WHERFAS, sealed bids were received May 28, 1980
for RIVERVIEW STOR:4 SEWER PROJECT - PHASE I I ; and
WHEREAS, the City Manaj*er reports that the
$174,913.4? bid of Williams Paving Co., Inc. for base bid
of the proposal, is the lowest responsible bid and
recommen,is that a contract be awarded to said firm; and
'�111EREAS, the Capital Improvements Appropriation
Ordinance :1o. 9019, as amended, was adopted on November 8,
1979, and monies are available for the proposed amount of
the contract, project expense, incidentals, and indirect
cost from the account entitled "Storm Sewer General
Obligation Bond Fund", as set forth under Section V,
Item B-3, of said ordinance; and
WHEREAS, the RIVERVIEW STORM SEWER PROJECT -
PHASE II is an element of the work the City agreed to
accomplish under the U. S. Department of Commerce Economic
Development matching "Latin Quarter" Grant accepted under
authorization of Resolution No. 79-673.
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION

Section 1. The May 28, 1980 bid of Williams
Paving Co., Inc. in the proposed amount of $174,913.42
for the project entitled RIVERVIEW STORM SEWER PROJECT -
PHASE II, for the base bid of the proposal, based on unit
prices, is hereby accepted at the price stated therein
to cover the cost of said contract.
Section ?. The amount of $1714,913.42 is
hereby allocated from the account entitled "Storm Sewer
General Obligation Bond Fund".
Section 3. The additiona'' amount of $19,240.58
is hereby allocated from the aforesaid fund to cover the
cost of project expense.
Section 4. The additional amount of $3,498.00
is hereby allocated from the aforesaid fund to cover the
cost of such incidental items as advertising, testing
laboratories, and postage.
Section 5. The additional amount of $7,748.00
Is hereby allocated s'rom the aforesaid fund to cover
the indirect cost.
Section 6. The City Manager is hereby authorized
to enter into a contract on behalf of The City of Miami
with Williams Pavinf; Co., Inc. for RIVERVIEW STORM SEWER
PROJECT - PHASE II, base bid of the proposal.

Please be advised that in connection with the official
receipt and opening of Bid No. 79-80-68 for RIVERVIEW
STORM SEWER PROJECT - PHASE II, that such bids were
opened one at a time and in compliance with pertinent
regulations, namely:
1. Such bids had been properly held in a locked safe
and were opened promptly at 2:00 P.M. which was
the official time prescribed.
2. The bids were opened and read out loud in the pres-
ence of 9 individuals who attended the opening of
this bid.
3. That every bid was turned in on time, and such open-
ing was conducted in an orderly and proper fashion.
4. That after the opening of such bid, this office pro-
ceeded to prepare a Bid Security list in duplicate
itemizing the bids which had been received, and
delivered all such bids plus a copy of the Bid Secu-
rity list to Mr. Joe Harris of the Public Works
Department as is customary in these cases for proper
tabulating of the bids.

At 2 PM, May 28, 1980 you will receive bids (No. 79-80-68) for
Riverview Storm Sewer Project - Phase II. This is for work to
be accomplished under a Federal E.D.A. grant project #04-01-18017.
Under the terms of the grant it will be necessary to furnish to
E.D.A:
1. a statement signed by you certifying that all
bids were received sealed and that they were
opened and publicly read in your presence.
2. a copy of official minutes of the bid opening.
I request your cooperation in furnishing to my office the above so
that we may furnish same to E.D.A. as a condition of their approval
for the award for this project.

Sealed bid for the construction of RIVERVIEW STORM SEWER
PROJECT - PHASE II, EDA Project No. 04-01-18017, Miami, Florida,
will be received by the City Manager and the City -Clerk of the
City of Miami, Florida, no later than 2:00 p.m. on the 28th day
of May 1980, in the City Clerk's office, first floor of
the Miami City Hall, 3500 Pan American Drive, Dinner Key, Miami,
Florida 33133, at which time and place they will be publicly
opened and read.
Briefly, the work required for this project will be: Construc-
tion of approximately 1,350 lineal feet of 3-foot wide covered
ditch and 575 feet of 12" through 30" storm sewer pipe in the
area bounded by S. W. 3 Street, S. W. 13 Avenue, West Flagler
Street, and S. W. 12 Avenue.

Proposal includes the time of performances, and specifications
contain provisions for liquidated damages for failure to complete
the work on time.
The bidder is alerted, as basis of awarding a contract, that
tie must agree to make a food faith effort to meet specific
coals for minority and female workforce participation in each
trade on all construction work.
In addition to these measures, contractors and subcontractors
will be required to comply with the provisions of Section 3
(Federal Regulations) which require all developers, contractors,
and subcontractors to create feasible opportunities to emo loy
and train residents in the area of the project, and give
preference in subcontracting; and purchasing of materials to
businesses located in or owned In substantial part by persons
residing in the area of the project.

The Department of Public Works recommends
adoption of the resolution accepting the
bid received May 28, 1980 of Williams
Paving; Co., Inc. in the amount of
$1711,913.112; and authorizing the City
;Tanager to enter into a contract on behalf
of the City of Miami for RIVERVIEW STORM
SEWER PROJECT - PHASE II.
