Grossie City Manager FROM Jim Reid, Director Planning Department July 3, 1980 ,E Agenda Item'' City Commis on Meeting, July 10, 1980 County Presentation of Transit Station designs for Washington Heights, Culmer and Santa " Clara On July 10th, the Dade County Office of Transportation Administration will present station site and architectural plans for the Washington Heights, Culmer and Santa Clara stations. The enclosed plans for the three stations represent the most current designs available from OTA, but, as the handwritten notes on the plans indicate, a number of design considerations that have been requested by City Planning have not as yet been incorporated into the design drawings. In addition, we do not believe any presentations have been made to the local citizens planning committees. It may be the wish of the Commission that such local presentations be made before final City approval is given. Evaluations of the station plans included are as follows: Washington Heights: The entrance walkway should be shifted to the west so as to align with the 7th Street sidewalk axis landscaping, on -site should likewise reflect the lineal plantings of 7th Street street trees to emphasize the pedestrian approach on 7th Street. This is primarily a design emphasis of the Overtown Plan objective of drawing transit patrons down a 7th Street retail spine. - The northwest corner of the site at I st Court and 8th Street should be reserved for future on -site retail services (as requested by the citizen committee) and a small plaza constructed as a format for introduction of those services (food sales, flowers, news-stand, bakery, etc.) The facade design of the station needs to recognize the off -set walkway entrance and provide a suitable visual terminus such as a mosaic tile wall mural (present plans would place fare change machines at that focal point). - Utility extensions in the floor of the concourse should be extended to the east wall of the station to accommodate a future entrance linking to the Park West redevelopment area. This would be to avoid extra cost and disruption involved in tearing up the concourse to extend utilitites at a later date. 80-511 s777 Joseph R. Grossie July 3, 1980 City Manager Page #2 Culmer Stations - The loop street linking 7th Court to 8th Avenue should not be built to discourage kiss & ride drop off north of the station and permit abandonment of the street (7th Court) and assemblage of properties to east and west for the planned housing redevelopment north of station. - Design treatment of the southeast corner of the site at the IIth Street and 7th Avenue intersection should reflect a more urban plaza design that would match a retail shopping plaza to be built south of I I th Street. Current designs call for meandering paths and earth mounds for shrubery that would both visually block the station entrance and become a maintainance problem. - The large banyan trees between 8th Street Road and Wagner Creek should be trimmed and root -pruned immediately so they may be safely moved when guideway construction begins in several months. - Substantial landscaping and sound attenuating walls will be needed along the north property line to screen buses from residential to north. - Shade trees and shrubbery will be needed between kiss and ride drop- off area and the ancillary facility to soften the dominance of pavement and concrete walls at this location. Santa Clara Station - The indicated exit and entrance to parking lot from 20th Street should be eliminated as it will create hazardous traffic conflicts so close to the 12th Avenue signal. - Pedestrian walkway and landscape design at fare gate entrance needs to relate better to produce market to north and future joint development on the southeast corner of the station. - Bus bays should be moved 50 feet westward to allow pedestrian connection north to ToVilla produce center. - Enclosures of platforms should be low enough and made of transparent material so as to allow both transit patrons on the station platfor►n and in the train to view the produce center and potential joint development sites.
