A RESOLUTION AUTHORIZING THE CITY MANAGER
TO INTERVIEW, SELECT AND NEGOTIATE
CONTRACTS WITH AT LEAST TWO (2) INDEPEN-
DENT APPRAISERS FOR THE PURPOSE OF COMPLY-
ING WITH THE CONTRACT REQUIREMENTS OF THE
TURNKEY CONTRACT FOR THE CONVENTION
CENTER PARKING GARAGE; AND FURTHER AUTHO-
RIZING THAT THE CITY MANAGER CAN PAY THE
FEES NEGOTIATED FROM THE BOND PROCEEDS.
WHEREAS, there exists between the City of Miami and Miami
Center Associates, Inc. a Turnkey Contract for the construction
of the Convention Center Parking Garage; and
WHEREAS, one of the provisions of this contract requires
the City to have made two (2) independent appraisals to determine
the cost of the Convention Center Garage; and
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. That the City is authorized to interview,
select and pay appraisal fees from the bond sale for the purpose
of determining the cost of the Convention Center Parking Garage.

The Turnkey Contract between the City of Miami and Miami Center
Associates, Inc. requires that the cost of the garage be deter-
mined by two (2) independent appraisers selected by the City
with review by Miami Center Associates, Inc. The following
firm names have been selected by the City and reviewed by Miami
Center Associates, Inc.

You will note that each of the firms is local. It is felt that
using firms outside of this area would not be practical under the
time constraints we must work against.
The services we are :aquesting have been cleared with the Law
Department as :,ot re,,_i.iug the procedures of the Competitive
Negotiations Act regarding the hiring of professional engineers,
architects, land surveyors or landscape architects.
Attached is a letter Lhat I have sent to each of the above firms
inviting their participation. Also attached is a resolution
authorizing you to enter into contracts on a negotiated fee basis.

Attached is a copy of the City of Miami Turnkey Contract and a
letter of understanding with Miami Center Associates for the
construction of a parking garage in conjunction with the Con-
vention Center.
You will note in Section 5, Paragraphs 5.1 and 5.1.1, of the
Contract, that the City is required to determine the price of
the garage through the use of appraisers. You will further
note that the plans are required to be at least 50% complete
at the time the final appraisals are made.
It is the City's intention to have more than one review, and
for that purpose we would like to engage the services of an
appraiser immediately. If you are interested in providing
this service, telephone me at 579-6040.

both of us for an appointment. `
