AN ORDINANCE AMENDING SECTION 1 OF ORDINANCE NO.
8719, ADOPTED OCTOBER 26, 1971, THE SUMMARY GRANT
APPROPRIATIONS ORDINANCE, AS AMENDED; BY
ESTABLISHING A NEW TRUST AND AGENCY FUND ENTITLED:
"CUBAN REFUGEE FOOD PROGRAM" AND APPROPRIATING
THERETO AN AMOUNT OF $28,000 FROM RADIO STATION
WQBA AND OTHER LOCAL LATIN BUSINESSMEN, AND A
MATCHING AMOUNT FROM THE CITY OF MIAMI, SPECIAL
PROGRAMS AND ACCOUNTS, FOR A TOTAL OF 856,000; FOR
THE PURPOSE OF PROVIDING A FOOD PROGRAM FOR NEWLY
ARRIVED CUBAN REFUGEES; CONTAINING A REPEALER
PROVISION AND A SEVERABILITY CLAUSE; AND
DISPENSING WITH THE REQUIREMENT OF READING SAME ON
TWO SEPARATE DAYS BY A VOTE OF NOT LESS THAN
FOUR -FIFTHS OF THE MEMBERS OF THE COMMISSION.
WHEREAS, the City Commission adopted Ordinance No. 8719 on October
26, 1977, establishing resources and appropriations for grant funds
anticipated by the City of Miami, Florida, and for corresponding City matching
funds; and
WHEREAS, Motion No. 80-430, adopted June 19, 1980, allocated an
amount not to exceed thirty thousand ($30,000) dollars as matching dollars to
an amount raised by Radio Station WQBA and other local Latin businessmen to
feed newly arrived Cuban refugees; and
WHEREAS, said program will be considered as an extension to the
present emergency program being operated by Rafael Villaverde; and
WHEREAS, Ordinance No , adopted , 1980 appropriated
an amount of $28,000 into the General Fund, Special Programs and Accounts, for
the aforementioned purpose; and
WHEREAS, said appropriation matches the $28,000 raised by Radio
Station WQBA and other local Latin businessmen; and
WHEREAS, the total of $56,000 can be appropriated into a new Trust
and Agency Fund entitled: "Cuban Refugee Food Program";
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. Section 1 of Ordinance No. 87190 adopted October 269
1977, as amended, is hereby further amended in the following particulars:l/
"Section 1. The following Trust and Agency Funds
are hereby established and resources are hereby
appropriated as described herein:
FUND TITLE: Cuban Refugee Food Program
RESOURCES: City -off Miami, General Fund,
Specla7Programs and Accounts $ 281,000
Radio Station WQBA and other_
Local Latin businessmen 289000
APPROPRIATION: Cuban Refugee Food Program $ 56,0001
Section 2. All ordinances or parts of ordinances insofar as they
are inconsistent or in conflict with the provisions of this ordinance are
hereby repealed.
Section 3. If any section, part of section, paragraph, clause,
phrase, or word of this ordinance is declared invalid, the remaining
provisions of this ordinance shall not be affected.
Section 4. The requirement of reading this ordinance on two
separate days is hereby dispensed with by a vote of not less than four -fifths
of the members of the Commission.

Appropriation of $56,000
into a New Trust and
Agency Fund Entitled:
"Cuban Refugee Food
Program"
It is recommended that $56,000 be appropriated
into a new Trust and Agency fund entitled:
"Cuban Refugee Food Program", with resources from
Radio Station WQBA and other local Latin business-
men of $28,000 and a matching amount from the
General Fund, Special Programs and Accounts.
Motion No. 80-430, adopted by the City Commission on June 19, 1980,
allocated an amount not to exceed thirty thousand dollars ($30,000) as
matching dollars to an amount raised by Radio Station WQBA and other
local Latin businessmen to feed newly arrived Cuban refugees.
Ordinance No. , adopted ,1980 appropriated $28,000 into
the General Fund, Special Programs and Accounts, as matching funds to the
monies received from the above -mentioned sources.
Tne attached proposed ordinance appropriates the total of $56,000 into a
new Trust and Agency fund entitled: "Cuban Refugee Food Program".
