Isamu Noguchi will be in Miami on July 24th to make his
presentation to the Commission of his concept plan for
Bayfront Park.
Because we will be looking for federal grant funds for
redevelopment of the park, we must run a public notice
of this presentation in the newspapers.
So that the presentation and discussion will actually occur
close to the advertised time, I would like to have it
scheduled as the first item on the Committee of the Ir'hole
agenda.
My staff will be in contact with Ms. Bellamy t0 discuss
the scheduling.

The rapid growth of the downtown area has brought into focus the
need to complete the redevelopment of Bayfront Park to create an
active urban park to serve: ,
• 65,000 downtown employees r
1,000,000 annual Hispanic tourists and shoppers
• 1,000,000 annual Port of Miami visitors
• City of Miami Conference Center participants ^�
Residents of Brickell Avenue high-rises.
r • patrons of the Downtown People Mover �•.�
• employees and residents of $1.65 billion in new downtown
development
On July 23, 1979, the City received and matched a grant from the National
Endowment for the Arts to engage the design services of Isamu Noguchi
to plan the redevelopment of the southern portion of Bayfront Park
(18 acres). This plan and a model of it will be presented to the City
Commission on July 24th.
The redevelopment of the park will be accomplished in two major phases.
Phase One will include the bulkhead replacement and a baywalk. Phase
Two will include the majority of the park site.
The existing bayfront bulkhead is seriously deteriorated and would be
reinforced by the addition of rip rap along the water's edge. This will
stop the erosion of the park and create a more natural shoreline which
aids the growth of sea life. This project would result in a realignment
of the shoreline to eliminate the sharp angle created by the intersection
of the park and Miamarina. The U. S. Army Corps of Engineers will work
with the City on this project through their Small Beach Erosion Program.
The Baywalk would run parallel to the bay, Miamarina to Miami Center,
where it would join the twenty foot right-of-way around Ball Point. It
will include benches, pavers, trees and landscaping, signaqe, a children's
play area, renovation of the existing rock garden, lighting, utilities,

and finger piers. This project would also be done in conjunction with
the U. S. Army Corps of Engineers, Recreation Development Program.
Phase Two includes the remainder of the site. Redevelopment would
include two fountains, an amphitheater, restrooms, mixed urban uses,
and treatment of the Biscayne Boulevard edge of the site, including
a Downtown People Mover station and provision for parking.
When approved by the City Commission, grant applications will be sub-
mitted to the appropriate agencies for assistance in funding this
project. For fiscal year 1980-81, the City contribution would be
$375,000. Total estimated expenditure for development is $10,250,000,
of which 25% ($2,675,000) is the City's contribution. The entire
project will take 3 to 4 years for completion.

Downtown Miami needs a people park. That beautiful wasteland
east of our central business district is the least used segment
of our thrivinq downtown.
The Downtown Miami Business Association has carefully analyzed
the revised plans for Bayfront Park and is fully aware of the
significant cultural and visual impact it can make upon our
city. Our Board of Directors has therefore endorsed unanimously
the Noguchi concept for the re -development of Bayfront Park.
Our members who invest and work in downtown on a daily basis
can foresee the many advantages of the New Bayfront Park. The
many cultural events, concerts and festivals, as well as the
daily amenities planned for the park can turn around how we
think about downtown and can elevate our city and its downtown
area to a truly prominent and international position.

the projected park in downtown Miami.
Isamu Noguchi's vision of a green oasis in the city
Is, in my opinion, one that can attract and serve people from all
points in the county, as well as tourists. It could be one of the
crucial achievements in developing the downtown area.
As you know, Miami Dade Community College, New World
Center Campus' Lunchtime Lively Arts Series has a growing audience
for its weekly daytime events. We could make use of the park for
appropriate programs in the appropriate setting. Miami's perform-
ing arts organizations are unquestionably in immediate need of
such resources.

I have been instructed by the members of the Cultural Executives Council to
submit a letter in support of the proposed Noguchi plan for the new Bayfront
Park.
At our last meeting of the membership of CEC on July 8, 1980, a presentation
was made by Kitty Roedel of the Downtown Development Authority. Ms. Roedel's
presentation, which included both a verbal and visual portrayal of the pro-
posed Noguchi plan was expertly delivered and was followed with a lively dis-
cussion by CEC's members.
Our membership voted unanimously to endorse in concept the development of the
Noguchi designed park. Not only does this park offer the maximum in beautifi-
cation benefits to Miami, but the potential of a much needed performance area
in the heart of the downtown area. My hope would be that the amphitheater
would be developed with the utmost concern for quality acoustics and highly
professional staging components, both for the utilization of our major cul-
tural presenters and the enjoyment of our residents and visitors.
I would encourage you and all the City of Miami Commissioners to support this
very special colmtunity project. Thank you and best wishes.

