S. Department of Commerce Economic Development matching "Latin Quarter" Grant accepted under authorization of Resolution No. 79-673. Such bids had been properly held in a locked safe and were opened promptly at 2:00 P.M. which was the official time prescribed. 2. The bids were opened and read out loud in the pres- ence of 9 individuals who attended the opening of this bid. 3. That every bid was turned in on time, and such open- ing was conducted in an orderly and proper fashion. 4.
