguez, Director of the Latin American Baseball Academy, which I have had the honor to direct since 1963, the year of its foundation, I direct myself to you to see whether through you I could be granted the use of the rounds of the Miami Stadiu4uring the days of August 16-17 and 23 ??) to present, as we have done every year, a baseball series between all the teams that make up the Academy, which is not a business deal since it is a youth organization, it is neither "prof nor lucrative." Dr., Lacasa, I want you to know that they want to charge me for the use of the Stadium a fee which for our Academy and for the youths who belong to it, would mean a big sacrifice. Of course, I want to make it clear that we would pay electricity costs which would come to about $500.00, and also the pay for the electrician and the people who main- tain the grounds in good shape and those who clean the Stadium. I also wnat to tell you that in this series we include the cost of umpires, balls, and the commentator, as you can see these are costs that mean a great sacrifice. Honorable Vice Mayor, Dr. Armando Lacasa, since you are a great sports- man, you will see that what we are doing is very stimulating for the youngsters, not only for those of the Academy but also for those whc will be competing with us during this series. I have no doubt, Dr. Lacasa, that you will do all that is in your power that they will not charge us for the three-day use of the Stadium. Of course we will be paying the above mentioned charges. They are interested in using the Miami Stadium on August 16, 17 and 23rd free of charge.