The possibility of our communities' building an urban
park designed by ISanu Monuchi, an American sculntor
and desianer of international reputation, is an op-
portunity Miami cannot consider lightly. -
There has been much rhetoric abnut our Preeminence
as an International Center and our conmerce has caught
up to our talk. t,ow we have an opportunity to show
our penchant for excellence as well. Vhat finer
balance to Philip Johnson's Cultural Complex could we
have than that of rloquchi's urban park? Flanlpr Street
will have come of age.

I would like to take this opportunity to apprise you of the
latest developments with respect to funding for the Naguchi devel-
opment of Bayfront Park.
As you know, we were pursuing funding for the various stages
of the Park's development through the Corps of Engineers and the
State of Florida Land and Water Conservation Fund.
I am pleased to inform you that through my efforts there
are funds appropriated to the Corps of Engineers for both FY 1981
($200,000.00) and FY 1982 ($500,000.00) for the baywalk portion of
the project. These funds are to be matched by the local government.
The Downtown Development Authority has been instrumental with
f;he Corps in obtaining an agreement whereby existing; funds will be
used'for the "rip -rap" work that is necessary at the bay's edge.
I ha6e contacted the Corps and offered my support for the Authority's
rQqukst.
-•With respect to the master plan by Isamu Naguchi for the de-
Migq,-development phase of the park, I have been able to obtain
Kdial commitment from `fr. Ney Landrum, director of the State of
o A da Land and Water Conservation Fund, to give this project fa-
vorable consideration once a formal applicaton for funding is made.
Maurice, you know I am glad to be able to report the above
information. The Nlaguchi design for the Park is indeed in the public
interest and I look forward to continuing my support.

A RESOLUTION ENDORSING THE REDESIGN OF BAYFRONT
PARK, URGING THE CITY TO PURSUE THE PROJECT AND
RECOMMENDING THAT REVENUES ACCRUING TO THE CITY
FROM BENEFITING PROPERTIES BE USED TO REDEVELOP
SLUM AND BLIPHTED NEIGHBORHOODS.
WHEREAS, the Downtown Development Authority feels
a dramatic change in the present design of Bayfront Park is neces-
sary, to build patronage, to give cultural stature to the park,
and to serve the needs of the growing tourist convention market; and
WHEREAS, downtown Miami does not presently have a
focal point where tourists, area residents, and workers can con-
gregate and enjoy the city's ambiance and entertainment; and
WHEREAS, the City of Miami has entered into contract
with sculptor and park designer, Isamu Noguchi, for the redesign
of Bayfront Park; and
WHEREAS, the Downtown Development Authority has reviewed
the conceptutal plans at its July 11, 1980, Board Meeting; and
WHEREAS, the estimated budget for this project is
$10.2 million of which $2.6 million would come from the City to
induce S7.6 million from State, Federal, County and private sources; and
WHEREAS, the $7.5 million would not otherwise be
available to the City of Miami except for the redesign of Bayfront
Park; and

WHEREAS, the Downtown Development Authority recognizes
that the revitalization of Bayfront Park will benefit surrounding properties, namely
Ball Point and Dupont Plaza; and
WHEREAS, portions of downtown Miami and surrounding
neighborhoods have been found slum and blighted and in need of
redevelopment as per City Resolution No. 80-452
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF THE
DOWNTOWN DEVELOPMENT AUTHORITY OF THE CITY OF MIAMI THAT:
1. The Board of the Downtown Development Authority
approves and endorces the plans for the redesign
of Bayfront Park and surrounding areas as presented
by the artist toodate.

2. The City'Commission is hereby urged to look favora-
bly on this opportunity to make Bayfront Park a
well patronized international landmark and focal
point for downtown Miami.
3. The opportunity for the City to leverage $2.6 million
-in City funds into a. $10.2 million project be
vigorously pursued by the City and the Downtown
Development Authority.
4. A portion of the increase in tax revenues accruing
to the City resulting from the announced developments at Ball
Point and Dupont Plaza be applied toward the redevelop-
ment of the slum and blighted areas identified in
City Resolution No. 80_452
