HomeMy WebLinkAboutO-09126AMENDMENT NO. 56 I?k TO ORDINANCE NO. 8719 ORDINANCE NO. 9 1 2 6 AN ORDINANCE AMENDING SECTION 1 OF ORDINANCE NO. 8719, ADOPTED OCTOBER 26, 1977, THE SUMMARY GRANT APPROPRIA- TIONS ORDINANCE, AS AMENDED; BY ESTABLISHING TWO NEW TRUST AND AGENCY FUNDS ENTITLED: "TRADE FAIR OF THE AMERICAS - IMPORT 1980" AND "TRADE FAIR OF THE AMERICAS- EXPORT 198111; APPROPRIATING FUNDS FOR THE OPERATION OF SAID TRUST AND AGENCY FUNDS IN THE AMOUNTS OF $959,540 AND $19556,900 RESPECTIVELY; CONTAINING A REPEALER PRO- VISION AND A SEVERABILITY CLAUSE; AND DISPENSING WITH THE REQUIREMENT OF READING THE SAME ON TWO SEPARATE DAYS BY A VOTE OF NOT LESS THAN FOUR -FIFTHS OF THE MEMBERS OF THE COMMISSION. WHEREAS, the City Commission adopted Ordinance No. 8719 on October 26, 1977 establishing resources and appropriations for grant funds anticipated by the City of Miami, Florida and for corresponding City matching funds; and WHEREAS, a sum of $200,000 was allocated in the Fiscal Year 1979-80 General Fund Budget of the City of Miami under "Special Programs and Accounts: Miscellaneous: Trade Fairs of America"; and WHEREAS, the above mentioned sum was included in Ordinance No. 9000, adopted by the City Commission on October 17, 1979, making appropriations for the Fiscal Year ending September 30, 1980; and WHEREAS, the City Commission adopted Resolution No. 80-204 on March 19, 1980 authorizing the City Manager to execute an agreement between the State of Florida and the City of Miami accepting a grant in the amount of $175,000 to be incorporated into the Trade Fair of the Americas - Import '80 Trust and Agency Fund; and WHEREAS, said agreement was made and entered into on May 12, 1980; and WHEREAS, the City Commission adopted Resolution No. 80-205 on March 19, 1980 authorizing the City Manager to execute an agreement between Metropo- litan Dade County and the City of Miami accepting a grant in the amount of $150,000 to be incorporated into the Trade Fair of the Americas - Import '80 Trust and Agency Fund; and WHEREAS, said agreement was entered into on May 5, 1980; and WHEREAS, a carryover balance of $148,040 from the Trade Fair of the Americas - Export 179 Trust and Agency Fund is to be included in the Trade Fair of the Americas - Import '80 Trust and Agency Fund; and WHEREAS, the anticipated revenue. from operation of the 1980 trade Fair is $286,500; and WHEREAS, the 1980 Trade Fair of the Americas took place at the Co- conut Grove Exhibition Center in Miami from March 23, 1980 to March 30, 1980 as an official project of the City of Miami, Metropolitan Dade County, and the State of Florida under the auspices of the Organization of American States; and WHEREAS, the City Commission adopted Resolution No. 80-348 on May 8, 1980 approving an extension of the contract of April 12, 1978 with Evelio Ley and Associates for the conduct of the Trade Fair of the Americas - 1981 and approving a $1,556,900 budget for said Trade Fair; and WHEREAS, estimated revenues to support the Trade Fair of the Americas - Export '81 Trust and Agency Fund budget of $1,556,900 were identified in attachments to Resolution No. 80-348, adopted May 8, 1980; NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. Section 1 of Ordinance No. 8719, adopted October 26, 1977, as amended, is hereby further amended in the following particulars:!/ "Section 1. The following Trust and Agency Funds are hereby established and resources are hereby appropriated as described herein: FUND TITLE: Trade Fair of the Americas - Import '80 RESOURCES: Trade Fair of the Americas - Export '79 Carrover Ba ance $148,040 City of Miami Fiscal Year 1979-80 General Fund, Special Programs and Accounts, Trade Fairs of America 200,000 Metropolitan Dade County 150,000 State of Florida: Department of Commerce 175,000 Revenues from Operation of the 1980 Trade Fair 286,500 APPROPRIATION: Trade Fair of the Americas - Import '80 $959,540 1/ -Words and/or figures stricken through shall be deleted. All ordinances or parts of ordinances insofar as they are inconsistent or in conflict with the provisions of this ordinance are hereby repealed. Section 3. If any section, part of section, paragraph, clause, phrase, or word of this ordinance is declared invalid, the remaining provisions of this ordinance shall not be affected. Section 4. The requirement of reading this ordinance on two separate days is hereby dispensed with by a vote of not less than four -fifths of the members of the Commission. Fosmoen PF!7U;ENCrS- Assistant City Manager UN.: LJSU AE9: It is recommended that the City Commission adopt the attached ordinance approving the 1980 Trade Fair budget of $959,540 and appropriating $1,556,900 for Trade Fair of the Americas - 1981. The $200,000 City support for Trade Fair of the Americas - Import '80 has already been provided in the City's Fiscal Year 1979-80 Budget. The appropriation for the 1981 Trade Fair anticipates continued support of $200,000 in the City's Fiscal Year 1980-81 Budget. i The first Trade Fair took place in Miami during March 8-19 of 1978 as an import fair with a budget of $1,069,000. In 1979, an export Trade Fair was held at the new Coconut Grove Exhibition Center during July 21-28 with a $1,325,000 budget. The 1980 import Trade Fair took place in the Coconut Grove Exhibition Center from March 23-30 with a $959,540 budget. With renewed federal support and increased revenues to be generated from rental of space, a $1,556,900 budget was developed for the 1981 export Trade Fair. Evelio Ley and Associates, Inc. organized the 1978 Trade Fair and ras develoE-,-J, promoted, and managed all subsequent Trade Fairs. Resolution No. I'l-348, adopted by the City Commission on May 8, 1980, approved an extension of Ev--Iio Ley's agreement through March, 1981 and a budget of $1,556,900.
