A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER
INTO A PROFESSIONAL SERVICES AGREEMENT FOR CONSUL-
TANT SERVICES IN CONNECTION WITH THE ECONOMIC
DEVELOPMENT OF THE LATIN QUARTER WITH THE LITTLE
HAVANA DEVELOPMENT AUTHORITY WITH FUNDS IN THE
AMOUNT OF $50,000 FROM SIXTH YEAR COMMUNITY
DEVELOPMENT GRANT FUNDS.
WHEREAS, the United States Travel Service, Dade County Office of
Economic Development Coordination and the Miami Office of Trade and
Commerce have jointly funded a report prepared by the Little Havana
Development Authority entitled, "Latin Quarter: Potential for Tourism
Development";
WHEREAS, LHDA was instrumental in having EDA approve a two -million
dollar matching grant for a four -million dollar project in the Latin Quarter
area of Little Havana to provide for public works to enhance the attract-
iveness of the Little Havana area as a tourist destination and attraction
of regional shoppers while preserving local character and the capacity
building role for Little Havana Development Authority;
WHEREAS, the City of Miami contracted with LHDA with funds in the
amount of $25,000 from fifth year Community Development Grant funds to
prepare a commercial park project package to be submitted to the Economic
Development Administration.
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF

It is recommended that a resolution
authorizing the City Manager to
enter into a professional services
agreement for consultant services
in connection with the economic
development of the Latin Quarter
with the Little Havana Development
Authority with funds in the amount
of $50,000 from sixth year Commu-
nity Development Grant Funds be
approved by the City Commission.
The Little Havana Development Authority will provide the following
services to the city under the contract:
A. Prepare a study and seek funding to establish an
off-street parking program to fulfill present and
future needs of the Latin Quarter area
B. Prepare a study and seek funding for a demonstra-
tion project for a small transit system in the
Latin Quarter area.
C. Prepare a program of cultural activities for the
Latin Quarter and undertake the execution of two
such activities during the calendar year, 1980-81.
Little Havana Development Authority's prior involvements in the Latin
Quarter project and prior track record make the agency the best
qualified to provide these services, and these services are necessary
to carry out the development of the Latin Quarter area.
