HomeMy WebLinkAboutO-09150AMENDMENT No. 6 TO ORDINANCE NO. 8719 ORDINANCE NO. 9 1 5 0 AN EMERGENCY ORDINANCE AMENDING SECTION 1 OF ORDINANCE NO. 8719, ADOPTED OCTOBER 26, 1977, THE SUMMARY GRANT APPROPRIATIONS ORDI- NANCE, AS AMENDED, BY ESTABLISHING A NEW TRUST AND AGENCY FUND ENTITLED: "LATIN RIVERFRONT EMERGENCY SHELTER" AND APPROPRIATING A GRANT AWARD FROM THE UNITED STATES CUBAN-HAITIAN TASK FORCE FOR THE OPERATION OF SAME IN THE AMOUNT OF $969,778; CONTAINING A REPEALER PROVISION AND A SEVERABILITY CLAUSE. WHEREAS, the City Commission adopted Ordinance No. 8719 on October 26, 1977 establishing resources and appropriations for grant funds anticipated by the City of Miami, Florida, and for corresponding City matching funds; and WHEREAS, Resolution No. 80- adopted authorized the City Manager to accept and administer a grant award from the United States Cuban -Haitian Task Force in the amount of $969,778 to implement the "Latin Riverfront Emergency Shelter" for a period of 6 months; and WHEREAS, an estimated 800 refugees formerly housed at the Orange Bowl will be provided food, shelter and other ser- vices through the Latin Riverfront Emergency Shelter; NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. Section 1 or Ordinance No. 8719, adopted October 26, 1977, as amended, is hereby further amended in l/ the following particulars: "Section 1. If any section, part of section, paragraph, clause, phrase or word of this ordinance is declared invalid, the remaining provisions of this ordinance shall. not be affected. Section 4. This ordinance is hereby declared to be an emergency measure on the grounds of urgent public need for the preservation of peace, health, safety, and property of the city of Miami. Section 5. The requirement of reading this ordinance on two separate days is hereby dispensed with by a vote of not less than four -fifths of the members of the Commission. Grassie P"'" City Manager F"`E9' As you are aware the City has been providing temporary emergency food and shelter to indigent refugees at the Orange Bowl. In order for the Orange Bowl to be ready for the Dolphin football exhibition season, the premises must be vacated on or before July 28i 1980. This presents a dilemma as approximately 800 indigent refugees will again be without food and shelter. Therefore, it is requested that the attached resolution and ordinance, not included in the Agenda, be considered at the July 24, 1980 meeting in order for the City to implement a program entitled "Latin Riverfront Emergency Shelter". This program will be funded through the Federal Government and will not require any funds from the City.
