HomeMy WebLinkAboutR-80-05270^ r�l RESOLUTION NO. 8 0- 5 2 7 A RESOLUTION AUTHORIZING THE CITY MANAGER TO SUBMIT A GRANT APPLICATION TO THE BUREAU OF CRIMINAL JUSTICE PLANNING AND ASSISTANCE, DIVISION OF STATE PLANNING, DEPARTMENT OF ADMINISTRATION, STATE OF FLORIDA, FOR FUNDING OF A JUVENILE RUNAWAY PROJECT AND TO EXPLORE ALTERNATIVE WAYS OF COMPLEMENTING THE PRIMARY MISSION OF LAW ENFORCEMENT WITH DIVERSIONARY AND PREVEYTiVr, SOCIAL SERVICE MANAGER „SUPPORTIVE TOR ACCEPTS THENGRANTHAND ZEXECUTE THETHEYNECESSARY MOFTTHEOGRANTEMENT THE PROGRAM UPON RE - DOCUMENTS CEIPT : FOLLOW WHEREAS, the City Commission, after thorough considera- tion of the problem and available date has determined that the 2nd year funding of the Juvenile Runaway Project will impact on juvenile crime in the City because of the common observa- tion that juveniles tend to fill their survival needs by shop- lifting, breaking and entering, trespassing, loitering and prowling, purse snatching, selling drugs and acts of prosti- tution; and WHEREAS, this project will incorporate a methodology to study this problem and objectively assess the extent of the short-term effect of runaways and long-term impact on the crime rate, is in the best interest of the general public; and WHEREAS, under the terms of Public Law 90-351, as amended, the United States of America and Public Law 93-415, as amended, has authorized the Law Enforcement Assistance Administration (LEAA), through the Florida Bureau of Criminal Justice Planning and Assistance, to make Federal Grants to assist local governments in the improvement of criminal ustice; an d "DOCUMENT INDEi ITEM N0. Z of WHEREAS, the City Commission has exam"ed and duly considered such Act and considers it to be in the public interest and to the benefit of the City of Miami to file an application under said Act and to authorize other action in connection therewith; Section 1. The City Manager is hereby authorized to file in behalf of the City an application in the form prescribed by the Florida Bureau of Criminal Justice Planning and Assis- tance in conformity with Public Law 90-351, as amended, and Public Law 93-415, as amended, for a grant to be made to the City to assist in defraying the cost of the project generally described above. Section 3. If such grant be made, the City shall provide or make necessary arrangements to provide such funds and/or in -kind contributions in addition to the grant as may be required by the said Act to defray the cost of the project generally described above. Section 4. The City is aware that no hard cash match is required and therefore, it is not necessary to appropriate W new City funds to defray the cost of said project. ���••� Section 5. (a) The City Manager is hereby authorized � W to furnish such information and take such other action as may Qbe necessary to enable the City to qualify for said grant and 0-__J [V:�� to accept the grant and execute all necessary agreements to implement the project upon receipt of the grant. (b) The City Manager is hereby designated as the City's authorized representative for the purpose of furnishing to the Florida Bureau of Criminal Justice Planning and Assistance such information, data and documents pertaining to the application for said grant as may be required and other- wise to act as the authorized representative of the City of Miami in connection with this application. (c) If such grant be made, the City of Miami shall maintain such records necessary and furnish such information, data and documents as required by the Florida Bureau of Criminal Justice Planning and Assistance to support the implementation of the project generally described above. Section 6. Resolution For Office of Juvenile Justice & Delinquency Prevention (OJJDP) Grant Application Juvenile Runaway Project One (1) The Miami Police Department is presently in the process of developing the final grant application for the second year of funding for the above referenced grant. This project is funded through the OJJDP. There is no requirement for local match. In its second year of funding, this project will continue to address runaway youth and their families in an humane, professional, social service mode. Attention to the client's home, school, and community adjustment, as well as the youth's characteristics, will be assessed through direct individual and family interventions, in addition to review and direct contact with school authorities. Once the problems are identified through the various diagnostic ac- tivities, adequate actions will be sought via the many community - based social service programs in this local area. This Department contends that by addressing the acting out youth (and his/her family) at the earliest point of contact with the police agency, a significant reduction in subsequent delinquent and/or criminal activity of the addressed group will be obtained. The funding breakdown for this grant is as follows: Office o- Juvenile Justice & Delinquency Prevention $106,477 City of Miami Match . . . . . . . . -0- Total Budget . . . . . . . . . . . . $106,477 The Office of Juvenile Justice & Delinquency Prevention requires that a formal resolution from the City Commission be attached to the appli- cation.
