R n ) 2 5 A RESOLUTION ESTABLISHING THE POLICY OF THE CITY COMMISSION COVERING THE PROCEDURE FOR PERSONS WISHING TO MAKE PERSONAL APPEARANCES DURING CITY COMMISSISION MEETINGS IN ACCORDANCE WITH THE HEREIN ATTACHED STANDARDS AND RULES. BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. A policy is hereby established for the procedure to be followed by persons wishing to make per- sonal appearances during City Commission Meetings in accordance with the attached standards and rules. Bellamy ,,_• -E9 Assistant to City Manager It is recommended that a resolution be passed establishing a City Com- mission Policy on Personal Appearances. It has been the practice of the City Commission to accept requests from persons wishing to make personal appearances during City Commission Meetings in the following manner. 1. Letter from persons to City Manager requesting to make a personal appearance at a specified City Commission Meeting at least 5 days prior to Meeting. 2. The contents of the letter explaining the subject matter to be covered during presentation, and the inclusion of any reports, pictures or other backup materials. This information has been useful in scheduling such requests on the City Commission Agenda, providing the Commission with adequate information prior to Meetings and allowing staff time to prepare response when appropriate. By City Charter it is required that the City Commission receive City Com- mission Agendas and backup materials at least 5 days prior to scheduled City Commission Meeting. In order to provide this information to the Commission, in a timely manner, it is recommended that persons wishing to make personal appearances follow the deadlines as specified to staff by City Manager in Administrative Policy (APM-3-77) as much as possible. Recognizing, however, that in some instances requests are made as a result of events taking place after such deadline, it is recommended that a cut- off date of noon, 5 days prior to the Commission Meeting, be the absolute deadline. The attached policy and resolution formally state the practice of the City Commission on requests for personal appearances and includes the above information. CITY OF MIAMI COMMISSION POLICY ON PERSONAL APPEARANCES OF INDIVIDUALS DURING CITY COMMISSION MEETINGS SUBJECT: A policy concerning request of individuals and/or groups to appear before the City Commission. PURPOSE: To provide a uniform procedure for citizens wishing to appear before the City Commission. POLICY: It is the policy of the Miami City Commission that all requests of citizens to appear before the City Commission shall be received by the City Manager by no later than Noon, 5 days prior to the Com- mission Meeting. However, it is preferred that requests for personal appearances be submitted to the City Manager 13 days prior to said Commission Meeting in order to allow staff time to analyze, make recommendations and/or prepare a response. PROCEDURE: 1. Requests shall be made in writing to the City Manager containing a description of the subject matter intended to be addressed to the City Commission. 2.
